Education for developing a global Omani citizen: current practices and challenges سنة النشر: 2014 المؤلف: Saif Al-Maamari المؤلف المؤسسي: Redfame Publishing Oman is a developing country which reformed its educational system in 1998 in order to meet the challenges of the 21st century, especially economic challenges. Strength of national identity and developing a sense of global citizenship were among the priorities of the new educational reform. This paper is based on a review of current practices regarding global citizenship education in educational system. The purpose of this theoretical study was to explore the current provision of the aspects of global citizenship education in Omani schools. Specifically, the study attempts to identify the current practices that are implemented by Omani schools to help Omani students to develop a sense of effective global citizenship. The study indicates that Omani education is not nationally centered as it aims to develop students who have global awareness. The study shows employing different approaches to develop a sense of global citizenship, namely, a separate school subject; integrated theme in social studies education, participation in some international initiatives in global citizenship education, and celebrating the international days and decades.

Force de l'identité nationale et de développer un sentiment de citoyenneté mondiale étaient parmi les priorités de la nouvelle réforme de l'éducation. Cet article est basé sur un examen des pratiques actuelles concernant L'éducation à la citoyenneté Mondiale (ECM) dans le système éducatif. Le but de cette étude théorique était d'explorer la disposition actuelle des aspects de L'éducation à la citoyenneté Mondiale (ECM) dans les écoles omanaises. Plus précisément, l'étude tente d'identifier les pratiques actuelles qui sont mises en œuvre par les écoles omanaises pour aider les étudiants omanais à développer un sentiment de citoyenneté mondiale efficace. L'étude indique que l'éducation omanaise est pas centrée à l'échelle nationale car elle vise à développer chez les élèves qui ont la conscience globale. L'étude montre en utilisant différentes approches pour développer le sens de la citoyenneté mondiale, à savoir, un sujet d'écoles séparées; thème intégré dans l'enseignement des études sociales, la participation à des initiatives internationales en matière d'éducation à la citoyenneté mondiale, et célébrant les jours et les décennies internationales.

If our aim is to work for sustainable democratic societies, the responsibility of public authorities for a high-quality higher education system must go hand in hand with the responsibility of higher education institutions towards the advancement of society.

In some countries it has become part of the resources for human rights education in schools and in some others it is not possible to use it in schools. The adventures of Compass across Europe often mirror the contrasted reality of human rights education: promoted here and combated there, praised by some and despised by others.The success of Compass has been followed by its younger sibling, Compasito – a manual for human rights education with children is already available in several languages and on the way to becoming another bestseller for human rights education. More importantly, Compass and its publication in various language versions has been the medium through which human rights education has been brought onto the agenda of youth work and into the programme of many schools. National networks for human rights education have been created in several countries, where they reinforce the work done by human rights organisations and educational professionals in making the right to human rights education a reality to more children and young people across Europe. The forum on human rights education with young people, Living, Learning, Acting for Human Rights, held in Budapest in 2009, stressed the importance of human rights education today.

For refugee and IDP children, policy, coordination and implementation challenges include: inconsistent ratification and enforcement of conventions and agreements protecting refugees and IDPs; the disproportionate impact of forced displacement on low and middle income countries (LMICs); the lack of a shared agenda among a wide range of stakeholders with differing mandates; and inadequate forced displacement terminology. Promising and emerging policy, coordination and implementation strategies include: expanding existing rights documents and agreements and building policy from the ground up; enshrining forcibly displaced people’s rights to education in national laws and policy; genuine engagement with affected communities; utilising the Education Cluster and other existing multi-stakeholder networks for knowledge sharing and collaboration; and collaborating across sectors to address the needs of the whole child. Financing challenges include: unpredictable and low funding for refugee and IDP education; weak capacity to absorb funds at the national and local level; an over-reliance on short-term financing mechanisms; donor dependence and a lack of funding sustainability; and inappropriate distribution of funds within education programming.

Authors have provided examples and lessons learned from their own experiences as eminent practitioners in the field. The book is divided into three parts: Part One provides a brief overview of education for global citizenship; including in chapter 1, the subject matter and sub-themes; in chapter 2 the challenges of teaching for personal values and behavior development; and in chapter 3 the importance of having a clearly defined and holistic policy accepted by key stakeholders, and effective implementation.Part Two comprises chapters contributed by practitioners and specialists.
