Education for a Democratic Citizenship in the Countries of Latin America: A Critical Look Year of publication: 2007 Author: Bradley A.U. Levinson | Juan G. Berumen This report is a contribution to the discussion of the Regional Policy Dialogue on training for democracy and secondary education in Latin America. In this text, we present an analysis of the results of a survey on education for democracy carried out as part of the activities of the Education Network, which was sent by the Bank to the member countries of the Dialogue. We frame these results in a conceptualization of what it means to educate for democracy. We complement the discussion with information from additional sources that illuminate different aspects of the conceptual framework proposed here. Rethinking Schooling for the 21st Century: The State of Education for Peace, Sustainable Development and Global Citizenship in Asia Year of publication: 2017 Corporate author: Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) Calls to gear up schools for the 21st century are ubiquitous today. Dominant international educational discourse hails the potential of 'the youth dividend' and digital technology for enhancing growth. Some Asian education systems are held up as models for an innovation-led utopian future. But across much of Asia, neither the reality of schooling nor the patterns of development with which it is associated give cause for blithe optimism.This study is informed by UNESCO’s commitment to realising the Sustainable Development Goals (SDGs) through educational reform worldwide. Since its inception, UNESCO has championed a humanistic vision of education — a vision today encapsulated in SDG 4.7. These ideals need to be strongly restated and defended in an era when educational debate worldwide has come to be framed by a narrowly economistic and instrumentalist agenda.Deriving urgent significance from this broader context, the present report analyses how far the ideals of SDG 4.7 – of 'education for peace, sustainable development and global citizenship' - are embodied in policies and curricula across 22 Asian societies. At one level, it seeks to develop benchmarks against which future progress can be assessed. It also argues forcefully that conceptions of the fundamental purposes of schooling need to be reconfigured, if the ideals to which the global community has subscribed are actually to be realised.    Переосмысление школьного обучения ДЛЯ XXI ВЕКА Состояние образования ради мира, устойчивого развития и глобальной гражданственности в Азии Year of publication: 2017 Corporate author: Mahatma Gandhi Institute of Education for Peace and Sustainable Development (MGIEP) В публикации «Переосмысление школьного образования в XXI веке: состояние образования в интересах мира, устойчивого развития и в духе глобальной гражданственности в Азии» Института ЮНЕСКО Махатмы Ганди по образованию в интересах мира и устойчивого развития (МГИЭП) обсуждается о необходимости изменения фундаментальных целей школьного образования, включая идеалы образования в интересах устойчивого развития, в духе глобальной гражданственности и мира и (ЦУР 4.7). Кроме того, в исследовании рассматривается разработка сравнительных показателей – так называемые «бенчмарки», позволяющие оценить будущий прогресс в этой области.В этом отчете приняли участие более 60 исследователей из 22 стран Азии и он также основан на анализе ключевой образовательной политики и образовательных стандартов этих стран. Отчет также включает обширный обзор литературы по школьному образованию в Азии. В шестой главе публикации можно найти анализ текущего состояния и вопросов, стоящих по внедрению образования в интересах мира, устойчивого развития и в духе глобальной гражданственности в различных субрегионах Азии, включая Центральной Азии. Во-первых, глава раскрывает реформы в школьном образовании в постсоветской Центральной Азии, которые проводились в целях удовлетворения потребности в быстром создании собственной государственности в странах региона, которые не были готовы к независимости при распаде СССР. Во-вторых, в главе подчеркивается трансформация понимания советского восприятия образования как «общего блага» и его вытеснение, по крайней мере, на уровне политического дискурса, с неустанным акцентом на образование как инструмента развития «человеческих ресурсов» с учетом спроса рынка на компетенции.Глобальное сообщество обязалось достичь целей устойчивого развития (ЦУР), включая ЦУР4 по образованию, к 2030 году. Задача ЦУР4.7 направлена на предоставление учащимся знаний и компетенций, необходимых им для реализации всех целей устойчивого развития. Основное внимание уделяется когнитивным, социально-эмоциональным и поведенческим результатам обучения, которые помогают учащимся решать конкретные задачи, рассматриваемые ЦУР. Поскольку государства-члены Организации Объединенных Наций работают над достижением ЦУР, им предлагается переосмыслить образование для внесения вклада в ЦУР. Global Citizenship Education: Preparing Learners for the Challenges of the 21st Century Year of publication: 2014 Corporate author: UNESCO The United Nations Secretary-General’s Global Education First Initiative (GEFI) has established education as a means to ‘foster global citizenship’ – one of its three priority areas. To support this, UNESCO organized two landmark meetings on GCE in 2013. This publication aims to define the parameters of GCE by using the collective expertise, experience and wisdom of those participants who gathered at these landmark events, and to plan for future action in line with emerging thinking and other ongoing work. The review establishes that GCE has a critical role to play in equipping learners with competencies to deal with the dynamic and interdependent world of the twenty-first century. While GCE has been applied in different ways in different contexts, regions and communities, it has a number of common elements, which include fostering in learners. In formal settings, GCE can be delivered as an integral part of an existing subject (such as civic or citizenship education, social studies, environmental studies, geography or culture), or as an independent subject area. Integrated models appear to be more common. Some less traditional, but at least as effective, pathways for GCE have included the following: the use of information and communication technologies and social media, sport competitions and the use of art and music, and youth-led initiatives employing a wide variety of approaches. Both traditional and new horizons for GCE are profiled in this review. This publication also explores a number of enabling conditions for the promotion and implementation of GCE. These include: the existence of an open environment for universal values, the implementation of transformative pedagogy and support for youth-led initiatives.The review acknowledges that there are a number of ongoing tensions with the concepts of global citizenship and global citizenship education. While these tensions vary, they all point to the fundamental question of how to promote universality (e.g. common and collective identity, interest, participation, duty), while respecting singularity (e.g. individual rights, self-improvement). Some ways forward to resolve these tensions are suggested, whilst maintaining that challenges around theoretical elements of GCE should not undermine its practice. The processes documented in this publication have strengthened partnerships, built coalitions and contributed to improving the evidence base on the theory and practice of global citizenship education. While there are tasks that remain, this foundation bodes well for improving the enabling conditions and the practices highlighted in this review. By preparing learners to fulfil their potential in an increasingly globalized world, we are promoting transformed societies that are also better equipped to deal with the twenty-first century challenges and to seize twenty-first century opportunities.  Educación para la Ciudadanía Mundial: Preparar a los Educandos para los Retos del Siglo XXI Year of publication: 2014 Corporate author: UNESCO Esta publicación explora una serie de condiciones favorables para la promoción y la puesta en práctica de la ECM. Entre estos se incluyen: la existencia de un entorno abierto para los valores universales, la aplicación de pedagogía transformativa y el apoyo a las iniciativas dirigidas por los jóvenes. El estudio reconoce que hay una serie de tensiones vigentes para con los conceptos de ciudadanía mundial y educación para la ciudadanía mundial. Si bien estas tensiones varían, todas ellas apuntan a la cuestión fundamental de cómo promover la universalidad (p. ej. la identidad, el interés, la participación, el deber comunes y colectivos), respetando al mismo tiempo la singularidad (es decir, los derechos individuales, la superación personal).
