Implementing the Right to Education: a Compendium of Practical Examples Year of publication: 2016 Corporate author: UNESCO This publication is a compilation of practical examples of measures taken by Member States in implementing the provisions of the UNESCO Convention and Recommendation against Discrimination in Education. These examples are taken from national reports submitted to UNESCO for the Eighth Consultation of Member States on the implementation of these two international standard-setting instruments. The Convention and the Recommendation celebrated their fi fty-fi fth anniversary in 2015. Both express the fundamental principles of non-discrimination and equality of educational opportunities enshrined in UNESCO’'s Constitution. Since these fundamental principles were essential in the process of Education for All, the instruments have naturally become the cornerstone of this important domain. The Education 2030 development agenda will provide further opportunity to mobilise the Convention and the Recommendation in guiding Member States in the effective realization of the right to education. This compendium seeks to provide an overview of promising measures taken to ensure equality of educational opportunities and non-discrimination, while also serving as a tool for information sharing and advocacy in connection with the right to education. Her Atlas: Interactive Advocacy Tool on Girls’ and Women’s Right to Education Year of publication: 2023 Corporate author: UNESCO Many girls and women cannot exercise their right to education due to gender inequality and discriminatory practices. Poverty, early marriage, and gender-based violence are just some of the many reasons behind the high percentage of global female illiteracy and school drop-outs. Strengthening the right of girls and women to quality education is key to eliminate discrimination and to achieve equal rights between genders. This cannot be achieved without solid national legal frameworks that are rightsbased, gender responsive and inclusive. This is where HerAtlas comes in. HerAtlas, is a first of its kind online tool that maps the right to education of girls and women. It aims to enhance public knowledge and monitor the status of national constitutions, legislation and regulations related to education rights for girls and women to encourage countries to take action, strengthen their laws and policies, and lead to long term change. Concrete changes are already apparent. In 2019, 4% of countries were explicitly restricting the right to education of married, pregnant, and parenting girls. This has dropped to 2% in 2022, benefiting millions of girls who can now legally attend school when they marry or become pregnant. Protect Her Rights, Strengthen Your Laws: Her Atlas; Status Report on Girls’ and Women’s Right to Education Year of publication: 2022 Corporate author: UNESCO UNESCO’s Her Education, our future initiative, Her Atlas was launched in 2019 with the aim to enhance public knowledge and monitor the status of national constitutions, legislation and regulations related to girls’ and women’s education rights in order to encourage countries to take actions to improve their legal frameworks. Three years after its launch, the research phase has been completed: overall, the legal frameworks of 196 countries have been thoroughly analyzed to evaluate the level of protection of girls’ and women’s right to education around the world. In an interactive world map format, Her Atlas uses a color-coded scoring system to monitor 12 indicators of legal progress towards gender equality in the right to education. This report marks the completion of the first research phase and intends to highlight some key trends outlined by the research work, and to emphasize examples of legal provisions regarding some aspects of girls’ and women’s right to education guaranteed by States’ domestic laws. The pandemic has only served to prove our fragility and our interconnectedness. Now urgent action, taken together, is needed to change course and reimagine our futures. This report by the International Commission on the Futures of Education acknowledges the power of education to bring about profound change. We face a dual challenge of making good on the unfulfilled promise to ensure the right to quality education for every child, youth and adult and fully realizing the transformational potential of education as a route for sustainable collective futures. To do this, we need a new social contract for education that can repair injustices while transforming the future. This new social contract must be grounded in human rights and based on principles of non-discrimination, social justice, respect for life, human dignity and cultural diversity. It must encompass an ethic of care, reciprocity, and solidarity. It must strengthen education as a public endeavour and a common good. This report, two years in the making and informed by a global consultation process engaging around one million people, invites governments, institutions, organizations and citizens around the world to forge a new social contract for education that will help us build peaceful, just, and sustainable futures for all.The visions, principles, and proposals presented here are merely a starting point. Translating and contextualizing them is a collective effort. Many bright spots already exist. This report attempts to capture and build on them. It is neither a manual nor a blueprint but the opening up of a vital conversation. Reimaginar juntos nuestros futuros: un nuevo contrato social para la educación Year of publication: 2022 Corporate author: International Commission on the Futures of Education | UNESCO La humanidad y el planeta Tierra están amenazados. Report on the Right to Education in Human Mobility in Central America, the Dominican Republic and Mexico: Towards Inclusive, Equitable, Quality Education With Lifelong Learning Opportunities Year of publication: 2024 Corporate author: UNESCO San José | Central American Educational and Cultural Coordination | Central American Integration System Although human mobility is not a new phenomenon, data indicate that the number of people in this situation has reached its highest point since records began and there are no signs that the trend will decrease in the coming years. This scenario threatens to become a structural situation, strongly impacting the right to education and educational systems. Therefore, it is imperative that States and other key actors make a deep commitment to guarantee the fundamental right to education of people in situations of mobility through urgent measures, in line with the provisions of Sustainable Development Goal (SDG) 4 of the United Nations 2030 Agenda. For this reason, the preparation of this Report on the right to education of people in situations of mobility in Belize, Costa Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama and the Dominican Republic has been undertaken. The Report is an effort by UNESCO and the Central American Educational and Cultural Coordination (CECC/SICA) in collaboration with UNHCR, IOM, UNICEF, the Norwegian Refugee Council and RET International, and with the technical support of the SES Foundation and the UNESCO Chair for the Development of International Education at George Washington University (United States).
