La qualité des informations diffusées par les médias – traditionnels et nouveaux – est déterminante dans la formation de l’opinion publique. C’est pourquoi l’UNESCO met un accent tout particulier à l’éducation aux médias et à l’information qu’elle considère comme une compétence citoyenne fondamentale du XXIe siècle.La liberté d’expression et la libre circulation des idées par les mots et l’image font partie des principes constitutifs de l’UNESCO et sont au cœur de l’Agenda 2030 pour le développement durable. L’UNESCO soutient le travail des journalistes et militants déterminés qui défendent ces libertés fondamentales, comme le journaliste Dawit Isaak, lauréat du Prix mondial de la liberté de la presse UNESCO/Guillermo Cano 2017, dont on peut découvrir le portrait dans ce numéro du Courrier de l’UNESCO.Au cours de cette dernière décennie, plus de 800 professionnels des médias ont été victimes de crimes visant à museler la libre expression. Seul un meurtre sur dix a donné lieu à un jugement. Cette impunité est inacceptable et alimente encore la spirale de la violence dans le futur. C’est pourquoi l’UNESCO s’engage de toutes ses forces pour y mettre un terme, sur tous les continents, comme une condition indispensable de sociétés pacifiques et d’autant plus robustes qu’elles sont mieux informées.À l’ère de la « post-vérité », le rôle de l’UNESCO est plus important que jamais, et ce nouveau numéro du Courrier est une belle occasion de renouveler notre engagement fondateur à soutenir l’information et la communication pour construire la paix dans l’esprit des hommes et des femmes.

The researcher adopted a definition of the concept of citizenship among the multiple definitions of this concept, which was tainted by some uncertainty and disagreement. Citizenship in this study "is the awareness of belonging to a geographical area of a specific political and social goals and shared one common culture and political system." 
A Path to Inclusive Education in Petropavlovsk, Kazakhstan سنة النشر: 2013 المؤلف: Nils Joseph Kauffman | Larisa A. Popova The article examines the challenges faced by initiators of inclusive education in the Republic of Kazakhstan. The research was conducted in qualitative methodology, in a case study strategy, and the object was a small school in Petropavlovsk, which has ten years of experience in including students with motor disabilities in the regular educational process. The study of this school's experience shows that the inclusion of students with special educational needs can lead to broader integration, since children with emotional and behavioral disorders now also study at the school. The difficulties of implementing inclusion are analyzed, and it is shown that the success of this educational project is largely due to the cooperation between the rehabilitation center under the Ministry of Social Protection and the public school. Popova В статье рассматриваются испытания, с которыми сталкиваются инициаторы инклюзивного образования в Республике Казахстан. Исследование проводилось в качественной методологии, в стратегии кейс стади, в качестве объекта выступала небольшая школа в г. Петропавловске, которая имеет десятилетний опыт включения в обычный образовательный процесс учеников с нарушениями опорно-двигательного аппарата. Изучение опыта этой школы показывает, что включение учащихся с особыми образовательными потребностями может привести к более широкой интеграции, поскольку теперь в школе обучаются также дети с эмоциональными и поведенческими нарушениями. Проанализированы трудности реализации инклюзии, а также показано, что успех данного образовательного проекта во многом обеспечен сотрудничеством между реабилитационным центром при Министерстве социальной защиты и государственной школой.

The paper provides a detailed analysis of optimal options for reducing environmental and social risks on a regional scale by adapting international experience to the existing fragmented hydro-energy system Central Asia. В работе проведен детальный анализ оптимальных опций снижения экологических и социальных рисков в масштабе региона через адаптацию международного опыта к сложившейся фрагментированной гидроэнергетической системе Центральной Азии.
