User Empowerment through Media and Information Literacy Responses to the Evolution of Generative Artificial Intelligence (GAI) Año de publicación: 2024 Autor: Divina Frau-Meigs Autor corporativo: UNESCO Key messages Artificial Intelligence and Generative AI are having a significant impact on people’s engagement with information, digital technology, and media. This raises concerns about control human agency and autonomy over information, decision making, gender equality, and freedoms in general. User empowerment through Media and Information Literacy (MIL) as a response to GAI, which is still in its infancy, needs to be fully deployed and public policy makers should be concerned in developing it well from the outset. MIL is necessary to build people’s ethical use of synthetic media, i.e. video, text, image or voice content fully or partially generated by AI-systems. The societal opportunities being deepened by GAI include: access to information, participation, employability, creativity, lifelong learning and creative industries. The societal potential risks being deepened by GAI include: disinformation, loss of data privacy, threats to integrity of elections, surveillance, lack of source reliability, discrimination, including gender-based and racial stereotypes, and copyrights violations. Building on familiarity in the face of urgency, AI literacy can be embedded in MIL to teach and train all sorts of communities (educators, librarians, youth workers, women networks, etc.). Ensuring explainable AI is key to both the design of MIL curricula and to the design of policy and governance around GAI. To build trust in information and education, source reliability needs to be revised to encompass the different types of “evidence” provided by GAI. MIL can train informed people from outside the technology industry to participate in the design, implementation and regulation of AI, in a manner that remains human-centered, gender-responsive and mindful of the public interest. Training for MIL is within the remit of governments and institutions of higher education, which have a duty to ensure MIL policy actions are sustained and strengthened over time, to be future-proof, in the face of an ever-evolving AI/GAI.

Mais cela ne va pas sans inquiétudes quant à leur contrôle, au pouvoir d’action et à l’autonomie dont disposent les utilisateurs vis-à-vis de l’information, à la prise de décisions, à l’égalité des genres et aux libertés en général. . Pour constituer une réponse à l’IAG, technologie qui en est à ses balbutiements, l’autonomisation des utilisateurs grâce à l’éducation aux médias et à l’information (EMI) doit être pleinement déployée, et les autorités publiques doivent s’efforcer de la promouvoir dès le début. L’EMI est indispensable pour garantir une utilisation éthique des médias synthétiques, c’est-à-dire des vidéos, textes, images et sons totalement ou partiellement créés à l’aide de systèmes d’IA. L’IAG offre de nombreuses opportunités sociales dans différents domaines, dont l’accès à l’information, la participation, l’employabilité, la créativité, l’apprentissage tout au long de la vie et les industries créatives, entre autres. Il existe cependant des risques sociaux potentiels aggravés par l’IA générative, dont : la désinformation, la perte de contrôle sur la confidentialité des données, les menaces pour l’intégrité des élections, la surveillance, le manque de fiabilité des sources, la discrimination notamment fondée sur le genre et les stéréotypes raciaux et les violations des droits d’auteur. Pour mettre à profit la familiarité face à l’urgence, la maîtrise de l’IA pourrait être intégrée dans les programmes d’EMI afin d’éduquer et de former des communautés très diverses (éducateurs, bibliothécaires, animateurs pour la jeunesse, réseaux de femmes, etc.). Pour bien concevoir non seulement les programmes d’EMI mais aussi la gouvernance de l’IAG et les politiques connexes, l’IA explicable joue un rôle essentiel. Pour renforcer la confiance dans l’information et l’éducation, la fiabilité des sources doit être réexaminée pour englober tous les différents types de « preuves » fournies par l’IAG. L’EMI peut former des acteurs éclairés n’appartenant pas au secteur de la technologie afin qu’ils contribuent à la conception, à la mise en œuvre et à la réglementation de l’IA d’une manière qui reste centrée sur l’humain, sensible au genre et soucieuse de l’intérêt public. La formation dans le cadre de l’EMI relève des gouvernements et des établissements d’enseignement supérieur, qui doivent veiller à ce que les actions politiques en la matière soient soutenues et renforcées dans la durée, pour s’adapter aux évolutions constantes de l’IA/IAG.

Youth Report 2024: Technology in Education; A Tool on Our Terms! Año de publicación: 2024 Autor corporativo: UNESCO | Global Education Monitoring Report Team | Restless Development The 2024 Youth Report on technology in education is the result of an extensive consultation process in partnership with Restless Development involving +1500 youth and students across 8 regions. The consultations invited participants to reflect on the key challenges and opportunities for the use of technology in education in their regions through the lenses of the recommendations in the global 2023 Global Education Monitoring Report on technology in education: Technology on our terms. The discussions centred on the need for the use of technology in education to be appropriate for national and local contexts and to be equitable and leave no one behind. The report calls for decisions about technology in education to keep learners at the centre when deciding whether the use of technology in education would be appropriate, equitable, evidence-based, and sustainable. Through this report, young people have described what technology on their terms would look like. It concludes with a call to action calling which highlights concrete recommendations that governments can follow to ensure that technology in education is on youth terms.
한국 다문화 사회 구성원의 정체성 인식에 대한 교육적 전환: 다큐멘터리 “10년 후 동창생” 방송 콘텐츠 분석 사례 중심으로 (다문화교육연구; Vol. 17, No. 3) Año de publicación: 2024 Autor: 이우정 | 오현주 Autor corporativo: 한국다문화교육학회 다큐멘터리 “10년 후 동창생”은 다문화 대안학교에 초등학생으로 다녔던 다양한 구성원들의 삶을 10년이라는 시간에 걸쳐 취재한 방송 콘텐츠이다. 다큐멘터리는 한국인 부모에게서 태어나 성장한 다경의 내레이션을 통해 전개된다. 등장인물 중 하은이 경험하는 정체성에 대한 갈등은 어머니가 러시아에서 국제결혼으로 한국으로 이주한 여성이라는 것에서 비롯되지만 대안학교에서의 정서적 지지와 한국 군대에 입대하는 것, 어머니의 헌신적인 희생으로 정체성에 대한 인정을 획득하는 과정이 그려진다. 그러나 파키스탄 출신 외국인 근로자 부모의 자녀인 노만의 경우는 어렸을때 신체적인 차이 때문에 경험한 차별로 인해 정체성 훼손의 아픔이 있고, 성인이 된 후 한국 정부에 의해서 추방되면서 다시 한번 자기 정체성의 훼손을 경험하게 된다. 결국 노만은 유아기에 한국에 들어와 아동 청소년기 전부 를 한국에서 성장해서 스스로 한국인으로 인식하지만 성인이 되자마자 개인의 선택권 없이 한국에서 추방을 당하는 상황에 처한다. 이 연구는 다큐멘터리에 등장하는 동창생들의 성장 과정에 대한 사례를 통해 한국 사회 구성원의 정체성 인식에 대하여 논의한다. 다큐멘터리에 등장하는 인물들의 사례를 통해 다문화 사회 구성원의 정체성 인식에 대한 변화를 통찰하고 모든 사회 구성원이 다문화 사회의 공동체라는 새로운 정체성을 형성해 가야 한다는 문제의식을 제기한다. 또한 다문화 교육은 사회공동체 구성원으로서의 시민교육으로 전환되어야 한다는 점을 강조한다. 스스로를 주류라고 생각하는 집단의 한 개인도 실제로는 다양한 문화의 영향을 받아 개인의 정체성이 구성되었다는 사실을 인식하고 개개인의 다양한문화적 요소들과 문화적 소수성을 발견하며 다문화 사회의 구성원이라는 자아에 대한 성찰이 교육 현장에서 필요하다. 그리고 본격적인 다문화 사회에서 요구되는 다문화 교육은 실제적인 사회 적응 역량 교육으로 전환되어야 한다. 다른 배경과 특성을 가진 사람들 간의 평등한 관계 형성을 위한 관계성 함양 역량, 소수자에 대한 공감의 태도, 공동체에 건강한 기여를 할 수 있는 책임감 등 함께 살아가는데 실제적으로 필요한 역량을 함양하는 교육이 되도록 한다. 또한 공동체의 성장을 위해 기여하는 구성원의 역할을 수행할 수 있는 역량도 함양하도록 해야 한다. 이 연구에서는 다문화 교육을 통하여 사회 변화의 방향을 제시함으로써 한국 다문화 사회의 성장이 구성원 모두의 삶에 긍정적인 변화를 가져올 수 있다는 교육적 전환의 방향성을 제시한다

Ricardo Cuenca, member of the OEI Advisory Board, explains to what extent educational policies can contribute to mitigating these inequalities in Latin America.
