إدارة الدولة في ظل العولمة: دراسة تحليلية (مجلة آداب الفراهيدي؛ Vol.15, Issue.52-3) سنة النشر: 2023 المؤلف: Ahmed Saleh Ahmed Dawood المؤلف المؤسسي: Tikrit University تناول هذا البحث كيفية ادارة الدولة في ظل المتغيرات العالمية الكبرى، التي باتت تفرض سطوتها على الدول والمجتمعات، وتعبث بقيمها وثقافاتها. وتتلخص مشكلة البحث في امرين: الاول: تدّخّل المنظمات والشركات العالمية في سياسات الدول وحتى الداخلية منها، والثاني: الاثار الناتجة لو حاولت الدول الاعتراض على سياسة هذه المنظمات او الانجراف في تيارها. ويهدف بحثنا الى: دراسة وتحليل اثار العولمة على الدول التي انجرفت بتيار العولمة، وابراز اهمية ودور استقلال الدولة في ممارسة سلطتها واتخاذ قراراتها. مستعينين بالمنهج الوصفي التحليلي، فكان الوصف للكشف عن كل ما يتعلق بالعولمة كظاهرة لها اهمية ودور في تغيير الكثير من الدول لسياساتها الاقتصادية وانظمتها التجارية وشؤونها الاجتماعية. اما التحليل فكان من خلال شرح وتفسير اثار العولمة على سيادة الدولة وكيفية ادارتها. وسينتظم بحثنا هذا في مقدمة وثلاث مباحث، تناول المبحث الاول عناصر البحث، مشكلة واهمية وهدف ومنهج وتعريف بالمفاهيم. ثم يأتي المبحث الثاني ليتناول العولمة والدولة القومية، وادارة الدولة في ظل العولمة. اما المبحث الثالث فتناول الدول النامية وتحديات العولمة، وادارة الدولة العراقية في ظل العولمة، ومن ثم العولمة والدولة الكينزية. وفي النهاية النتائج التي أسفر عنها البحث، ومن ثم التوصيات. Managing the State Under the Globalization Analytical Study (Journal of Al Farahidi's Arts; Vol.15, Issue 52-3) سنة النشر: 2023 المؤلف: Ahmed Saleh Ahmed Dawood المؤلف المؤسسي: Tikrit University This research dealt with how to manage the state in light of the major global changes, which are imposing its dominance on states and societies, and tampering with their values and cultures. The research problem can be summed up in two things: the first: the interference of international organizations and companies in the policies of countries, and the second: the resulting effects if countries tried to object to the policy of these organizations or drift in their current. Our research aims to: Study and analyze the effects of globalization on countries that have drifted in the current of globalization, and highlight the importance and role of state independence in exercising its authority and making its decisions. Using the descriptive analytical method, the description was to reveal everything related to globalization as a phenomenon that has an important role in changing many countries of their economic policies, trade systems and social affairs. As for the analysis, it was through the explanation and interpretation of the effects of globalization on the sovereignty of the state and how to manage it. This research will be organized into an introduction and a topic that deals with the elements of the research, problem, importance, goal, approach and definition of concepts. Then comes the second topic deals with globalization and the nation-state, and management of the state in light of globalization. As for the third topic, it dealt with developing countries and the challenges of globalization, and managing the Iraqi state in light of globalization, and then globalization and the Keynesian state. In the end of the research, resuls will be presented and recommendations will be made.

Globalization affects citizenship when it exists among individuals and groups in society. Individual and social affiliations, characterized by anthropological features within social groups, can also impact citizenship. Thus, there may be a specific relationship between globalization and cultural, religious, or other identity patterns. Today, globalization threatens both identity and citizenship. As societies adapt to the global system through these global changes that force interaction with globalization, it becomes essential for communities to address this issue to preserve their identity and individual belonging, whether geographically or socially. This forms the basis for researching the dimensions related to citizenship, identity, globalization, and their interrelationships, which pose significant challenges for societies.

A whole world is contained in this “almost”. To translate is to confront the other, the different, the unknown. It is often the essential prerequisite for those who want to access a universal, multiple, diverse culture. It is therefore no coincidence that the League of Nations took up the issue in the 1930s, envisaging the creation of an Index Translationum.Taken over by UNESCO in 1948, this Index allowed the first census of translated works in the world. Two years later, the Representative Works programme was launched to translate masterpieces of world literature. UNESCO’s support for the publication last year of a lexicon of words from indigenous languages of Mexico that are untranslatable into Spanish is a continuation of these efforts.Although their disappearance was predicted as early as the 1950s, translators – who are most often women – have never been as numerous as they are today. The machines developed in the aftermath of the war have not been able to outdo this behind-the-scenes profession. Nor have digital translation tools, which have become the standard feature of our globalized conversations, even if they have contributed to transforming the job.This is because language is more than just a means of communication. It is that, and much more. It is what written or oral works make of it, contributing to forge what is sometimes called the ‘genius of the language’, which the most powerful applications cannot restore.

Les transformations des droits sociaux dans la globalisation سنة النشر: 2019 المؤلف: Jérôme Porta المؤلف المؤسسي: La Revue des Droits de l'Homme La globalisation des droits se manifeste par des phénomènes souvent décrits en termes de circulation ou transfert de droits. Parmi ces phénomènes, il en est un dont l’importance paraît croissante en matière sociale. Il s’agit du dépôt de droits sociaux sur des supports n’ayant pas pour objet de réglementer les rapports de travail, mais, d’encadrer les échanges commerciaux, de réguler la production de biens ou de produits, de promouvoir certaines politiques sociales ou encore de coordonner des politiques publiques nationales. Les clauses sociales présentes de manière croissante dans les accords de libre-échange ou l’adossement du socle européen des droits sociaux à un tableau d’indicateurs en sont des illustrations. Ces pratiques d’inclusion des droits du travailleur au sein de support économique, technique ou politique ne font pas véritablement objet d’attention pour elles-mêmes et sont trop souvent interprétés à partir de la normativité juridique. Cette extension de l’analyse juridique à de tels objets aboutit à ne commenter ces instruments qu’en terme d’écart au droit : ces droits sont-ils objets de sanction efficace ? Peuvent-ils être justiciables et invoqués devant un juge ? Ces préoccupations laissent dans l’ombre une question plus fondamentale, celle du changement qu’opère le passage d’une forme normative à une autre. Ces hybridations impliquent en effet une traduction, mieux une transformation. Tel est l’objet de la présente contribution. The globalization of rights is manifested by phenomena often described as the circulation or transfer of rights. Among these phenomena, there is one category, whose importance seems to be growing in international and european social matters. It is manifested by the filing of social rights on instruments not intended to regulate labour relations, but to regulate international trade, regulate the production of goods or products, promote certain social policies or even coordinate national public policies. The social clauses increasingly present in free trade agreements or the linking of the European social rights Pillar to a scoreboard of indicators are examples among many others of this. These practices of including workers' rights in economic, technical or political support do not really attract attention for themselves and are too often interpreted on the basis of legal normativity. This extension of the legal analysis to such objects leads to commenting on these instruments only in terms of deviation from the law : are these rights subject to effective sanctions ? Can they be justiciable and invoked before a judge ? These concerns leave a more fundamental question in the shadows, that of the changes brought about by the passage from one normative form to another. These hybridizations imply a translation, better a transformation. This is the purpose of this contribution to descriptib such a process and its implications.
