Flexible Strategies for Ensuring Quality Learning Outcomes in Education in Emergencies: NEQMAP 2021 Thematic Review Año de publicación: 2021 Autor: Pina Tarricone | Ian Teo | Kemran Mestan | Kris Sundarsagar | Ashtamurthy Killimangalam | Nordin Abd Razak Autor corporativo: UNESCO Bangkok The COVID-19 pandemic has interrupted schooling for students globally and challenged how policy-makers might respond and recover from this protracted emergency. In collaboration with NEQMAP, the GEM Centre has conducted a rapid review of policy and practice documents for 14 countries, and an online survey with policy-makers in 7 of them to identify the types of flexible learning strategies that were implemented over the course of this pandemic. An education in emergencies Policy Monitoring Framework was used both to guide the analysis of documents and survey data, and to provide the basis for reporting findings.  Equity and Inclusion in Education in Asia Pacific: Building Back Better and More Equal; Policy Brief Año de publicación: 2022 Autor corporativo: UNESCO Bangkok Following the commitment to ensure “inclusive and equitable quality education” and promote “lifelong learning for all” made in 2015 in Goal 4 of the United Nations 2030 Agenda for Sustainable Development (UNESCO, 2015), the Asia-Pacific region made significant progress in terms of both access to, and the quality of, education. However, as the mid-point to the 2030 deadline approaches, millions of learners have failed to learn what they need to reach their fullest potential, producing a “learning crisis” of serious proportions. This learning crisis, however, does not affect all learners equally. Those affected most include (1) children coming from disadvantaged, marginalised families and communities – those living in poverty and in rural and remote areas and from non-dominant language groups, lower castes, and refugee and migrant families; (2) vulnerable children – girls (and sometimes boys) facing gender barriers, children with developmental delays and disabilities, and those perceived and stigmatised as gender-nonconforming or LGBTI , and (3) children and adolescents who have never been to school or were pushed out of school early. Among these groups, the impact of the pandemic has led to even greater learning loss. Thus, a framework for “building back better and more equal” needs to be at the heart of sustainable postpandemic education recovery and transformation of the education system. This post-pandemic framework calls for decisive action to protect the right to education of good quality and for measures – as spelled out below – to improve learning outcomes, especially for marginalized children made more vulnerable because of the pandemic.  Together for Peace Silent Manga Catalogue: Teacher's Companion Año de publicación: 2022 Autor corporativo: UNESCO Bangkok Silent Manga refers to manga stories told entirely through illustrations without the use of dialogue. This Silent Manga Catalogue Teacher's Companion is intended for use by teachers (or parents) together with Silent Manga Catalogue, a compilation of Silent Manga entries selected from SILENT MANGA AUDITION® Round 13, which was based on the theme ‘Together for Peace’. The manga stories showcase different aspects of peace as envisioned by artists around the world, and based on various related topics such as out-of-school children, lifelong learning, anti-bullying, conflict, youth, learning to live together, refugees and shared histories. Despite the progress made so far in the Asia-Pacific region and being halfway to the target date of the 2030 Agenda for Sustainable Development, there are still significant gaps in fulfilling SDG Target 4.2: 'By 2030, ensure that all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education.' The UNESCO Regional Office in Bangkok (UNESCO Bangkok) has been advocating for SEL to fully become part of the ECCE system and supporting regional Member States in building teachers’ capacity to integrate SEL into children’s learning environments. With social skills and emotional intelligence taught in schools early, children will gain knowledge, skills, and attitudes to develop healthy identities, manage emotions, and achieve personal and collective goals. The fifth issue of the topical case studies series 'Using Assessment Data in Education Policy And Practice: Examples From The Asia-Pacific' under the Network for Education Quality Monitoring in Asia-Pacific (NEQMAP), documents four promising practices from countries in the Asia-Pacific region on how education systems can better support teachers and schools in effectively integrating assessment practices in the teaching and learning process. The goal of this support is to identify and meaningfully address every learner’s needs, so that every learner can learn successfully. The case studies look at a variety of levers that promote a better use of assessment for learning such as how to develop teachers’ assessment literacy and capacity to design, implement and use assessment to inform their classroom teaching and learning; how to improve the use of standardized assessment data to inform teaching and learning and how to rethink the organization of instruction to address the needs of all learners. Many of these competencies have been included in national education policy and curricula of countries in the region, but now the importance accorded them is increasingly gaining attention. As policy makers increasingly require their systems to provide evidence of 21st century skills acquired by their learners, implementation challenges highlight the need for a stronger alignment between curricula, pedagogy and learning assessments. UNESCO Bangkok’s Network on Education Quality Monitoring in the Asia Pacific (NEQMAP) undertook this regional study to examine components within countries’ learning assessments that show how these apply to and can measure transversal competencies. This report provides valuable information on how learning assessments are already capturing TVC and is useful for a broad range of education stakeholders, not only test developers, but also curriculum developers, teacher trainers and teachers. Particularly important is the need to align these skills and competencies across the entire education system.
