It is a unique collection that brings together prominent AI scholars to discuss AI ethics from theoretical and practical African perspectives and makes a case for African values, interests, expectations and principles to underpin the design, development and deployment (DDD) of AI in Africa. The book is a first in that it pays attention to the socio-cultural contexts of Responsible AI that is sensitive to African cultures and societies. It makes an important contribution to the global AI ethics discourse that often neglects AI narratives from Africa despite growing evidence of DDD in many domains. Nine original contributions provide useful insights to advance the understanding and implementation of Responsible AI in Africa, including discussions on epistemic injustice of global AI ethics, opportunities and challenges, an examination of AI co-bots and chatbots in anAfrican work space, gender and AI, a consideration of African philosophies such as Ubuntu in the application of AI, African AI policy, and a look towards a future of Responsible AI in Africa. The UNESCO Recommendation on the Ethics of AI: Shaping the Future of Our Societies Year of publication: 2023 Corporate author: German Commission for UNESCO | Netherlands National Commission for UNESCO | Slovenian National Commission for UNESCO The UNESCO commissions of Germany, the Netherlands and Slovenia with the support of IRCAI have jointly published a brochure on the UNESCO recommendation on the ethics of artificial intelligence. It summarizes the most important content in a compact manner and presents the central demands from the areas of health, culture, the environment, gender equality as well as education and research. The recommendation with its diverse topics is not only relevant for political experts, but it offers one for various areas of application of the ethical framework and thus serves as an orientation for dealing with AI in general. The brochure is available for the wider public in a number of formats including the original Adobe InDesign file that allows translations to be inserted and format pages, resulting in new versions of the brochure. Starting from the perspectives of “teaching” and “learning”, this paper introduces the development history and learning path of ChatGPT, and reviews domestic and foreign literature from three aspects: teacher teaching, personalized learning for students, and teaching evaluation. It summarizes the attitudes and views of domestic and foreign scholars on the future development of education under the influence of ChatGPT technology. The report proposes the following recommendations: 1. More funding and support should be provided to civil society organization efforts to expand media literacy and fact-checking initiatives using AI tools to enhance capabilities. 2. Governments need to work with civil society to develop and implement comprehensive, transparent legal frameworks combating disinformation. These legislative measures need to support digital and media literacy campaigns and fact-checking organizations. 3. Social media companies need to expand investment and research into understanding local information environments, so they can better identify and respond to instances of disinformation in all contexts in which they operate and enhance transparency. 4. Peacebuilding organizations need to carefully consider local media ecosystems and information environments when conducting conflict analyses, and factor these dynamics into their projects' frameworks. Artificial Intelligence and Democracy Year of publication: 2024 Author: Daniel Innerarity Corporate author: UNESCO Montevideo | Latin American Council of Social Sciences (CLACSO) UNESCO’s Recommendation on the Ethics of Artificial Intelligence, adopted by all Member States in November 2021, is the first global policy framework for artificial intelligence (AI) and outlines different aspects of this technology that directly impact political life. The initial considerations of the Recommendation outline the potential ramifications of AI across diverse domains, notably its implications for democracy. This report builds on these analyses and recommendations, aligning with the core values and principles outlined in the Recommendation. It delves into the current and potential impact of artificial intelligence on democracy and the benefits that both artificial intelligence and digitalization, in general, could bring to enhancing collective decision-making processes. This analysis is structured around four key topics:1. The democratic expectations and disappointments of digitization2. The new digital public space: the democratic conversation3. The democracy of data: the politics of Big Data4. Democracy as a form of political decision-making: algorithmic governance Finally, this report offers recommendations for the democratic governance of artificial intelligence aimed at mitigating neative impacts and fostering a more democratic approach to AI governance.
