It should be of universal relevance and mobilize all stakeholders in all countries. Education must be a stand-alone goal in the broader post-2015 development agenda and should be framed by a comprehensive overarching goal, with measurable global targets and related indicators. In addition, education must be integrated into other development goals. The future education agenda should be rights-based and reflect a perspective based on equity and inclusion, with particular attention to gender equality and to overcoming all forms of discrimination in and through education, ensuring that no-one is left behind. It must support free and compulsory basic education. It should expand the vision of access for all to reflect relevant learning outcomes through the provision of quality education at all levels, from early childhood to higher education, in safe and healthy environments. It should take a holistic and lifelong learning approach, and provide multiple pathways of learning using innovative methods and information and communication technologies. It should reinforce approaches such as global citizenship education and education for sustainable development, which foster attitudes and behaviours that promote peace, conflict resolution and mutual understanding, tolerance, critical thinking, and respect for cultural diversity and for the environment.
A Lifeline to Learning: Leveraging Mobile Technology to Support Education for Refugees Año de publicación: 2018 Autor corporativo: UNESCO This publication examines the evidence base for key assumptions on using mobile technology to address individual refugees’ learning challenges, broader education system challenges, and challenges to providing refugees with specific levels and types of education. The report presents findings from a review of 117 relevant papers and reports, and lessons drawn from the implementation of 52 projects that use mobile learning for refugees and the actual use of 35 digital apps or platforms. While acknowledging a limited reach, the report identifies effective mobile solutions and organizational strategies that should be scaled up.

As outlined in the 2015 Incheon Declaration and the 2030 Framework for Action (FfA), strengthened governance, partnerships and accountability are essential in translating global education targets and commitments into effective policy and practice at the national level. The range of partners engaged in education - whether government, schools and teachers, families and communities, civil society organizations, or the business sector – have important roles in this collective societal endeavor. They also each have important responsibilities for which they must be accountable in the collective effort to realize the global commitment to ensure the right to quality education for all. As duty bearers, governments have the primary responsibility to deliver on the right to education, and a central role as custodians of efficient, equitable and effective management and financing of public education.

Comme le soulignent la Déclaration d’Incheon et le Cadre d’action Éducation 2030 adoptés en 2015, il est indispensable de renforcer la gouver-nance, les partenariats et l’obligation redditionnelle pour concrétiser, dans des pratiques et des politiques nationales, les cibles et les engagements mondiaux relatifs à l’éducation. Qu’il s’agisse de gouvernements, d’établissements scolaires et d’enseignants, de familles et de citoyens, d’organisations de la société civile ou encore du secteur privé, les différents partenaires engagés au service de l’éducation ont un rôle important à jouer dans cette entreprise sociétale collective. Chacun d’entre eux a également d’importantes responsabili-tés dans les efforts menés collectivement pour tenir l’engagement mondial qui vise à garantir à tous le droit à une éducation de qualité, et est à ce titre tenu de rendre des comptes. Recommendation concerning Education for International Understanding, Cooperation and Peace and Education Relating to Human Rights and Fundamental Freedoms, adopted by the General Conferences at its 18th session, Paris, 19 November 1974 Año de publicación: 1974 Autor corporativo: UNESCO Following is the authentic text of the Recommendation duly adopted by the General Conference of the United Nations Educational, Scientific and Cultural Organization during its eighteenth session, which was held in Paris and declared closed the twenty-third day of November 1974. The General Conference recommends that Member States should submit to provisions as follows: to apply the following provisions by taking whatever legislative or other steps may be required in conformity with the Constitutional practice of each State to give effect within their respective territories to the principles set forth in this recommendation; to bring this recommendation to the attention of the authorities, departments or bodies responsible for school education, higher education and out-of-school education, of the various organizations carrying out educational work among young people and adults such as student and youth movements, associations of pupils’ parents, teachers’ unions and other interested parties; to submit to it, by dates and in the form to be decided upon by the Conference, reports concerning the action taken by them in pursuance of this recommendation.
