Defending Creative Voices: Artists in Emergencies, Learning from the Safety of Journalists Year of publication: 2023 Author: Rosario Soraide Corporate author: UNESCO Artists and cultural professionals often come across significant challenges to their freedom of expression, including violence and harassment – online and offline – legal persecution, detention, imprisonment and, in the worst of cases, murder. Emergency situations can result in additional risks for them, as many become increasingly targeted in connection to the visibility of their work and see their livelihoods impacted upon by income loss and unemployment in the cultural sector. While the attacks and threats that artists and cultural professionals face during emergencies are similar to those affecting journalists, they do not receive the same level of attention nor access to protection mechanisms and opportunities for assistance. Over the past decades, a strong framework has emerged to advance journalists’ safety at international, regional and national levels, including through legal and regulatory instruments, protection mechanisms, support networks and consistent collective mobilization for their rights. Despite growing awareness of the vulnerability of artists and cultural professionals in emergency contexts and increased efforts to safeguard their rights and ensure their safety, progress in this regard remains comparatively much more incipient. With the support of UNESCO’s Culture and Communication and Information Sector, and based on a comparative analysis, this study therefore aims to strengthen the protection of artists and cultural professionals during emergencies by drawing lessons from the experience, challenges, and achievements in the field of journalists’ safety. It presents actionable recommendations and identifies areas in which synergies between key stakeholders promoting, respectively, artistic and media freedom could serve to reinforce the protection of both at-risk artists and journalists.

But it is also a foundation that will also be of help to others: to learners, to content providers like internet companies and news media outlets, and to citizens of all ages as they consume, create and use content, including information.The second edition of the learning resource has been significantly expanded since the first publication in 2011. The MIL Curriculum reflects the changing nature of the information landscape. It now includes insight from a broader range of content providers than before, including libraries, archives, museums, media, and digital communications companies.The Curriculum is designed to empower educators and learners in general – from schoolteachers to those involved in training, the media and libraries, governments, and NGOs – to train people to spot misrepresentations and disinformation, and most importantly develop critical thinking competencies.

누구도 소외되지 않는 미디어 환경을 위한 어린이 청소년 선언문 Year of publication: 2021 Corporate author: 한국언론진흥재단 | 시청자미디어재단 | 주한미국대사관 | 유네스코한국위원회 | 한국교육학술정보원 2021 미디어·정보 리터러시 데이 행사(2021. 10.19. 개최)에서 발표된 선언문이다. 본 선언문은 누구나 쉽게 접근할 수 있고, 어린이와 청소년을 존중하고 배려하는 안전한 미디어 세상에 대한 바람을 담았다. 특히, 디지털 기기를 사용할 줄 아는 것과 그 안에 담긴 정보를 잘 선택해 이용하는 것은 매우 다른 능력임을 환기하고, 미디어 정보 리터러시 교육을 강화해줄 것을 주문했다. 선언문 초안 작업에는 초‧중‧고 학생 11명으로 구성된 어린이 청소년 위원회가 직접 참여했으며, 메타버스 플랫폼 게더타운을 통해 의견을 남겨준 전국 초중고등학생 600여명의 의견도 반영되었다.

La pandemia solo ha servido para demostrar nuestra fragilidad y nuestra interconexión. Ahora se necesita una acción urgente, tomada en conjunto, para cambiar el rumbo y reimaginar nuestro futuro. Este informe de la Comisión Internacional sobre el Futuro de La educación reconoce el poder de la educación para generar cambios profundos. Nos enfrentamos al doble desafío de cumplir la promesa incumplida de garantizar el derecho a una educación de calidad para todos los niños, niñas, jóvenes y adultos y realizar plenamente el potencial transformador de la educación como vía para futuros colectivos sostenibles Para ello, necesitamos un nuevo contrato social para la educación que pueda reparar las injusticias mientras transforma el futuro. Este nuevo contrato social debe fundamentarse en los derechos humanos y basarse en los principios de no discriminación, justicia social, respeto por la vida, la dignidad humana y la diversidad cultural. Debe abarcar una ética del cuidado, la reciprocidad y la solidaridad. Debe fortalecer la educación como un esfuerzo público y un bien común. Este informe, que se preparó durante dos años y se basó en un proceso de consulta global en el que participaron alrededor de un millón de personas, invita a los gobiernos, instituciones, organizaciones y ciudadanos de todo el mundo a forjar un nuevo contrato social para la educación que nos ayudará a construir un futuro pacífico, justo y futuros sostenibles para todos. Las visiones, principios y propuestas que aquí se presentan son meramente un punto de partida. Traducirlos y contextualizarlos es un esfuerzo colectivo. Ya existen muchos puntos brillantes. Este informe intenta capturarlos y construir sobre ellos. No es ni un manual ni un anteproyecto, sino la apertura de una conversación vital.
