Elles sont cependant encore insuffisantes pour atteindre les objectifs affichés, manquant en particulier de nombreux outils pour développer une démarche rigoureuse, cohérente et efficace. L’enseignement supérieur a pourtant un rôle majeur à jouer, non seulement pour réduire sa propre empreinte écologique, mais aussi pour produire, adapter et diffuser les connaissances nécessaires à la réussite de la transition écologique.Higher education institution occupy a specific place in the ecological transition. Representing nearly half of the state operators and catering to a diverse audience, they have a substantial environmental impact. Numerous initiatives have been undertaken in recent years, and policies within these institutions are beginning to take shae. However, they are still insufficient to achieve the stated objectives, notably lacking many tools to develop a rigorous, coherent and effective approach. Higher education has a crucial role to play, not only in reducing its own ecological footprint but also in generating, adapting, and disseminating th knowledge necessary for the success of the ecological transition.

Public Universities and Neoliberal Common Sense: Seven Iconoclastic Thesis سنة النشر: 2014 المؤلف: Carlos Alberto Torres المؤلف المؤسسي: Universidad Nacional de Tres de Febrero (UNTREF) Neoliberalism has utterly failed as a viable model of economic development, yet the politics of culture associated with neoliberalism is still in force, becoming the new common sense shaping the role of government and education. This ‘common sense’ has become an ideology playing a major role in constructing hegemony as moral and intellectual leadership in contemporary societies. Neoliberal globalisation, predicated on the dominance of the market over the state and on deregulatory models of governance, has deeply affected the university in the context of ‘academic capitalism’. The resulting reforms, rationalised as advancing international competitiveness, have affected public universities in four primary areas: efficiency and accountability, accreditation and universalisation, international competitiveness and privatisation. There is also growing resistance to globalisation as top-down-imposed reforms reflected in the public debates about schooling reform, curriculum and instruction, teacher training and school governance. Many question whether neoliberal reforms attempt to limit the effectiveness of universities as sites of contestation of the national and global order and thus undermine the broader goals of education. Neoliberal reforms have limited access and opportunity along class and racial lines, including limiting access to higher education through the imposition of higher tuition and reduced government support to institutions and individuals. Our 195 Member States have adopted the CONNECTing the Dots Outcome Document, in which 38 options for future action from UNESCO are set out; and the Internet Universality principles (R.O.A.M.),which advocates for a Human-rights-based, Open and Accessible Internet, governed by Multi-stakeholder participation.Encryption is a hot topic in the current global discussion on Internet governance. This research delves into the subject, to outline a global overview of the various means of encryption, their availability and their potential applications in the media and communications landscape. The research explains how the deployment of encryption is affected by different areas of law and policy, and it offers detailed case studies of encryption in selected jurisdictions.It analyzes in-depth the role of encryption in the media and communications landscape, and the impact on different services, entities and end users. Built on this exploration and analysis, the research provides recommendations on encryption policy that are useful for various stakeholders. These include signaling the need to counter the lack of gender sensitivity in the current debate, and also highlighting ideas for enhancing “encryption literacy”.
