Guide pour l'évaluation d'un plan sectoriel d'éducation Year of publication: 2015 Corporate author: UNESCO International Institute for Educational Planning (IIEP) | Global Partnership for Education (GPE) At the World Education Forum, in Dakar in 2000, the international community pledged that no country with a credible plan to achieve the Education for All goals would be thwarted by a lack of resources. Since then, the development of an education sector plan (ESP) has become a priority in many countries. ESPs present the policies and strategies for national education reform, and are a powerful tool for coordinating partners and for mobilizing additional domestic and external resources. They have become a critical instrument for governments to signal to all potential investors that their education policies are credible, sustainable, and worthy of investment.The consensus on the need for credible ESPs is strong. However, what does a credible plan require in terms of government leadership, knowledge and data, institutional and human capacities, and dialogue among the education stakeholders? What are the criteria that establish the credibility of a plan? The purpose of these guidelines is to assist education stakeholders in appraising the soundness, relevance, and coherence that form the credibility of ESPs. The primary objective of an appraisal report is to support the finalization of a credible ESP. It provides a fair review of the ESP strengths and areas in need of improvement before the endorsement by partners which signifies their commitment to support the implementation of the ESP. These guidelines are meant to be adapted to national contexts and needs. The stakeholders should discuss the scope and the methodology of the appraisal to be used, and develop a common vision of the whole process. The appraisal process should be participatory, and grounded in the political and technical dialogue for ESP development. It should involve consultations, interviews with key stakeholders, and field visits, in addition to a desk review of the ESP and any other relevant documents. It is good practice to organize a validation workshop of the appraisal report’s findings, conclusions, and recommendations to feed into the ESP finalization. The appraisal process should occur early enough in the ESP development process to allow time for decision-makers to open consultations on these conclusions and recommendations in order to improve the final version of the ESP.

Research on Building Ideological Foundation of a Sense of Community for the Chinese Nation Year of publication: 2020 Author: Wang Jian | Hu Hong-Xing Corporate author: Central Minzu University From a global perspective, the development of citizenship education emphasizing national identity has become the core theme of multicultural society. At present, the research on the sense of community for Chinese nation focuses on two themes: one is the situation of “the pattern of diversity in unity of the Chinese nation”, and the other is the sense of community for Chinese nation. It is an important part of Xi Jinping’s thought on ethnic work of the new era to strengthen the consciousness and foundation of the Chinese nation community. To lay an ideological foundation of the Chinese nation community in the new era, we need to unswervingly carry out the propaganda and education of Marxist views on the motherland, the nation, culture and history. It means that firstly we should study Marxist views on them and their relations to form a Marxist ideological system of national work. Secondly, we need to understand the Xi Jinping’s guiding ideology of ethnic work in the new era and firmly follow the “Chinese road” with Chinese characteristics to solve ethnic problems. Finally, starting from the path of culture, education, and propaganda, we need to strengthen a strategy of the Chinese Nation Community.

The goal of gender equality is, of course, not new. It was enshrined in the 1979 Convention on the Elimination of All Forms of Discrimination Against Women and was at the core of the 1995 Beijing Declaration and Platform for Action, whose 25th anniversary is marked in 2020.

However, the contemporarily research and practice of the civic and citizenship education pay less attention to emotional issues. This defect in the civic quality and the civic and citizenship education weakens the enthusiasm of civic participation and the common feelings among citizens. Emphasis on emotional education highlights the aesthetic factors of the civic and citizenship education. Citizen’ emotions are first represented as the emotional identification to public affairs or public things, such as national identity; the way to cultivate citizen’s emotional identity not only can be through the aesthetic experience of national culture but also the emotional connection among citizens in the practice participation. Citizen’s emotions are also manifested as an emotional critique of public affairs or public things. The way to cultivate the citizen’s emotional criticism is mainly to cultivate citizen’s ability of aesthetic criticism based on aesthetic justice.
