Various frameworks, such as the Sendai Framework for Disaster Risk Reduction, the United Nations Sustainable Development Goals, and the Paris Agreement, emphasize the need for proper planning, policy-making, and adaptation strategies. The Climate Risk Informed Decision Analysis (CRIDA) methodology was launched in 2018 as a response to these international agendas, bridging the gap between climate change uncertainty and water resource planning.
Over the Tipping Point: How Multiple, Overlapping Climate and Environmental Shocks and Hazards on Children in the East Asia and Pacific Region are Eroding their Coping Strategies, Exacerbating Inequality, and Forever Changing Their Futures Year of publication: 2023 Corporate author: United Nations Children's Fund (UNICEF) This report unveils the intensifying frequency and compounding effects of climate-related hazards intertwined with non-climate shocks like the COVID-19 pandemic and socio-economic challenges. Given that children are already facing the impacts of climate change, adaptation and resilience measures are needed now to reduce the full force of impacts. This report recommends three areas to do so: Children have continued access to the key services they need: This requires investing in climate-smart and disaster-resilient education, health, and water, sanitation and hygiene (WASH) services for children, so that children can access these services despite the shocks they face; Child protection and social protection systems are in place and are climate-responsive; and There is understanding of what to expect and how to adjust as necessary, establishing and utilizing strong early warning, risk management and disaster preparedness systems. In all of this, children and young people must be at the forefront of our actions. Urgency demands that they take action themselves, leading the way with innovative solutions for both mitigation and adaptation. We must support their efforts, providing them with the necessary skills and resources to amplify their work. Above all, we owe them every opportunity for success as we work together to secure a better world for generations to come.

Competences for Democratic Culture: Living together as equals in culturally diverse democratic societies Year of publication: 2016 Corporate author: Council of Europe This document is a product of a Council of Europe project which is taking place in four phases during 2014-17. The first phase has been devoted to the development of a conceptual model of the competences which citizens require to participate effectively in a culture of democracy. This document describes the model and the methods that were used to develop it. The document is aimed at readers who wish to understand the underlying assumptions and technical details of the model. Phase two of the project will be devoted to the development of descriptors (i.e. statements or descriptions of what a person is able to do if they have mastered the various competences that are specified by the model), phase three to ascertaining whether it is possible to assign the descriptors to levels of proficiency, and phase four to the production of supporting documentation. This documentation will be addressed to educational practitioners and policy makers, and will provide a less technical description of the current competence model. It will also explain how the model and the descriptors can be used to assist curriculum design, pedagogical design and the development of new forms of assessment (for use in either selfassessment or assessment by others). All of the materials that are produced by the project will eventually be incorporated into a Council of Europe reference framework of competences for democratic culture. Media literacy helps us engage with others in the public sphere, using the creative and participatory potential that new technologies and services can offer. Nowadays, it also includes understanding how data is used and how algorithms and AI can influence media production and choices.The importance of community media in supporting the formation of an ‘informed citizenry’ is well recognised by the Council of Europe. Community media have the ability to empower community groups with the neces- sary access and skills to create their own communica- tion channels and to foster their participation in the public sphere in a structured and professional man- ner. However, in many European countries community media still lack formal, legal recognition, fair access to distribution platforms and sustainable funding.This background paper explores how the community media sector promotes media literacy and how this work can strengthen marginalised communities’ partic- ipation in the media environment and public discourse. Comparing five models of community media from Cyprus, Ireland, Luxembourg, Spain and the United Kingdom, it seeks to inform and inspire practitioners and policy-makers, highlighting a number of findings and policy responses that can help member States fully realise the potential of community media.

Dialogue for Prevention Year of publication: 2025 Corporate author: UNESCO In an era where geopolitical power struggles disrupt traditional peacebuilding, where identity and misinformation fuel divisions, and where trust in institutions is eroding, UNESCO’s Intercultural Dialogue for Conflict Transformation briefs series presents an adaptable, culturally grounded, and people-centred approach to peacebuilding. With 1.5 billion people living in contexts with low intercultural dialogue where global challenges such as absolute poverty, terrorism and forced displacement are more prevalent, this four-part series draws on firsthand experience, country case studies, and expert analysis to demonstrate the transformative potential of dialogue in fragile and conflict-sensitive settings. The Dialogue for Prevention brief, developed with the Auschwitz Institute for the Prevention of Genocide and Mass Atrocities, explores the powerful role intercultural dialogue can play in preventing large-scale identity-based violence, particularly in the upstream and downstream phases of conflict. Grounded in the idea that dialogue can bridge divides and foster mutual understanding, the brief argues that enabling environments for intercultural dialogue—marked by stability, inclusive governance, freedom of expression, horizontal equality, and social cohesion—also mitigate key risk factors for atrocity violence. Drawing on diverse examples from Cambodia, Colombia, Italy, and Kenya, it showcases creative, context specific applications of dialogue. Through practical guidance, the brief equips policymakers, practitioners and civil society seeking to embed dialogue into prevention strategies.
