How Effective Is the Role of the United Nations Human Rights Council in Protecting and Promoting Human Rights (The Arabic Journal of Human and Social Science; Vol.13, No.5) Year of publication: 2021 Author: Saffo Nardjesse Corporate author: University of Djelfa The issue of human rights remained the first in the list of human concerns and hopes, and one of the priorities that emerged on the shoulders of the United Nations within its established and difficult-to-reach programs and goals. There is no doubt that the most important causes of its emergence are attributable to those flagrant violations of human rights, especially those linked to war crimes and others against humanity, which prompted the major countries specifically to consider establishing a body concerned with the first of all the maintenance of international peace and security and the protection and promotion of human rights. , Through the Commission on Human Rights as one of the sub-committees established by the Economic and Social Council, which is tasked with preserving the sanctity of these rights. However, it soon proved ineffective due to the control of states violating human rights on the one hand and the politicization of their role on the other hand. Over the years, the committee dealt with human rights issues in ways that some commentators described as unsatisfactory and more sterile. As a result, the new body was established under the name of the "Human Rights Council" by General Assembly Resolution 60/251, and was considered the largest international body entrusted with the responsibility of promoting global respect. Human rights and fundamental freedoms for all without discrimination of any kind and in a just and equitable manner. Did the new mechanism, with its newly created composition, adequately address the weaknesses of the Commission on Human Rights? In other words, has the Human Rights Council added from its inception to today a greater value and contribution to the ؟protection and promotion of human rights?

The subject of human rights has received the attention of scholars, law and politics through numerous research and studies on human rights and their protection mechanisms, with a view to achieving public interest and international security and stability. Human rights also have a significant impact on the formation and functioning of modern regimes of international governance, as well as on the political, social and economic relations between the States that make up the international community. Through this research, we will try to highlight the reality of human rights through international law and Islamic law.

The inclusion of human rights values at this level raises several problems that lead to two complementary trends: The first is related to the didactics of human rights and citizenship education, and the second trend is related to the extent of the learner’s ability to acquire and represent the values of citizenship and transform them into automatic daily behaviors and practices in the school environment and then after that in daily public life and private transactions.

This report highlights the importance of a safe, violence-free school environment to ensure quality education.The main objective of this evaluation is to provide a detailed diagnosis of the situation of violence in the school environment in Morocco. Accordingly, the study focuses on measuring the extent of the spread of this phenomenon and identifying its various forms and manifestations in the school environment, as well as the actors involved in it. It does not only target the perpetrators of violence, but also its victims, including students and educational staff.

This conceptual paper addresses this issue by examining the various forms of these conflicts over the past five years (2018-2022) and the stakeholders involved in resolving them. It adopts a differentiated approach between the perspectives and methodologies of human rights advocates and conflict resolution practitioners, with a focus on the case study of Birzeit University.

Therefore, the increasing manifestations of violence, disagreement and conflict in schools have led to an increase in the interest of educators of all positions in the process of learning and teaching students the concepts of human rights and the attitudes of tolerance in general and the skills of resolving differences and conflicts in constructive and positive ways and means.
