Protect Her Rights, Strengthen Your Laws: Her Atlas; Status Report on Girls’ and Women’s Right to Education Year of publication: 2022 Corporate author: UNESCO UNESCO’s Her Education, our future initiative, Her Atlas was launched in 2019 with the aim to enhance public knowledge and monitor the status of national constitutions, legislation and regulations related to girls’ and women’s education rights in order to encourage countries to take actions to improve their legal frameworks. Three years after its launch, the research phase has been completed: overall, the legal frameworks of 196 countries have been thoroughly analyzed to evaluate the level of protection of girls’ and women’s right to education around the world. In an interactive world map format, Her Atlas uses a color-coded scoring system to monitor 12 indicators of legal progress towards gender equality in the right to education. This report marks the completion of the first research phase and intends to highlight some key trends outlined by the research work, and to emphasize examples of legal provisions regarding some aspects of girls’ and women’s right to education guaranteed by States’ domestic laws.

Taking a holistic and integrated intersectoral and cross-sectoral approach to higher education, UNESCO IESALC provides support to Member States through policy-driven and action-oriented research and publications, capacity development, training, advocacy and networking. Following the release of a Quick Start Guide on using ChatGPT and Artificial Intelligence (AI) in higher education, UNESCO IESALC is pleased to offer to the wider community of higher education stakeholders worldwide this Primer on AI and higher education. Providing information and tips for developing further thinking and policies related to the use of AI processes and outcomes in higher education institutions, the Primer is a comprehensive and comprehensible introduction to AI. It also serves as a practical tool for guidance and reference with recommendations for its use in higher education.
Asia-Pacific Regional Synthesis: Climate Change, Displacement and the Right to Education Year of publication: 2023 Corporate author: UNESCO | United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS) | UNESCO Bangkok In 2020, 30.7 million people were displaced by natural disasters – disasters which the scientific community acknowledges are more frequent and more intense as a result of climate change. In Asia and the Pacific alone, 21.3 million people were displaced, making it the region the most impacted by national disasters and climate change in the world. Therefore, country case studies were carried out in Bangladesh, India, Indonesia, Tuvalu, and Viet Nam to examine not only specific vulnerabilities to climate change and related mobility, but also the impacts of climate change on the right to education in Asia and the Pacific. These case studies show that climate change directly threatens education – through the destruction of schools and property – but also indirectly puts education in peril by forcing people to cross borders, ensuring neither legal residency nor the right to education. This regional synthesis report aims to guide policy-makers through providing operational policy recommendations on how to ensure education is protected in Asia and the Pacific in the face of climate change and displacement from a human rights-based approach. Bridging the Gap: Holistic Education Policy to Foster Opportunities for Girls in Rural Pakistan Year of publication: 2023 Author: Hina Saleem Corporate author: Center for Universal Education at Brookings Seven out of ten girls in rural Sindh are excluded from schooling. This happens for a myriad of reasons and occurs both in the presence and absence of operational school buildings. When schools are present, the challenges that children—especially girls—face due to their economic and social context often go unaddressed; children who are able to enroll in school often find their learning affected by classroom design and practices and experiences that mirror the exclusion they experience outside of school. At the broader level, this exclusion is reflected in limited representation of the needs and aspirations of sizable rural populations in Pakistan’s formal education system and the pathways beyond it. This policy brief presents findings from on-the-ground research in rural settlements in Sindh province that explores the disparities between boys and girls in enrollment and continuation of schooling in addition to overall inadequate education outcomes. It also provides policy recommendations to support all children and particularly girls in meeting their education needs and aspirations. Education policy must respond to these challenges of unmet education needs and aspirations by taking a holistic, welfare-based approach that supports children to overcome the effects of exclusionary conditions to meet their education needs. However, the benefits of such an approach can only be realized if teaching practices and learning experiences are contextualized, build a connection with local knowledge, question root causes of exclusion and support and prepare all children in negotiating pathways beyond education.

Eight themes have emerged from the systematic review of literature and they are i) Teacher Standard Competence, ii) Teacher professional Development, iii) Teacher Support, iv) Teaching Quality, v) Formative and Summative Assessment Framework on Teaching, vi) Showcasing and Rewarding Best Teaching Practices, vii) Teacher Professionalism and finally viii) Teacher Career Development.
Optimising learning, education and publishing in Africa: the language factor; a review and analysis of theory and practice in mother-tongue and bilingual education in sub-Saharan Africa Year of publication: 2011 Author: Adama Ouane | Christine Glanz Corporate author: UNESCO Institute for Lifelong Learning (UIL) | Association for the Development of Education in Africa (ADEA) This analytical review consists of three sections. The first section lays the theoretical foundations and is covered by Ekkehard Wolff and Kathleen Heugh: 1) language politics and planning in the light of development and 2) theories of bi- and multilingual education models and their implementation in the African context. A second section analyses teaching practices and classroom interaction in schools in two chapters by Birgit Brock-Utne and Hassana Alidou. This is followed by a review of the use of African languages in literacy and non-formal education by Hassana Alidou1 . Next, a review study by Kathleen Heugh addresses the critical issue of costs by assessing the costs related to implementing mother tongue and strong bilingual education programmes. Finally, the third section explores the role of locally-based multilingual publishing in supporting and promoting African languages and developing the language industries and the creative sector. Here, Yaya Satina Diallo from Guinea and Peter Reiner2 from Namibia shed light on the promise and pitfalls of publishing in African languages.Each of these sections focuses on theoretical frameworks and specific strategies designed to optimise learning and education in multilingual Africa. The language issue is dealt with at the levels of: policy and development; costing and financing; educational reform and governance; education models; classroom interaction; formal and non-formal education settings; literacy and publishing.

It aims in particular to dispel prejudice and confusion about African languages, and exposes the often hidden attempt to discredit them as being an obstacle to learning. It draws on research and practice to argue what kind of language policy in education would be most appropriate for Africa.
Situation analysis of out-of-school children in nine southeast Asian countries Year of publication: 2017 Corporate author: UNESCO Office Bangkok and Regional Bureau for Education in Asia and the Pacific In a world that continually aspires for every child and youth to have access to education, there are still large numbers of out-of-school children (OOSC) who are yet to claim their right to basic education. In 2013, the number of children who are not in school, who have dropped out, and who have never been to school have risen to 124 million after seeing the numbers continuously drop for much of the first decade of the 21st century. In much of Southeast Asia, close to seven million children of both primary and lower secondary school-age find themselves in the same situation. In an effort to assist the countries in Southeast Asia to develop more robust policies and programmes for OOSC in their respective countries, this report was commissioned to map out the current legislations, policies, characteristics, and interventions on out-of-school children in nine countries across the region, which include Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, the Philippines, Thailand, Timor-Leste and Vietnam. Using a desk review of available and relevant secondary data, the study covered OOSC of primary and lower secondary school-age.

At the Higher Education (HE) level, some progress has been made, but the institutions are lagging behind in having gender parity, more so in top leadership positions. Men dominate leadership positions. At lower education levels, progress is hampered by socio-economic and cultural gender inequities, and limited resources. Socio-cultural practices such as Female Genital Mutilation (FGM) and early marriages have also had a negative effect on women’s advancement to HE.There are multiple factors that hinder women’s participation in HE and in reaching leadership positions. These include fewer women having PhD, maternal household engagement, limited time for participation in research and related activities that are a requirement for upward mobility as well as lack of child care and women-friendly facilities within universities. Ongoing mainstreaming of gender in HE is improving the situation, albeit minimal. More effort is needed to increase the number of women in HE. In addition, there is limited administrative commitment on the part of the universities to address gender inequality in leadership positions.Overall, HE institutions have not fully exploited opportunities that exist for gender advancement in HE, including potential partnerships for supporting the advancement of women. There is need for effective governance to achieve gender equality and collaboration between HE institutions, and development partners through public-private partnerships. Such partnerships have the potential for making resources available and for funding opportunities to enhance the support to women students, in particular those undertaking STEM courses which require more time for study.In Kenya, higher education has evolved over time from the technical and commercial institute in Nairobi – the Royal Technical College of East Africa – established in 1951 to offer technical courses within the East Africa region. The college was transformed to Royal Technical College in 1961, and later to the University of Nairobi in 1970. From this initial one university, Kenya currently has 32 chartered public universities, 9 public university constituent colleges, 21 chartered private universities and 3 private university constituent colleges.In South Sudan, at its commencement, missionary education did not provide for girls. When schools re-opened in August 1956, the Sudanese government authorities maintained the closure of the girls’ schools, irrespective of whether government or missionary, for the following four to five years. The impact has been the severe retardation of girls’ education for almost a generation. Tradition and tribal customs regarding gender equity are still very strong and dominant in everyday life. Consequently, traditional male stereotypes also dominate within almost all higher education institutions, including the Ministry of Higher Education (MoHEST) itself. This research is in fact the first time an effort is being made to investigate the participation of women in HE and in leadership positions in universities and other tertiary institutions. This explains the very limited response to the questions sent out to the institutions outside Juba. Today, however, a good start has been made in advancing girls’ education in general.In Uganda, under similar circumstances, women do not have good access to higher level jobs, positions, voice and wealth like men. The low representation of women in leadership positions in higher education institutions in the country can be traced back to the late start in women’s enrollment in modern schooling due to a number of factors.
