Young Children and the Pandemic: UNICEF Early Childhood COVID-19 Response in East Asia and Pacific Año de publicación: 2021 Autor corporativo: United Nations Children's Fund (UNICEF) This report summarizes the impact of the COVID-19 disruptions on early childhood development in countries across East Asia and the Pacific in terms of the five dimensions of the Nurturing Care Framework. It proposes priorities for stakeholders and policy-makers towards achieving the fourth Sustainable Development Goal, which is inclusive and equitable in nature. The report also highlights and analyses examples of UNICEF’s programmatic interventions geared towards supporting the development of young children during this pandemic.

Uzbekistan: Why Should the State Weaken Control Over the Institute of Makhalla? In Uzbekistan, such social responsibility is assumed by “mahalla” – the Uzbek citizens’ self-governing institution. Since the beginning of 2017 Uzbekistan has been carrying out large-scale reforms. Important laws and regulations are being adopted, which should create favorable conditions for quality life and ensure freedom for the Uzbek people. With mahallas, however, such positive change in the long-run seems to be just a lip-service. The main challenges mahallas are facing today are, inter alia, obscured freedom they have in ruling themselves and controlling their own affairs and incapability to effectively tackle citizens’ problems, thus leaving people’s trust unjustified. В Узбекистане такую социальную ответственность берет на себя «махалля» – узбекский институт гражданского самоуправления. С начала 2017 года Узбекистан проводит крупномасштабные реформы. Принимаются важные нормативно-правовые акты, которые должны создать благоприятные условия для качественной жизни и обеспечить свободу узбекскому народу. Однако с махаллей такое положительное изменение в долгосрочной перспективе кажется неоднозначным. Основные проблемы, с которыми сегодня сталкиваются махалли – это ограниченная свобода и контроль собственных дел и неспособноть эффективно решать проблемы граждан, что не оправдывает доверия людей.

In 2016, the Government of Tajikistan adopted the National Program for the Rehabilitation of Persons with Disabilities for 2017-2020. However, the analysis of the financial component of the Program showed significant shortcomings, ”says Mikhail Petrushkov, an analyst (Dushanbe), in his article written for the analytical platform CABAR.asia. 
Languages in adult literacy: policies and practices during the 15 years of EFA (2000-2015) Año de publicación: 2015 Autor: Clinton Robinson Linguistic diversity characterises many countries with large literacy needs. Meeting these needs will require a multilingual approach based on learning initial literacy in the learner’s mother tongue, with other languages used subsequently. This paper identifies five major challenges in implementing multilingual programmes, and traces the international policy developments over the 15 years of the EFA period. Four case studies – Mexico, Morocco, Papua New Guinea and Senegal – illustrate a range of policies, showing differing approaches and levels of commitment in providing literacy acquisition based on the mother tongue. The paper concludes with six policy orientations to guide action as part of the post- 2015 agenda.
