Informe sobre la lucha contra el racismo y la discriminación en el fútbol Year of publication: 2015 Author: Albrecht Sonntag | David Ranc Football has been shown to be a mirror of society, it may also be viewed as providing a temporary suspension of reality for an interlude of high emotion and idealized hopes and dreams. Football’s public transcends differences of age, gender, culture, religion, and socioeconomic status to unite in support of their team. The broad diversity of backgrounds of football players represents tangible evidence of equal opportunity and meritocracy. The sport itself has team solidarity, fair play and mutual respect among members and for opponents ingrained within its rules and practices. Yet, the ‘beautiful game’ is one with an imbedded paradox. Football is also a game that may in many vaguely resemble war, where opponents face each other in a struggle to win over the other side, with the noisy and emphatic support of the spectators. An ‘us’ and ‘them’ mentality is an integral part of trying to help a team reach the objective, which is to win the game. This setting naturally produces a desire by supporters to intimidate the other side by encouraging their team and expressing both confidence and superiority through their words and actions. When the ‘us’ and ‘them’ mentality turns into symbolic exclusion of others, language of disparagement and insult based on racism or discrimination, or physical confrontation, the ‘beautiful game’ is debased. The existence of racism and discrimination in football is not a secret, but it is a shame on the game. Although much is already being done, both observers and experts feel too many problems persist and measures to tackle them have not been effective enough. This report was commissioned by UNESCO within the framework of UNESCO’s partnership with Juventus. It focuses on discrimination and racism in professional football and to some extent the amateur clubs that funnel into the leagues. It provides an overview of the historic and theoretical background. It reports on the state of affairs on the ground. It summarizes what has been done and is being done to mitigate racism and discrimination in domestic and international football, how the effects of these actions may be evaluated, and which new avenues for further, complementary action are promising. The report is based on a literature review, desk research, regional reports from the Unesco network and a field survey among a purposive sample of experts and actors in a number of countries. The report has a somewhat European focus, in its sources and examples. Europe has a unique position Executive Summary in the world of football, with its leading competitions, championships and clubs. It is the region where racism and discrimination in football has been most intensively researched. A number of civil society organisations from Europe have played a pioneering role in the fight against racism and discrimination in football. Moreover, the pressure that comes with the money invested in and generated by western European football, as well as its exposure in the media, has also made clubs, federations and UEFA particularly sensitive to the negative impact that discrimination can have on the game and its image, within Europe and worldwide. Europe must therefore occupy a central role in a study of the fight against discrimination in professional football and in determined policies to mitigate racism and discrimination related to football wherever they occur. The examples of incidents of discrimination and racism, as well as of existing measures to combat them have been selected to be as wide-ranging as possible. The authors do not, however, claim the report to be a comprehensive listing. Similarly, the examples of best practice have been collected through extensive reading and contacts, but must be looked at as an overview rather than as a directory. They are chosen by the authors to illustrate types of actions and institutions with the potential for greatest impact. The report also does not deal with the methods of allocation of resources to football, with issues of employment, or with womens’ football. While these are significant topics on which concerns can be expressed, the necessary focus of a report of this type means that they are alluded to without being treated in depth.

Beijing+25: Generation Equality Begins With Adolescent Girls' Education Year of publication: 2020 Corporate author: Plan International France | France. Ministry for Europe and Foreign Affairs | UNESCO This publication examines progress and persistent gaps in our efforts to achieve gender equality in and through education since the adoption of the Beijing Platform for Action 25 years ago. In 2018, 130 million girls worldwide were out of school, and only two out of three girls were enrolled in secondary education. The crisis related to the COVID-19 pandemic is likely to further widen these gaps and threatens to interrupt the education of more than 11 million girls.This publication demonstrates the importance of adolescent girls' education for the advancement of the Beijing Platform for Action’s visionary agenda, and the achievement of the Sustainable Development Goals.It provides recommendations to fast-track investments and action on adolescent girls’ education during the 2021 Generation Equality Forum, and the related Action Coalitions aiming to accelerate progress for gender equality. It promotes intersectoral approaches and multi-stakeholder partnerships, and focuses on three ‘levers of action’: comprehensive sexuality education, the involvement of adolescent girls in science, technology, engineering and mathematics education, and the development of adolescent girls’ leadership. It shares adolescent girls’ own priorities and expectations, and their vision of what is needed for an equal future for us all.

En 2018, 130 millions de filles dans le monde n'étaient pas scolarisées et seules deux filles sur trois étaient inscrites dans l'enseignement secondaire. La crise liée à la pandémie de COVID-19 est susceptible d'élargir encore ces écarts et menace d'interrompre l'éducation de plus de 11 millions de filles.Cette publication démontre l'importance de l'éducation des adolescentes pour l'avancement de l’agenda visionnaire du Programme d'action de Pékin et la réalisation des objectifs de développement durable.Elle formule des recommandations pour accélérer les investissements et les actions en faveur de l’éducation des adolescentes lors du Forum Génération Égalité de 2021 et des coalitions d’action qui seront lancées visant à accélérer les progrès en faveur de l’égalité des genres. Elle promeut des approches intersectorielles et des partenariats multipartites et se concentre sur trois « leviers d'action »: une éducation complète à la sexualité, la participation des adolescentes aux sciences, à la technologie, à l'ingénierie et aux mathématiques, et le développement du leadership des adolescentes. 미래사회를 위한 세계시민교육 재개념화 연구 Year of publication: 2018 Author: 조윤정 | 이지영 | 권순정 | 서화진 | 윤선인 Corporate author: 경기도교육연구원 교통 및 통신의 발달로 국가 간 상호연결성이 증대되고 새로운 국제문제들이 발생하면서 국가 내의 계층적, 문화적, 인종적 갈등과 공존의 문제가 아니라 국가를 넘어서 전 지구적 문제 해결을 위해 전 지구적 수준의 연대와 협력을 강조하는 교육에 대한 필요성이 증대되고 있다. 특히 미래사회에는 불평등의 심화와 환경생태계의 위기, 그리고 세계화의 심화로 발생하는 다양한 문제 등으로 인하여 전 지구적 수준의 연대와 협력을 통해 문제를 해결할 필요성이 높아지고 있다. 그런 의미에서 세계시민교육은 미래사회를 살아갈 구성원들에게 꼭 필요한 교육이라고 할 수 있다. 그러나 세계시민교육의 개념에 대한 이론적 합의가 이루어지지 못하고 있으며 세계시민교육에 대한 지나치게 폭넓은 스펙트럼이 존재하기 때문에 세계시민교육에 대한 오해와 오개념을 불러일으키고 있다. 보다 구체적으로 표현하면, 학교현장에서는 세계시민성 개념을 이해하기 어렵고 다문화교육, 인권교육, 평화교육, 국제이해교육, 지속가능발전교육 등 유사개념과의 명확한 구분 없이 세계시민교육이라는 용어를 사용함으로써 세계시민교육을 구호나 국제교류와 관련된 교육이나 기존의 다문화교육이나 지속가능발전교육의 새로운 이름으로 오해하는 상황이 벌어지고 있다. 이로 인하여 학교현장에서는 세계시민교육의 원래의 취지와 방향성에서 벗어나는 내용으로 수업이나 프로그램을 구성하고 있으며 이러한 사례가 확산되면서 세계시민교육에 대한 오개념이 고착화되고 있다. 이처럼 세계시민교육에 대한 정확하고 명료한 이해를 방해하고, 세계시민교육의 실천기반을 약화시키면서 학교현장에서의 풍부한 실천을 저해하고 있는 상황에서 세계시민의 취지와 목적에 부합하는 실천이 이루어질 수 있도록 세계시민교육에 대한 재개념화 작업을 실시할 필요가 있는 것이다.본 연구의 목적은 세계시민교육에 대한 재개념화를 통해 세계시민교육의 이론적 기반과 개념을 명확히 정립하고, 이를 통해 세계시민교육 실천현장에 실천기준과 방향성을 제시하고자 하는 것이다. 이러한 연구목적을 달성하기 위해 설정한 연구문제는 다음과 같다.첫째, 세계시민교육에 대한 재개념화를 통해 도출한 세계시민교육의 정의, 세계시민성의 구성요소 및 속성, 영역상 강조점과 세계시민교육의 특징은 무엇인가?둘째, 학교현장에서 이루어지고 있는 세계시민교육의 실천사례는 어떠한가?셋째, 재정립된 세계시민교육 개념을 학교현장에 정착시키고 세계시민교육을 활성화하기 위한 정책적 방향성과 정책과제는 무엇인가?

코로나19와 교육: 교사전문성에 주는 시사점 Year of publication: 2020 Author: 조윤정 | 박휴용 Corporate author: 경기도교육연구원 코로나19는 우리 삶의 양태를 근본적으로 변화시키는 전환점이 되면서 교육적 위기와 사회적 위기를 빚어내고 있음. 교육에 있어서는 배움의 지체와 교육격차 현상이 심화되고 있으며, 코로나로 인해 자연과 자본 간 모순과 성장의 한계를 인식하게 되면서 생태의 중요성에 대해 눈을 뜨게 되었다. 또한 개인주의나 혐오와 차별이 횡행하고 국수주의로 회귀하는 현상이 나타나면서 인류는 고립과 연대 사이의 갈림길에 서 있다.코로나19는 우리가 당연시하였던 가치와 생활양식에 대해 성찰하는 계기로 작용하면서 우리에게 3가지 질문을 던져주고 있다. 첫째, 우리가 바라는 교육의 모습은 무엇인가? 둘째, 인간을 둘러싼 자연과 환경, 생태계와 어떻게 관계를 맺을 것인가? 셋째, 우리는 온라인 세상과 오프라인 세상에서 어떤 시민으로 살아가야 할 것인가?이 연구에서는 이상의 3가지 질문을 중심으로 포스트코로나 시대 학교교육의 방향과 교사전문성에 대해 고찰하였다. 첫째 우리가 바라는 교육의 모습은 배움과 성장의 지속성 확보이며, 이를 위해서 학습자 주도성을 살리는 교육, 학습동기를 높이고 상호작용과 소통을 강화하는 교육, 협력을 촉진하는 교육, 기초학력을 강화하고 교육격차를 완화하는 교육을 실천해야 한다. 둘째, 인간을 둘러싼 자연과 환경, 생태계와 어떻게 관계를 맺을 것인가?에 대해서는 생태적 전환을 실천하는 교육을 통해 인간과 생태계, 즉 모든 존재가 상호 창조하는 관계가 되어야 한다. 이를 위해서 교육자체가 생태적 전환이 되어야 하며, 학교를 생태적 전환의 리빙랩으로 전환하여야 하고, 지역사회를 순환경제로 전환하여야 하며 학교가 전환의 구심점이 되어야 한다. 셋째, 온라인 세상과 오프라인 세상에서 디지털 시민과 세계시민으로 살아가야 하며 이를 위해서 디지털 미디어 리터러시와 디지털 시민성을 키우는 교육, 범주 확장 교육, 글로벌 연대와 협력을 지향하는 세계시민교육을 실천해야 할 것이다.
