This global threat to health security underscores the urgent need to accelerate progress on achieving Sustainable Development Goal (SDG) 3 and the need to massively scale up international cooperation to deliver on SDG 3. It also reveals what is less obvious, but no less urgent: how health emergencies such as COVID-19, and the response to them, can exacerbate gender inequality and derail hard-won progress not only on SDG 3 but on all the SDGs.This paper presents the latest evidence on the gendered impact of the pandemic, highlights potential and emerging trends, and reflects on the long-term impact of the crisis on the achievement of the 2030 Agenda for Sustainable Development.The paper begins by presenting key facts and figures relating to the gendered impacts of COVID-19 followed by reflecting on the health impacts of COVID-19 on SDG 3 targets. Les exigences et les attentes de participation se retrouvent en effet dans de multiples domaines qui excèdent de loin la seule sphère du politique, allant du monde de l’entreprise et de ses cercles de qualité jusqu’à la production de biens en kit sollicitant les capacités de montage des acheteurs. Cette extension du domaine de la participation s’appuie en réalité sur un certain nombre de présupposés anthropologiques. Ceux-ci prêtent aux acteurs des capacités et des compétences qu’ils sont censés détenir, à moins qu’ils ne soient appelés à les enrichir par des stratégies d’empowerment si elles leur font défaut ou sont insuffisantes. Ils leur attribuent aussi un potentiel de motivation indispensable à l’actualisation de ces compétences et capacités. Le texte soutient que l’évaluation des personnes ainsi que la configuration de nombreux dispositifs sociaux récents tendent de plus en plus à s’ajuster à ce nouveau référentiel anthropologique. Il en va ainsi de la participation politique bien sûr, mais aussi des nouvelles politiques sociales, des formations au «pouvoir d’agir », des objectifs éducatifs, des politiques de développement ou de santé. Revenant plus spécifiquement sur la question de la participation politique, le texte montre comment ces nouvelles coordonnées anthropologiques reconfigurent la question de l’expertise en réorganisant les partages entre expertises ordinaire et spécialisée et, du coup, le partage entre les espaces où peut prendre place une démocratie participative et ceux qui demeurent confiés à l’expertise technocratique.  Thinkpiece: Are We Changing the World?; Reflections on Development Education, Activism and Social Change Año de publicación: 2015 Autor: Stephen McCloskey Autor corporativo: Centre for Global Education (CGE) This article has been published as part of a one year development education project delivered by the Centre for Global Education and funded by Trócaire. It aims to support reflection and debate on how development educators engage the public on international development issues. The article comes on the back of recent research, most notably Oxfam’s Finding Frames report, which suggests that the development sector is struggling to enhance and sustain citizenship engagement on the structural causes of poverty and inequality. The article probes some of the factors that may underpin this lack of engagement both within the development education sector specifically and the wider development sector more generally. It examines some of the challenges involved in engaging learners in actions on global issues. Some of these challenges relate to the sectors and environmental pressures in which development educators operate which can thwart in-depth engagement with learners.
