Improving quality and relevance of education through mobile learning in Rwanda: a promise to deliver: case study by the UNESCO-Fazheng project on best practices in mobile learning Year of publication: 2019 Author: Wallet, Peter | Kimenyi, Eric | Miao, Fengchun | Domiter, Anett Corporate author: UNESCO Rwanda’s education sector is evolving through the adoption of information and communication technology (ICT ). Whereas the focus was previously on the extensive deployment of laptop devices, it is shifting towards advancing adaptive child-centred learning and the use of ICT augmented environments to enrich teaching and learning. In developing countries, however, an orientation frequently remains to select strategies which have previously shown to be successful in developed contexts without taking into account the full range of elements required for effective implementation including a comprehensive assessment of the financial implications required to ensure longer term sustainability. This case study aims to showcase Rwanda’s customised approach to the integration of ICT in classrooms adapted to meet the particular needs of the Rwandan education system. The SMARTRwanda Master Plan lays out a vision to transform Rwanda’s economy by leveraging the use of ICT. Aligned to SMART Rwanda, the Ministry of Education (MINEDUC) is implementing the SMARTClassroominitiative under its ICT in Education Master Plan to reach all schools by 2020. Although there have been several challenges encountered during the various phases of implementation, more than half of all schools across the country are now equipped with ICT devices and many teachers have undergone various capacity-building initiatives to make better use of ICT in teaching and learning. More work is required in order to develop a fully functioning ICT in education ecosystem in Rwanda; nevertheless, this case study demonstrates progress made thus far and describes the various system stakeholders, their roles, responsibilities and contributions to date to improve access, quality and relevance of education through ICT adoption.
Capacity Develoment for Education: the CapED Programme at a glance Year of publication: 2019 Corporate author: UNESCO Education has the power to transform lives and is at the heart of UNESCO’s mission to build peace, eradicate poverty and drive sustainable development. Right now, 750 million adults – two-thirds women – still lack basic literacy skills. Around 264 million children and youth are out of school and the international community must have almost 69 million new teachers to reach the 2030 education goals. These challenges can be tackled effectively through education reforms. However, these can only take place when countries have the capacities to put this change into action. As well as trained staff, countries need efficient organizational processes, functioning institutions and the tools and resources to design, implement and manage tailored education policies and plans. This is where the CapED Programme steps in. By mobilizing UNESCO’s global network, the Programme provides selected countries with a cohesive package of support. It works alongside stakeholders to reinforce national capacities to undertake evidence-based education reforms that fit into their national priorities and respond to SDG4 commitments, in order to offer quality education opportunities to all.
Evaluation of UNESCO's work in information and communication technologies (ICT) in education Year of publication: 2019 Author: Seán Ó Siochru and Graham Attwell Corporate author: UNESCO ICT in Education is a fast-growing area globally that offers many strategic opportunities. As the leader and coordinator of the SDG 4 – Education 2030 with the aim to “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all”, UNESCO has the mandate and expertise needed to strategically position itself as a world leader in this field. UNESCO’s work in ICT in Education aims at enhancing the quality and relevance of learning and at strengthening inclusion. While technology can facilitate wider access to education and bridge learning divides, can advance gender equality and inclusion as well as digital skills development, the rapidly changing technologies and work processes require the development of new pedagogies, both for the use of ICT for teaching and learning in the classroom and through open access and distance learning. Compared to other players, UNESCO leverages its comparative strengths in its ICT in Education interventions - especially its impartiality, convening power, and policy expertise - through an inclusive and humanistic approach to achieving quality education in coherence with Sustainable Development Agenda 2030. Its expertise across all levels of Education and its multidisciplinary potential of working across its Programme Sectors are also considered among UNESCO’s specific strengths. The evaluation revealed that UNESCO achieved important results, at the level of the learning environment, at the policy level and in institutional capacity building, but it also showed that UNESCO still needs to strengthen its positioning and visibility within the wider landscape of ICT in Education. For example, UNESCO has to continue positioning itself for producing forward-looking knowledge on ICT in Education and as a laboratory of ideas for future-oriented thinking. While the evaluation came across various specific interventions successfully addressing the needs of disadvantaged groups, the evaluation found that considerations of inclusion and gender equality were not consistently mainstreamed into policy-related and capacity building interventions. Other challenges are mainly linked to the current dispersion of resources and fragmentation of expertise across different entities within the Organization, which also leads to reduced visibility. While the key entities active in this area recognize that they are working within a common theme, collaboration and coordination still needs to be improved. The strategic measures proposed by the evaluation towards an overall organizational framework for ICT in Education aim at establishing an enabling environment for inter- and multidisciplinary approaches and greater coherence and collaboration.
Education for sustainable development; good practices in addressing biodiversity Year of publication: 2012 Corporate author: UNESCO To support the growing interest in biodiversity issues and ESD, UNESCO is publishing this volume containing 24 examples of programmes addressing biodiversity in ESD settings and practices. These good practices and shared experiences, which were provided by a range of different stakeholders, are concrete examples of successful implementation of ESD in different fields and sectors, from the political to the school level, and including formal, non-formal and informal learning situations.
Pan-African forum: sources and resources for a culture of peace Year of publication: 2013 Corporate author: African Union The Pan-African Forum “ Sources and resources for a culture of peace” was held in Luanda, Angola, from 26 to 28 March 2013, and was jointly organized by UNESCO, the African Union and the Government of Angola, under the High Patronage of H. E. Mr José Eduardo dos Santos, President of the Republic of Angola. This forum was the result of a close cooperation between UNESCO and the African Union, one of their main objectives being building peace in Africa, through the promotion of a culture of peace based on the intrinsic values of African societies. The Republic of Angola Government, through its President of the Republic H. E. Mr José Eduardo dos Santos, resolutely engaged in this process with major financial and technical support for the organization of the Forum in the Angolan capital city. As indicated in the Action Plan adopted by the participants in plenary (Annex I), recommendations made during the Forum are directed at all components of African society : political leaders, national and regional institutions, civil society, community associations, youth movements and women’s organizations, religious and traditional leaders, entrepreneurs and leaders from the private sector, etc. The implementation of the Action Plan will be continuously monitored by the two institutions that jointly organized the Luanda Forum, the African Union and UNESCO. Representatives from the 55 African countries participating in the Forum will both contribute to the proposal for action by bringing their national experience and take the lead in the follow‐up of the recommendations made at country level. In order to ensure this follow‐up it will be important to link together the participants by the creation of an African Network for the Promotion of a Culture of Peace and Non‐violence. The representatives of African countries will play the role of focal points of the awareness campaign at the national level. Finally, the agenda of the Forum includes a plan to hold a roundtable on the establishment of a multi-stakeholder partnership for action. Organized with the participation of regional institutions, public and private economic actors as well as representatives of Governments and Civil Society, this session will be the occasion to launch a continental and lasting Movement for the promotion of a culture of peace. For this round table and for the Campaign, the stakeholders can now witness the action as their Foundation / Company / Institution / Organization leads to help in building the defence of peace in the minds of men and women and ensure that peace is a reality: "Make Peace Happen".
Better Life, Better Future: UNESCO Global Partnership for Girl's and Women's Education Year of publication: 2015 Corporate author: UNESCO Since its inception, UNESCO has been a strong advocate, promoter and defender of the right to quality education for all, especially for girls and women. Gender equality and education are fundamental human rights, which stand at the core of UNESCO’s mandate. UNESCO launched the Global Partnership for Girls’ and Women’s Education in 2011, guided by the conviction that by educating girls and women, we can break persistent cycles of poverty and in turn foster greater social justice. The Partnership aims to increase learning opportunities for adolescent girls and women and to find solutions to some of the biggest challenges and obstacles to their education. The partnership addresses two weakest links which are secondery education and literacy.

Better Life, Better Future: UNESCO Global Partnership for Girl's and Women's Education Year of publication: 2011 Corporate author: UNESCO “Better Life, Better Future”, UNESCO’s global partnership for girls’ and women’s education, addresses two main areas requiring increased attention – secondary education and adult literacy. It will seek to introduce programmes aimed at stemming the dropout of adolescent girls in the transition from primary to secondary education and in lower secondary schools, as well as focus on scaling up women’s literacy programmes through stronger advocacy and partnerships. As a first step, and in complement to other United Nations initiatives, UNESCO has recently concluded several dynamic public and private partnerships, which stand to benefit marginalized girls and women in Africa and Asia.
