While technological innovations like ChatGPT, DALL-E and Bard offer previously unimaginable gains in productivity, they also present concerns for the overall protection and promotion of human rights and for the safety of women and girls.The arrival of generative AI introduces new, unexplored questions: what are the companies’ policies and normative cultures that perpetuate technology-facilitated gender-based violence and harms? How do AI-based technologies facilitate gender-specific harassment and hate speech? What “prompt hacks” can lead to gendered disinformation, hate speech, harassment, and attacks? What measures can companies, governments, civil society organisations and independent researchers take to anticipate and mitigate these risks?A combination of measures are proposed to be put in place by generative AI companies and the technology companies that platform them, regulators and policy makers, by civil society organisations and independent researchers, as well as users.

The UNESCO 2011 Recommendation on the Historic Urban Landscape has contributed towards promoting a holistic approach to managing historic urban areas. The third Member States consultation on the implementation of the 2011 Recommendation conducted between June to November 2022 emphasizes both the importance and the urgency of integrating heritage conservation with urban development plans, disaster risk reduction and climate action at the local level.The report covered six thematic areas of implementation that captured the key principles of the 2011 Recommendation in the framework of the 2030 Agenda for Sustainable Development, including the mapping and inventorying of heritage values and attributes, governance mechanisms, laws, regulations, and planning tools to protect these different attributes, inclusive and participatory decision-making, equitable economic development, the impacts of climate change, and the use of digital technologies for managing urban heritage including capacity building.The publication includes key recommendations emerging from consultations with international experts, exchanging innovative practices, developing guidance, tools, and initiatives, notably on planning, civic engagement, regulatory frameworks and financial mechanisms and management to support the implementation of the 2011 Recommendation.

It illustrates how internet and other digital tools can be utilized to conserve, revive, and promote Indigenous languages, as well as other marginalized or minority languages.This toolkit has been co-designed in close partnership with both established and emerging networks of Indigenous digital practitioners, language advocates, and collaborators, within the framework of the International Decade of Indigenous Languages 2022-2032. The toolkit promotes the foundation of language preservation, revival, and promotion on eight key approaches:Facilitating, Multiplying, Normalizing, Educating, Reclaiming, Imagining, Defending and Protecting. It also offers a curated list of valuable resources, including guides, tutorials, and manuals for utilizing digital tools. In conjunction with the advisory group established for the toolkit’s preparation and other collaborating organizations, it presents a wealth of inspiring stories showcasing innovative projects that have made a significant impact on languages at local, national, or global levels.Finally, the toolkit is openly licensed as an Open Educational Resource. It is expected that the toolkit will continue to evolve and grow as the needs of language users and digital language defenders and promoters change alongside the introduction of new technological solutions, innovation and creativity.

Societal resilience is shaped by the unique roles that individuals play and their ability to respond to shocks, gender-based expectations and discriminations hinder women’s and girls’ ability to participate in, and contribute to, society. In times of crises, their vulnerability intensifies resulting in a weakened response that ripples throughout society.In response, UNESCO designed the first Gender-Based Resilience Framework. As a compass for inclusive policymaking, this report analyzes how differences in opportunities, needs and constraints impact resilience and proposes a measurement Framework based on: (1) fundamental human rights; (2) socioeconomic characteristics, such as health, education, work, political engagement, and climate justice; (3) contextual factors, such as values and perceptions.Moving beyond the standard approach of coping with and recovering from shocks; UNESCO calls for a gender-transformative resilience, which leverages the interrelations between individuals and institutions. Decision- and policy-makers, researchers, and gender equality advocates are invited to use and add to this Framework to effectively navigate through current and future crises.It is only by empowering all women and girls, and people of all genders, that we will be able to face the challenges ahead. 
World Heritage, No.104 سنة النشر: 2023 المؤلف المؤسسي: UNESCO As the extended 45th session of the World Heritage Committee begins in the Kingdom of Saudi Arabia, we express our gratitude to our hosts for convening the first in-person Committee since the onset of COVID-19. Surrounded by old friends and young professionals alike, we are reminded that this meeting is more than the sum of important decisions taken. It is a powerful platform where we rekindle the sense of ‘heritage community’ and renew our commitment to heritage. This issue of World Heritage magazine features African heritage leaders who are empowering peers and creating positive ripple effects from Egypt to Mozambique. A report on climate change details the critical benefits provided by World Heritage forests notably through carbon absorption, with one caveat – their capacity will continue to decline unless we act now. A compelling story comes from Havana, Cuba, where a major UNESCO programme Transcultura is blending tangible heritage, intangible practices and contemporary creativity, true to the way culture intersects in the local communities. Readers may notice the new design of this World Heritage magazine, which pays homage to the original iconic look. The first issue in 1996 put a spotlight on the accelerating international cooperation to conserve Angkor, bearing fruit in 2004 with the removal from the List of World Heritage in Danger. Just as the magazine has been a witness to history, it continues to champion the evolving principles of heritage safeguarding. This is why this revamped magazine will centrally feature stories of custodians, innovators and trailblazers, in line with the 'fifth C' (Communities) of the Strategic Objectives. The words by the 80-year-old Havana resident Noemí Moreno should echo with many of us: 'In the end, we are nothing more than a bird that comes and flies away. History is what remains'. And so we get to work together, pooling experience gained over the past five decades of the 1972 Convention and the ancestral knowledge passed down over centuries, to preserve the remnants of history as best as we can.

Pandemics, conflict, climate change, inequality – these are the issues defining their reality.Yet their potential to provide solutions to the multiple crises is not realized. They need real opportunities to participate in decision-making and contribute to practical solutions.Policy-makers, public officials and practitioners – as well as development sector and civil society actors – can and should create such opportunities for youth. This Toolbox is a comprehensive go-to resource to make that possible. It is intended to support these stakeholders in designing and implementing effective policies and programmes to address the multidimensional needs of youth at national and local levels.It consists of:• A guide for participatory youth policy design;• Intergenerational dialogue tools on holistic youth development and youth civic engagement; and• A training tool on meaningful youth engagement. 2017 International Conference on Education and the Holocaust: Progress Report and Follow-up سنة النشر: 2018 المؤلف المؤسسي: UNESCO | United States Holocaust Memorial Museum (USHMM) From December 4-8 2017, UNESCO and the United States Holocaust Memorial Museum (USHMM) jointly organized the second International Conference on Education and the Holocaust (ICEH) in Washington, DC. The conference brought together 26 participants from 10 countries with the goal of strengthening their capacities to advance education about the Holocaust and genocide in their respective countries. Of great importance was the relevance of this education within the teams’ national contexts. The conference ultimately led to the development of 10 country-specific initiatives. The 2017 ICEH cohort comprises representatives of institutions from Argentina, Colombia, India, Indonesia, Kenya, Mexico, Namibia, South Africa, Tunisia and Ukraine. 
Youth and Changing Realities: Rethinking Post-basic Education in Sub-Saharan Africa سنة النشر: 2022 المؤلف المؤسسي: UNESCO Education should empower young people for full participation in their societies and education systems should be responsive to their voices, aspirations and actions. At this time of upheaval, it is more important than ever that youth voices are heard. This synthesis report analyses the perspectives of post-basic education of some young people from 20 countries in sub-Saharan Africa. Their voices express diverse experiences, aspirations and expectations. They describe ‘changing realities’ in which education and training opportunities often seem unable to meet their aspirations and new demands of the world of work and society. It focusses on four crucial themes for post-basic education, with reference to youth’s experiences: financing, socio-cultural barriers, skills for work and life, and educators’ capacities.The Education 2030 Framework for Action calls for youth, learners and their organizations to be full partners in the realization of SDG4; to encourage governments and other stakeholders to develop education programmes in consultation with young people; and to help shape policies for relevant and responsive education systems. This synthesis report makes an important contribution towards rethinking post-basic education in sub-Saharan Africa.
