Recommandation sur l’éthique de l’intelligence artificielle Year of publication: 2022 Corporate author: UNESCO La présente Recommandation traite des questions éthiques soulevées dans le domaine de l’intelligence artificielle, dans la mesure où celles-ci relèvent du mandat de l’UNESCO. Elle aborde l’éthique de l’IA en tant que réflexion normative systématique, basée sur un cadre global, détaillé, multiculturel et évolutif de valeurs, de principes et d’actions interdépendants de nature à orienter les sociétés pour qu’elles apportent des réponses responsables aux conséquences connues et inconnues des impacts des technologies de l’IA sur les êtres humains, les sociétés, l’environnement et les écosystèmes, et leur offre une base pour accepter ou rejeter les technologies de l’IA. Promoting Climate-Sensitive Early Childhood Care and Education in Emergencies Year of publication: 2023 Corporate author: Inter-agency Network for Education in Emergencies (INEE) This brief addresses a gap in climate change and education literature: young children who are affected by crises. Climate mitigation and adaptation efforts often exclude early childhood care and education (ECCE), especially in crises and emergencies. Therefore, the brief outlines multisectoral ECCE interventions that can serve as solutions to broader climate change mitigation and adaptation goals. These interventions look at long-term solutions that reduce children’s exposure to climate change risks. The aim of these long-term solutions is to create new climate-adapted ways of thinking, being, and doing by focusing on care – for each other and for the earth – and by building climate resilience among children and their supporting care systems.  Charte durabilité pendant la présidence belge UE2024 Year of publication: 2023 Corporate author: Présidence belge du Conseil de l’UE La Belgique attache une grande importance à la durabilité et a donc élaboré une charte durabilité pour la Présidence UE2024. Tirana Hassan, Directrice exécutive de l'organisation a tenu quelques mots sur la situation actuelle: « La reprise du conflit armé entre Israël et le Hamas, d’une part, et au Soudan d’autre part, ont causé des souffrances considérables, tout comme les guerres qui se poursuivent en Ukraine, au Myanmar, en Éthiopie et au Sahel. Les gouvernements ont dû faire face à l’année la plus chaude jamais enregistrée : une vague d’incendies de forêts, de sécheresses et de tempêtes a semé la dévastation pour des millions d’habitants au Bangladesh, en Libye et au Canada. Les droits des femmes et des filles et des personnes lesbiennes, gays, bisexuelles et transgenres (LGBT) ont connu de durs revers en de nombreux pays, à l’exemple de la persécution basée sur le genre des talibans en Afghanistan.». The NGO Human Rights Watch has compiled a global report on human rights around the world, based on its observations in the field, to shed light on the abuses perpetrated throughout 2023 and the challenges it poses for the years to come. Tirana Hassan, the organization's Executive Director, expressed a few words to say about the current situation: "The resumption of armed conflict between Israel and Hamas, on the one hand, and in Sudan on the other, have caused considerable suffering, as have the ongoing wars in Ukraine, Myanmar, Ethiopia and the Sahel. Governments had to cope with the hottest year on record: a wave of forest fires, droughts and storms brought devastation to millions of people in Bangladesh, Libya and Canada. At the same time, political decisions have deepened inequalities around the world, angering millions of people forced to fight for survival. The rights of women and girls and of lesbian, gay, bisexual and transgender (LGBT) people have suffered severe setbacks in many countries, such as the gender-based persecution of the Taliban in Afghanistan". Words that Heal: The Role of Young People in Addressing Hate Speech (EPDF Policy Brief No. 2) Year of publication: 2024 Corporate author: International Dialogue Centre (KAICIID) In the ‘post-truth era’, polarised opinions and knowledge fragmentation make it particularly challenging for young people to orient themselves and make sense of the world. Biased narratives and expressions of hate, exacerbated by echo chambers and artificial intelligence, significantly increase the risk that young social media users create or spread discriminatory content or become victims of hate speech. This can lead to long-lasting psychological and physical harm. Derogatory language often targets religious or ethnic communities, further inflamed by structural discrimination and boosted by the vicious spirals of algorithms. Based on experiences across Europe, this policy brief reflects on how to prevent young people from becoming involved in hate speech, both as victims and perpetrators, thanks to renewed alliances between secular and religious actors. Policymakers and faith leaders are encouraged to resort to interreligious and intercultural dialogue as a powerful tool that promotes mutual understanding and appreciation over mistrust and harmful stereotypes. Science, Technology and Innovation Policy Instruments for the Sustainable Development Goals: A Global Outlook Year of publication: 2024 Author: Galindo Moreno | Manuel Ricardo Corporate author: UNESCO This publication explores the design, implementation and impact of science, technology and innovation (STI) policy instruments across regions, revealing diverse policy priorities and support strategies. Data from the UNESCO Global Observatory of Science, Technology and Innovation Policy Instruments (GO-SPIN) platform shows that STI policy instruments are closely linked to the SDGs, particularly with SDG 9 (industry, innovation and infrastructure), SDG 8 (decent work and economic growth) and SDG 4 (quality education). Over three-quarters of these policy instruments target these goals. This publication advocates for the use of evidence in designing policies and policy instruments and underscores the importance of continuous monitoring of their implementation. Additionally, it recommends diversifying funding sources, enhancing program management, fostering communication with stakeholders, and applying policy instruments to promote transformative learning.
