ESCAP) This report analyses progress towards the Sustainable Development Goals (SDGs) in Asia and the Pacific and its five subregions as well as the availability of data. It assesses gaps which must be closed to achieve the goals by 2030. This assessment is designed to ensure the region’s actions remain on target and shortcomings are addressed as they arise. Redefinition of IL was based on concepts such as ‘Information Literacy 2.0’, ‘Social Context’, ‘Metaliteracy’, ‘Transliteracy’, ‘Social Media Literacy’ and related researches. ‘Social Relationship’, ‘Media Convergence’, ‘Critical and Evaluative Insight on Information’ was extracted by major contents of new IL. To determine program methods, mass media’s ‘ubiquity’ was applied to the study. Some social statistics reports proved that ubiquity of social media is quite high. Finally, proposed empirical study of IL using social media by follow-up study.)  소셜미디어 시대의 정보리터러시에 관한 소고: 재정의, 교육내용, 교육방법을 중심으로 سنة النشر: 2013 المؤلف: Euikyung Oh المؤلف المؤسسي: Korean Society for Library and Information Science 본 연구는 정보리터러시의 개념을 재정의하고, 이를 바탕으로 정보리터러시의 교육내용과 교육방법을 제안하였다. 재정의를 위하여, 오늘날의 정보환경을 표현하는 정보리터러시 2.0, 사회적 맥락, 메타리터러시, 트랜스리터러시, 소셜미디어 리터러시의 개념을 조사, 분석하였다. 정보리터러시를 구성하는 주요 요소로 ‘사회적 관계’, ‘미디어 융합과 다양성 인식’, ‘정보에 대한 평가적 안목’ 등을 추출하였다. 교육의 방법(미디어)을 결정하기 위하여, 소셜미디어의 편재성을 조사하였고, 조사결과 소셜미디어는 편재성이 높은 미디어로서, 정보리터러시 교육에 활용되는 것이 적절함을 밝혔다. 후속연구로 소셜미디어를 활용한 정보리터러시 교육에 관한 실증적 연구가 수행되어야 할 것을 제안하였다.  Digital Empowerment of Girls سنة النشر: 2018 المؤلف المؤسسي: Plan International Despite the accumulated efforts and commitments of the past 20 years, today’s women and girls continue to face gender-based barriers that prevent them from accessing and utilising technology and digital tools at the same level as boys and men.Girls are 5 times less likely to consider a career in tech than boys.Equality of education is essential to redress the digital gender gap – which is sadly growing – but it’s not the only method.We must make tech safe, affordable and accessible to girls – wherever they live. We must tackle the ingrained gender norms that prevent girls from seeing digital roles as accessible career paths.Rather than making assumptions about what girls want and need from technology, we must work with them to create solutions for the issues that affect them by enabling them to learn digital skills.Technology can be a powerful tool for girls’ voices to become even louder and reach even further.This briefing paper provides recommendations for closing the digital gender gap that will enable girls to participate in and contribute to our increasingly digital future.Despite the accumulated efforts and commitments of the past 20 years, today’s women and girls continue to face gender-based barriers that prevent them from accessing and utilising technology and digital tools at the same level as boys and men.Promoting girls’ digital literacy and closing the digital gender gap will play an important role in achieving gender equality and promoting the rights of girls and women worldwide.Plan International strives to build a world in which girls have the tools and the power to shape their own futures and influence decision making and policy processes at local and global levels. Girls feel safer and more connected when they have a mobile phone, and they use mobile phones to save time and money and access educational opportunities.  Yet girls and women are, on average, less likely than men to own a mobile phone, use mobile data, social media apps or SMS.  There is also a stark gender disparity in access to the Internet, which limits the ability of girls and women to benefit from many innovations of the digital economy, such as digital payments and mobile money.  The gender disparity in access to technology is compounded by a significant gender divide in terms of career and academic aspirations related to ICTs.Advancing digital equality for girlsThis briefing paper argues that promoting girls’ digital literacy and closing the digital gender gap will play an important role in achieving gender equality and promoting the rights of girls and women worldwide. Indeed, bridging the digital gender divide is essential in ensuring girls and women are not left behind in an increasingly digital future.The paper also argues that actions promoting girls’ digital empowerment should be guided by the principle of engaging girls and women as active, capable partners in our work, not merely passive recipients or targets. In the national context, there is a need to confirm the extent to which the linkages between national policies on lifelong learning, strategies, instruments, and institutional practices in terms of flexible learning pathways (FLPs) have benefited nontraditional learners, disadvantaged and marginalized groups. In the European Union, this rise in nationalism and populism has translated into an old member state leaving the Union for good, and “illiberal” countries rising up against civil society which could bring a major overhaul in the European Parliament for the May 2019 elections. Struggling with how to deal with extremist parties and their leaders, the EU has nonetheless attempted to cautiously restrain possible conflicts by peaceful means and promotion of participation of its citizens to bring people together despite far-right challenges ahead of the next European Parliament elections in May 2019.To counter and prepare citizens to reinforce and strengthen core European democratic values, the Union has pledged to promote citizenship through education after ministers convened in Paris on March 2015 to set up common objectives. Having derived the 2017 report based on three thematic issues directly taken from the declaration’s objectives, this year the monitor aims to go further into understanding the processes and methods for the promotion and delivery of citizenship education in Europe by non-formal education providers.This Monitor is a contribution to further examine the relationship between citizenship and lifelong learning experiences and policy outcomes in and outside of the classroom in various European countries. Mapping the different approaches that SOLIDAR Foundation members have taken in promoting EU values in relation to citizenship education and lifelong learning for greater democratic participation of citizens, the outcomes will be disseminated towards European and national policy-makers and offers an array of best practices to collect, use and transfer among networks. The SOLIDAR Education and Lifelong Learning Forum will further work on the topic and develop a long term sustainable advocacy strategy for CSOs towards national and EU-wide authorities to influence the debate and revision of national curricula and education systems.
