The core of the matter lies in the following: despite the multiple commitments established by legal actors of various kinds, international treaties and declarations, to date it has not been possible to satisfy the demands of the original communities. It is worth mentioning that, despite the existence of basic principles, such as: universality, interdependence, indivisibility and progressiveness, the fundamental demands of excluded social collectivities, recognized both in the Federal Constitution and in international treaties, in praxis have not been served. El centro del asunto radica en lo siguiente: a pesar de los múltiples compromisos establecidos por los actores jurídicos de diversa índole, los tratados internacionales y declaraciones, a la fecha no se han podido satisfacer las demandas de las comunidades originarias. Cabe mencionar que, a pesar de la existencia de principios básicos, tales como: universalidad, interdependencia, indivisibilidad y progresividad, las demandas fundamentales de las colectividades sociales excluidas, reconocidas tanto en la Constitución federal, como en los tratados internacionales, en la praxis no han sido atendidas. 
أثر تعليم اللغة الأجنبية على اللغة الأم Year of publication: 2021 Author: Fahad Al Haseen Corporate author: Thamar University يسعى هذا البحث إلى الكشف عن تأثيرات اللغات الأجنبية على اللغة الأم أو اللغة الأصلية في ضوء الدراسات التي أجريت في هذا المجال، ويتتبع أبعاد هذه المشكلة ودرجات تأثيرها من خلال استعراض تلك الدراسات واستقرائها، سواء تلك التي أكدت وجود تأثيرات لغوية عند الأطفال الذين يتعلمون لغة واحدة أو لغتين معا ، أم تلك الدراسات التي أثبتت خلاف ذلك. وقد اعتمد الباحث على بحثه على استقراء نتائج تلك الدراسات المنهج الاستقرائي الوصفي في تناوله لهذا الموضوع وركز جلَّ التي استعملت أسلوب المقارنة بين مستويات الأطفال الذين يدرسون لغة واحدة والأطفال الذين يدرسون لغتين، وبرز ذلك في مطلبين: الأول استعراض الدراسات العلمية التي أجريت على تأثير تعليم اللغة الأجنبية على اللغة الأم، والآخر عرض آراء علماء اللغة ومنظريها في ذلك التأثير؛ ليخرج البحث بعدة نتائج، أهمها عدم وجود تأثير سلبي على اللغة الأم في حال تعلم الطفل لغات أخرى عن عدم تأثير اللغات الأجنبية على الجوانب الأخرى المرتبطة بالمجتمعات ً أجنبية، فضال وخصائصها، كالهوية، والانتماء الديني وغيرها، بل إن الحاجة لمواكبة التطورات العلمية الحضارية تقتض ي الاهتمام باللغات الأجنبية وتعلمها للحاق برك بالتقدم العلمي، والتطور الحضاري. Effects of Foreign Language Teaching on Mother Tongue Year of publication: 2021 Author: Fahad Al Haseen Corporate author: Thamar University The present study aimed at identifying the effects of foreign language teaching on mother tongue in light of literature in the field. It followed the descriptive inductive research method by reviewing the results of the previous studies, either those which confirmed the presence of language effects on children who learn one language or two languages together or the studies which proved the opposite. This required reviewing literature on foreign language effects on mother tongue. Among the most important results of the present study were: teaching foreign languages did not negatively affect mother tongue, and teaching foreign languages did not negatively affect other aspects pertaining to the society and its characteristics such as identity and religious affiliation. Rather, the interest in foreign languages and learning them is essential for keeping pace with the scientific progress and recent developments in civilization. 
مفهوم التربية الإعلامية في كتب التربية المدنية والتربية الوطنية للمرحلة الأساسية في المنهاج الفلسطيني Year of publication: 2009 Author: Laila Albitar | Alya Alasali Corporate author: An-Najah National University حققت هذه الدراسة أهدافها في إجابتها على ثلاث أسئلة للتعرف على مصادر اللإعلام التي استعرضتها كتب التربية المدنية والتربية الوطنية، والوظائف الإعلامية التي تناولتها تلك الكتب، و الدور التي قامت به التربية الاعلامية المتضمنه في هذه الكتب لإعداد شخصية المتعلم واكسابه المهارات الإعلامية.اذ اظهرت النتائج تركيز على الاهتمام بمصادر الاعلام المقروءة في كتب التربية المدنية لصفوف السابع والثامن والتاسع، والمصادر المرئية في كتب التربية الوطنية لصفوف الخامس والسادس والسابع الاساسية. وهذه النتائج تشير الى تناول كتب التربية المدنية وكتب التربية الوطنية للتربية الاعلامية ليس ممنهجا Media Education in the Primary Stage Textbook of Palestinian Curricula: Civic and National Education Year of publication: 2009 Author: Laila Albitar | Alya Alasali Corporate author: An-Najah National University The study achieved its purposes in answering three questions aims at identifying the source of Media with in Civic Education and National Education and also identifying the role of Media Education presented in personalities and equipments with the media skills. This was achieved through content analysis for Media sources and its function through finding frequencies and percentages.The results showed that the focus was on readable media sources in Civic Education books for seventh, eights, and ninth grades and visual sources in National Education books for fifth, sixth, and seventh primary grades. The results indicated that the Civic Education and National Education books dealt with Media Education in a non scientific way. 
التنوع الثقافي وآليات تعزيزه بالتعليم قبل الجامعي في العالم المعاصر Year of publication: 2020 Author: Khadeeja Alshazly Corporate author: Bani Sweef University يعد التنوع الثقافي أحد المواضيع التي انشغلت بها السياسات الدولية والمنظمات العالمية في الآونة الأخيرة. وقد كان لهذا الاهتمام صدى خاصاً في بعض الدول المتقدمة لِمَا وجدت في تطبيقاتها لبعض آليات تعزيز التنوع الثقافي من إثراء رأس مالها البشري وميزة تنافسية استطاعت به نشر نفوذها ثقافياً بالقوة الناعمة. ومن أجل الوقوف على ماهية التنوع الثقافي في العالم المعاصر وآليات تعزيزه في التعليم قبل الجامعي يعتمد البحث الحالي على المنهج الوصفي التحليلي عملاً على وصف الظاهرة البحثية موضوع البحث، وتحليل العلاقات المتشابكة والمكونة لنسيجها، وعليه تتوزع المعالجة البحثية في هذا البحث على ثلاثة محاور رئيسة؛ أولها يتعلق بالتنوع الثقافي بالمجتمعات المعاصرة، والثاني يدور حول أهم آليات تعزيز التنوع الثقافي بالتعليم قبل الجامعي في العالم المعاصر، والثالث يتوصل إلى أهم الاستخلاصات النظرية حول التنوع الثقافي وآليات تعزيزه بالتعليم قبل الجامعي في العالم المعاصر. وقد توصل البحث إلى عدد من الاستخلاصات لعل من أهمها صعوبة افتراض وجود نظام موحد يمثل النظام الأمثل في مسألة تعزيز التنوع الثقافي إذ أن في ذلك احتكار لمفهوم التنوع ذاته وخرق له، وأن التعزيز الحقيقي للتنوع الثقافي يحتاج إلى حراك سياسي مجتمعي تربوي تعليمي مدرسي شامل، وأن العناصر الثلاثة- الإدارة والمعلم والمقرر الدراسي- الأبرز في قيادة أي تطوير للنظم التعليمية الرامية لتعزيز التنوع الثقافي، وأن نماذج التعليم ثنائي اللغة ذات الطابع الإضافي الأمثل في تعزيز التنوع الثقافي خاصة في الدول التي تهدف سياساتها إلى صيانة ثقافات شعوبها الأصلية، وأنه ينبغي أن تتجاوز إدارة المدرسة دورها الإداري إلى دورها القيادي، وأنه منوط بقيادة المدرسة بشكل رئيس التحرك بإيجابية نحو أشكال التحيز. Cultural Diversity and Mechanisms to reiforce it in Pre-University Education in the Contemporary World Year of publication: 2020 Author: Khadeeja Alshazly Corporate author: Bani Sweef University Cultural diversity is one of the topics that international politics, global organisations and some developed countries have been concerned with recently as means of enrichment to its soft power. To understand cultural diversity in the contemporary world and mechanisms to reinforce it in pre-university education, this research followed a descriptive analytical approach. The research is divided into three main sections: Cultural diversity in the contemporary world, mechanisms to enhance cultural diversity in pre-university education, and important theoretical conclusions on cultural diversity and mechanisms to reinforce it in pre-university education.The research reached several conclusions; some of which are: first, the difficulty of assuming the existence of a one sole system that represents the optimum in reinforcing cultural diversity; and second, the need to move politically, socially, and educationally to enhance cultural diversity in schools. One other important conclusion is that diversity management, teacher, and curriculum can be regarded as the three leading factors affecting the development of any educational system aiming at the enhancement of cultural diversity. On the level of language of instruction, additive bilingual education models can be considered the optimum for countries aiming at preserving the culture of its indigenous peoples. School administration, however, should shift into leadership to reinforce cultural diversity and put other mechanism into practice.

In the years of independence, the Republic of Tajikistan by external forces was dragged into civil wars, as a result of which it suffered huge losses in the field of economy and culture. It was not easy to restore peace, to preserve a rich national culture. During these years, the government of Tajikistan adopted normative and legislative acts and a number of state cultural programs that contributed to the preservation and protection of cultural heritage, as well as created the conditions for the revival and development of the national culture. В годы независимости Республика Таджикистан внешними силами была втянута в гражданские войны, в результате которых она понесла огромные потери в области экономики и культуры. Нелегко было восстановить мир, сохранить богатую национальную культуру. В эти годы правительством Таджикистана были приняты нормативно-законодательные акты и ряд государственных программ в области культуры, которые способствовали сохранению и защите культурного наследия, а также создали условия для возрождения и развития национальной культуры.
