On the Value Orientation of Global Citizenship Education in Chinese Colleges and Universities from the Perspective of Globalization Year of publication: 2016 Author: Feng Qi | Zhang Wanhong Civic education is not only an educational issue, but also the foundation and development of the country. With the advent of the era of globalization, global civic education has gradually become an inevitable trend in the development of civic education, and it is also the pursuit of modernity in civic education. College students are in the important period of the transformation of their identity relationship. They are experiencing the transformation from “school citizenship” to “social citizenship”. The value orientation of global citizenship education in China's colleges and universities is directly related to the future development of global civil society. Under the background of globalization, global civic education in China's colleges and universities attempts to explore and summarize the five values of orientation based on fairness and justice, guided by democratic rationality, with respect for tolerance, national characteristics and sustainable development.

وضع تصورات جديدة لمستقبلنا معاً: عقد اجتماعي جديد للتربية والتعليم Year of publication: 2022 Corporate author: International Commission on the Futures of Education | UNESCO تُستشف من أحوال العالم في الوضع الراهن أن البشرية وكوكب الأرض معرضان للخطر. وقد قدمت الجائحة التي حلت بنا في الفترة الأخيرة دليلاً دامغاً على أن العالم الذي نعيش فيه يتسم بالهشاشة وتترابط أجزاؤه ترابطاً وثيقاً. ولا بد لنا الآن من اتخاذ إجراءات عاجلة معاً لتغيير المسار ووضع تصورات جديدة لمستقبلنا. وينطوي هذا التقرير الصادر عن اللجنة الدولية المعنية بمستقبل التربية والتعليم على إقرار بقدرة التربية والتعليم على إحداث تغيير عميق في الأوضاع الراهنة. وثمة تحديان ماثلان أمامنا الآن، أولهما هو الوفاء بالوعد المتمثل في ضمان الحق في التعليم الجيد لجميع الأطفال والشباب والكبار، وهو وعد لم يتحقق بعد، وثانيهما هو تحقيق كامل الإمكانات الكفيلة بإحداث التغيير الجذري المنشود، التي ينطوي عليها التعليم بوصفه سبيلاً إلى بناء مستقبل جماعي مستدام. ولا سبيل إلى بلوغ هذه الغاية إلا بإبرام عقد اجتماعي جديد للتربية والتعليم يتيح إصلاح المظالم والاضطلاع في الوقت نفسه بتغيير المستقبل على النحو المنشود. ويجب أن يقوم هذا العقد الاجتماعي الجديد على حقوق الإنسان وأن يستند إلى مبادئ عدم التمييز، والعدالة الاجتماعية، واحترام الحياة، والكرامة الإنسانية، والتنوع الثقافي. ويجب أن يشتمل على أخلاقيات الرعاية والتبادل والتضامن. ويجب أن يعزز التعليم باعتباره عملاً ومنفعة مشتركة. وينطوي هذا التقرير، الذي استغرق إعداده عامين واسترشد معدوه بعملية تشاور عالمية شارك فيها نحو مليون شخص، على دعوة موجهة إلى الحكومات والمؤسسات والمنظمات والمواطنين في جميع أنحاء العالم لصياغة عقد اجتماعي جديد للتربية والتعليم يساعدنا في بناء مستقبل مستدام ينعم فيه الجميع بالسلام والعدل. وليست الرؤى والمبادئ والمقترحات المعروضة ههنا سوى منطلق لمزيد من العمل، إذ ينبغي بذل جهد جماعي لتجسيد هذه الرؤى والمبادئ والمقترحات بما يتماشى مع الظروف والبيئات التي تندرج فيها. وقد تحقق بالفعل العديد من المنجزات البارزة في هذا الشأن. ويسعى في هذا التقرير إلى استعراضها والارتكاز عليها لبناء صرح جديد. وليس هذا التقرير دليلاً إرشادياً ولا خطة لإيجاد حلول، بل هو فتح لباب التحاور في شأن يتسم بأهمية حيوية.
Repenser nos futurs ensemble: un nouveau contrat social pour l'éducation Year of publication: 2021 Corporate author: International Commission on the Futures of Education | UNESCO L’avenir de l’humanité sur la planète est, nous le savons aujourd’hui, compromis. La pandémie a eu au moins le mérite de démontrer combien nos existences sont fragiles et combien nos destins sont inextricablement liés. Il est nécessaire et urgent désormais, d’agir collectivement pour changer de cap et réinventer notre avenir. Dans ce tournant, l’éducation jouera un rôle crucial pour sa capacité, universellement reconnue, à provoquer le changement. Mais pour jouer son rôle, elle devra surmonter un double défi : honorer, d’une part, sa plus vieille promesse, c’est-à-dire d’être effective et d’assurer le droit à une éducation de qualité pour chaque enfant, chaque jeune, chaque adulte partout à travers le monde ; et, d’autre part, assumer entièrement son potentiel transformateur, afin d’ouvrir la voie vers un avenir collectif durable. Pour y parvenir, il convient de s’engager dans un nouveau contrat social pour l’éducation, qui permette de corriger les injustices tout en transformant l’avenir. Ce nouveau contrat social doit être enraciné dans les droits humains et être fondé sur les principes de non-discrimination, de justice sociale, de respect de la vie, de la dignité humaine et de la diversité culturelle ; il doit aussi s’appuyer sur une éthique de la sollicitude, de la réciprocité et de la solidarité ; il doit enfin renforcer l’éducation comme projet public et un bien commun de l’humanité. Le présent rapport, préparé durant deux ans et qui a pu s’appuyer sur une consultation mondiale de près d’un million de personnes, invite les gouvernements, les partenaires et les citoyens du monde entier à élaborer un nouveau contrat social en faveur de l’éducation, pour construire un avenir pacifique, juste et durable pour toutes et tous. Les conceptions, les principes et les propositions avancés ici ne constituent qu’un point de départ. Seul un effort collectif pourra les traduire en actes et les adapter aux situations locales. Il existe en effet de vraies lueurs d’espoir. Ce rapport essaie de les ressaisir afin que l’avenir se construise sur ces fondations. Qu’on n’y voit donc pas un manuel ou un plan directeur : c’est le début d’une conversation vitale.

To this end, the study conducted a situational analysis on the current status of GCED at MNUAC. Based on this analysis, the report proposes a GCED integration roadmap for MNAUC, outlining a sequenced pathway that begins with achievable initiatives while also offering insights for other HEIs in Mongolia. The report is available in both English and Mongolian.
Supporting Change in Practice: Case Studies on the Use of the ACER-APCEIU Global Citizenship Education Monitoring Toolkit: Country Case-Republic of Korea Year of publication: 2025 Author: Suyeon Park | Sunmi Ji | Yoonyoung Lee Corporate author: APCEIU APCEIU is pleased to announce the release of its new publications, Supporting Change in Practice: Case Studies on the Use of the ACER-APCEIU Global Citizenship Education Monitoring Toolkit, which shares key findings from the research conducted in Australia and the Republic of Korea. The two reports, based on case studies from two countries, build upon the three-phase Asia-Pacific GCED Monitoring Project (2022–2024) jointly undertaken by ACER and APCEIU to strengthen monitoring and evaluation of GCED and support progress toward SDG 4.7 across the region. The three phases of the initiative identified enabling conditions for GCED, validated the regional GCED Monitoring Framework, and developed the ACER-APCEIU GCED Monitoring Toolkit. The reports for each phase can be found here: Phase I, Phase II, and Phase III. The newly released reports move the project forward by examining how the Toolkit can be practically applied in real educational settings. The study aimed to examine how the Toolkit could be used to support collaboration among key education stakeholders—teachers, school leaders, and education supervisors—in 1) goal setting, 2) planning, 3) implementing, and 4) reflecting on GCED practices. Through this process, the research sought to understand how the Toolkit could help strengthen the connection between policy commitments and everyday educational practice, supporting teachers, school leaders, and system leaders to embed GCED more systematically and sustainably within their existing framework. Both studies conducted in Australia and the Republic of Korea have been guided by the following research questions: 1. How does the GCED Monitoring Toolkit support key stakeholder groups to collaboratively embed GCED in policy and practice? a. What aspects of the Toolkit enable or challenge stakeholders to achieve their GCED goals and objectives? b. How do key stakeholders perceive its usefulness? 2. Are there any aspects of the Toolkit that stakeholders would change to improve its usefulness in supporting the implementation and contextualisation of GCED in policy and practice?The reports demonstrate how a GCED Monitoring Toolkit can be translated into actionable processes within real educational settings. It offers valuable insights for policymakers, school leaders, teachers, and researchers aiming to monitor and strengthen GCED implementation and systematically embed GCED within their educational ecosystems.
Global Citizenship Education in Australian Elementary Schools(Journal of Ethics; Vol. 137, No 1) Year of publication: 2022 Author: 한은영 | 추병완 Corporate author: 한국윤리학회 Global citizens think and act about the world as a universal community of borderless members who care for each other and are dedicated to taking care of the earth. Considering these visions and moral ideals, global citizenship education is an important goal and content of moral education. However, at present, we do not have a framework for dealing with global citizenship education in moral education. In this regard, Australia is the country we should pay attention to. Australia declared a national statement for global citizenship education in 2002. Since 2009, it has been reflected in the Australian curriculum. This article examines the historical development of global citizenship education in Australia, analyzes the current systems of global citizenship education system in primary schools, and investigates what Australia's approach to global citizenship education suggests for elementary moral education in Korea. In conclusion, we proposed three things. First, we must develop and apply a framework for the practice of global civic education in moral education. Second, we should emphasize the aspects of knowledge and understanding, skills and processing, behavior and participation as well as values and attitudes. Third, we must seek a balance between moderate global citizenship education and critical global citizenship education.
호주의 초등학교 세계시민교육(윤리연구; Vol. 137, No 1) Year of publication: 2022 Author: 한은영 | 추병완 Corporate author: 한국윤리학회 세계시민교육을 통해 우리가 길러내고자 하는 세계 시민은 서로 배려하고 지구를 돌보는 국경 없는 구성원들의 보편적 공동체로서의 세계에 관해 생각하고 행동하는 사람의 비전과 도덕적 이상을 드러내므로, 세계 시민성과 세계시민교육은 도덕교육이 다루어야 할 중요한 목표이자 내용에 해당한다. 1960년대부터 세계시민교육에 관심을 가졌던 호주는 학교 교육에서 세계시민교육을 실천하기 위한 국가 차원의 프레임워크를 이미 2002년에 발표하였고, 초등학교에서는 ‘인문학과 사회과학’, 일반 능력, 범교과 우선순위를 통해 세계시민교육에 주력하는 중이다. 이에 이 논문은 호주에서 세계시민교육의 역사적 전개를 살펴보고, 현재 초등학교에서 세계시민교육 체제를 분석하며, 호주의 세계시민교육 접근법이 초등학교 도덕 교과에서 세계시민교육의 실천에 시사하는 바가 무엇인지를 규명하였다.
