Plan of action: world programme for human rights education; first phase سنة النشر: 2006 المؤلف المؤسسي: UN Office of the High Commissioner for Human Rights The Plan of Action for the first phase (2005-2007) of the World Programme was adopted by all United Nations Member States in July 2005. It proposes a concrete strategy and practical guidance for implementing human rights education in primary and secondary schools. On 10 December 2004, the General Assembly of the United Nations proclaimed the World Programme for Human Rights Education (2005-ongoing) to advance the implementation of human rights education programmes in all sectors. Building on the foundations laid during the United Nations Decade for Human Rights Education (1995-2004), this new initiative reflects the international community’s increasing recognition that human rights education produces far-reaching results. By promoting respect for human dignity and equality and participation in democratic decision-making, human rights education contributes to the long-term prevention of abuses and violent conflicts. To help make human rights a reality in every community, the World Programme seeks to promote a common understanding of the basic principles and methodologies of human rights education, to provide a concrete framework for action and to strengthen partnerships and cooperation from the international level down to the grass roots. Il propose une stratégie concrète et des conseils pratiques pour intégrer l’éducation dans le domaine des droits de l’homme dans les écoles primaires et secondaires. Le 10 décembre 2004, l’Assemblée générale de l’ONU a adopté le Programme mondial d’éducation dans le domaine des droits de l’homme (qui est en cours depuis 2005) afin de promouvoir l’exécution des programmes d’éducation en la matière dans tous les secteurs2. S’appuyant sur le travail accompli au cours de la Décennie des Nations Unies pour l’éducation dans le domaine des droits de l’homme (1995-2004), cette nouvelle initiative traduit la reconnaissance croissante par la communauté internationale du fait que l’éducation dans le domaine des droits de l’homme produit des résultats d’une portée considérable. En favorisant le respect de la dignité humaine, l’égalité et la participation à la prise de décisions de façon démocratique, cette éducation contribue à prévenir à long terme les violations des droits de l’homme et les confl its violents. Pour aider à faire des droits de l’homme une réalité dans chaque société, la communauté internationale s’eff orce par le biais du Programme mondial à promouvoir une conception commune des principes fondamentaux et des méthodes d’éducation dans ce domaine, à mettre en place un cadre concret d’intervention et à renforcer les partenariats et la coopération sur tous les niveaux, depuis le niveau international jusqu’à l’échelon communautaire. 
[Summary] Gender and EFA 2000-2015: Achievements and Challenges; EFA Global Monitoring Report 2015; Gender Summary سنة النشر: 2015 المؤلف المؤسسي: Global Education Monitoring Report Team This report describes an array of country efforts, some quite effective, to achieve and go beyond gender parity in education. Many of these policies and programmes focus on the immediate school environment in which girls learn. Others focus on the informal and formal laws, social norms and practices that deny girls their right of access to, and completion of, a full cycle of quality basic education. The analyses and key messages in Gender and EFA 2000–2015: Achievements and Challenges deserve careful scrutiny as the world embarks on a universal, integrated and even more ambitious sustainable development agenda in the years to come. 
Desafíos de la educación secundaria en América Latina: ponencias del Foro regional de políticas educativas 2018 سنة النشر: 2019 المؤلف: Nestor López المؤلف المؤسسي: UNESCO IIEP Oficina para América Latina y el Caribe En el marco de los esfuerzos realizados por la UNESCO para apoyar a los países de la región en el cumplimiento del Objetivo de Desarrollo Sostenible (ODS) 4, el 20 y 21 de septiembre de 2018 se celebró en Buenos Aires, Argentina, la segunda edición del Foro Regional de Políticas Educativas, un evento de la Oficina para América Latina del Instituto Internacional de Planeamiento de la Educación de la UNESCO. Este evento contó con la participación de representantes de los gobiernos de los 19 países de la región, expertos en políticas de educación secundaria, y representantes de organismos internacionales. El tema de esta edición del Foro Regional --Desafíos de la educación secundaria en América Latina ante la Agenda Educación 2030-- resultó particularmente de actualidad para los países de la región, dado que, en las últimas dos décadas, la mayor parte de ellos incorporó la secundaria como parte del ciclo de educación obligatoria. Sin embargo, hasta ahora no se ha logrado garantizar una educación secundaria “inclusiva, equitativa y de calidad” para todas las personas, como declara el ODS 4. 
Foro regional: Educación más allá de las Fronteras: Solidaridad Regional para la Garantía del Derecho a la Educación de Personas en Contexto de Movilidad; reporte del evento سنة النشر: 2019 المؤلف المؤسسي: UNESCO Santiago El aumento sustantivo de la movilidad intrarregional, la progresiva transformación de la procedencia de la población en contexto de movilidad y la presencia de flujos masivos de desplazamiento en los últimos años han supuesto importantes desafíos para los Estados. Particularmente, en establecer las maneras en que las personas migrantes, refugiadas, solicitantes de asilo y retornadas puedan ejercer sus derechos fundamentales. Entre estos derechos, el derecho a la educación emerge como una herramienta para proteger la dignidad humana, especialmente considerando su capacidad de promover la garantía de otros derechos y de constituirse, por tanto, en un derecho multiplicador. Un compromiso central de la Agenda 2030 adoptada por los Estados Miembros es “no dejar a nadie atrás”, por lo que considerar las necesidades de protección de las personas en situación de movilidad resulta urgente. El logro de los Objetivos de Desarrollo Sostenible depende de nuestra respuesta a este desafío mundial y regional. 
Reforms and Changes in Governance of Higher Education in Africa سنة النشر: 2016 المؤلف: N.V. Varghese المؤلف المؤسسي: UNESCO International Institute for Educational Planning (IIEP) Higher education in Africa has received favourable political attention and funding support in the period following independence. The rationale for state funding was questioned in the 1980s, and the higher education reforms in the 1990s centred on finding alternative ways of financing and on improving the managerial efficiency of universities. This focus was reflected in the market-friendly reforms that led to the privatization of public institutions and the promotion of private institutions. These reforms resulted in substantial changes in the governance and management of higher education. IIEP initiated a research study to analyse the reforms and to understand their effects on the governance of higher education at institutional and national levels. Based on studies carried out in Ethiopia, Ghana, Kenya, Nigeria, and South Africa, this book shows how the reforms have effected changes in the governance and management of institutions of higher education in Africa. 
The CapED Programme: annual report 2018 سنة النشر: 2019 المؤلف المؤسسي: UNESCO UNESCO is the United Nation’s specialized agency for education and is mandated to lead and coordinate progress towards Sustainable Development Goal 4 – “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”. The CapED Programme is central to delivering on this mandate through capacity development. It mobilizes UNESCO’s worldwide network of specialized Institutes and offices and works with partners to assist countries as they develop and implement national plans to deliver on SDG4 commitments. The Annual Report 2018 provides information on achievements and progress made in the 25 countries where CapED is operational.

Forum panafricain: sources et ressources pour une culture de la Paix سنة النشر: 2013 المؤلف المؤسسي: African Union The Pan-African Forum “ Sources and resources for a culture of peace” was held in Luanda, Angola, from 26 to 28 March 2013, and was jointly organized by UNESCO, the African Union and the Government of Angola, under the High Patronage of H. E. Mr José Eduardo dos Santos, President of the Republic of Angola. This forum was the result of a close cooperation between UNESCO and the African Union, one of their main objectives being building peace in Africa, through the promotion of a culture of peace based on the intrinsic values of African societies. The Republic of Angola Government, through its President of the Republic H. E. Mr José Eduardo dos Santos, resolutely engaged in this process with major financial and technical support for the organization of the Forum in the Angolan capital city. As indicated in the Action Plan adopted by the participants in plenary (Annex I), recommendations made during the Forum are directed at all components of African society : political leaders, national and regional institutions, civil society, community associations, youth movements and women’s organizations, religious and traditional leaders, entrepreneurs and leaders from the private sector, etc. The implementation of the Action Plan will be continuously monitored by the two institutions that jointly organized the Luanda Forum, the African Union and UNESCO. Representatives from the 55 African countries participating in the Forum will both contribute to the proposal for action by bringing their national experience and take the lead in the follow‐up of the recommendations made at country level. In order to ensure this follow‐up it will be important to link together the participants by the creation of an African Network for the Promotion of a Culture of Peace and Non‐violence. The representatives of African countries will play the role of focal points of the awareness campaign at the national level. Finally, the agenda of the Forum includes a plan to hold a roundtable on the establishment of a multi-stakeholder partnership for action. Organized with the participation of regional institutions, public and private economic actors as well as representatives of Governments and Civil Society, this session will be the occasion to launch a continental and lasting Movement for the promotion of a culture of peace. For this round table and for the Campaign, the stakeholders can now witness the action as their Foundation / Company / Institution / Organization leads to help in building the defence of peace in the minds of men and women and ensure that peace is a reality: "Make Peace Happen". 
Facing the facts: the case for comprehensive sexuality education سنة النشر: 2019 المؤلف: Global Education Monitoring Report Team المؤلف المؤسسي: UNESCO Comprehensive sexuality education is an essential part of a good quality education that helps prepare young people for a fulfilling life in a changing world. It improves sexual and reproductive health outcomes, promotes safe and gender equitable learning environments, and improves education access and achievement. This paper, produced jointly with the Section for Health and Education at UNESCO, discusses how governments can overcome social resistance and operational constraints to scale up these programmes as part of their commitment to SDG 4, the global education goal.
