Eighth National Communication and Fifth Biennial Report of the Republic of Kazakhstan to the UN Framework Convention on Climate Change Año de publicación: 2023 Autor corporativo: UNDP Kazakhstan The 8th National Communication and the 5th Biennial Report of the Republic of Kazakhstan to the UN Framework Convention on Climate Change was prepared by a group of national experts under a joint project of the Ministry of Ecology, Geology and Natural Resources of the Republic of Kazakhstan and the United Nations Development Programme in Kazakhstan with the financial support of the Global Environment Facility. The publication contains all available information on climate change issues in accordance with internationally available guidance. Information from open sources, data from national and international organizations, including governmental departments and agencies were used for composing this report.

Some of the challenges addressed by NbS, including biodiversity loss and climate action, cannot be fully tackled without this contribution. This does not mean that other actions, such as rapid decarbonization of our economies, are not also essential. This report: Outlines recent developments on NbS, with a focus on global, regional and national commitments, and key issues and concerns Builds on the new multilaterally agreed definition of NbS – agreed by the UN Environment Assembly in March 2022 – to set out key elements in the concept, provides examples of NbS, and discusses related approaches Provides recommendations for actions by governments, civil society and the private sector to substantially scale up the use of NbSThe report aims to inform NbS-related initiatives and discussions on NbS at global, regional, and national levels, with a focus on how NbS can be scaled up to more effectively address social, economic, and environmental challenges.

It is recommended that each country build its own implementation mechanism, which sets its own policy goals and targets, tailored to its respective national context. South Korea established the ‘National Sustainable Development Goals (K-SDGs)’ in 2018, consisting of 17 policy goals and 122 targets. In 2020, the country prepared the Fourth Basic Plan for Sustainable Development (2021-2040). Люди с ограниченными возможностями имеют право на полноценное участие в жизни общества. Философия независимой жизни связана с самоопределением, с тем, чтобы люди с ограниченными возможностями решали, что для них лучше. Для преодоления ими барьеров, существующих в социальном пространстве, необходимы не только пандусы, специальное оборудование и обученный персонал, но и изменение отношения людей. Речь идет не о благотворительности, а о правах. Необходимо принятие соответствующих законов, создание полноценно развитой социальной инфраструктуры и дружелюбной окружающей среды. Авторы статьи рефлексируют над понятием «философия независимой жизни», выделяя его ключевой момент – концептуализацию проблем инвалидности и выстраивания адекватного отношения в обществе к людям с ограниченными возможностями здоровья (ОВЗ) и особыми образовательными потребностями (ООП). Центральное место в философии независимой жизни занимает инклюзивный подход. Несомненно, проблема адаптации лиц с ООП к системе образования является одним из актуальнейших вопросов в глобальном дискурсе об инвалидности. В то же время, нельзя утверждать, что исследования в области инклюзивного образования получили достаточно широкое распространение в мировом научном сообществе и образовательном пространстве. Существуют огромные различия между национальными уровнями исследований и их интерпретационными рамками. Для выявления состояния инклюзивного образования в Казахстане, авторами предпринята попытка обзорного анализа современных научных исследований в данной области, проведенных отечественными учеными. Кроме того, делается акцент на еще одном важном моменте инклюзивного образования – на ассистивных технологиях.
