National curricular guidelines and citizenship education in schools in Latin American countries 발행 연도: 2013 저자: Martín Bascopé | Macarena Bonhomme | Cristián Cox | Juan Carlos Castillo | Daniel Miranda 단체 저자: Centro de Estudios de Políticas y Prácticas en Educación (CEPPE) The aim of this study is to contrast two different sources of information regarding citizenship education in Latin America: curricular guidelines, and students’ civic attitudes and practices. When analyzing curricular guidelines, we consider the official national documents of the respective Ministries of Education, whereas regarding civic practices and attitudes, we analyze the results of the 2009 ICCS study. By using quantitative methods, we contrast the curricular emphasis and students’ results for each of the six countries considered. Our findings show that several curricular absences are associated with students’ low achievement in civic and citizenship knowledge and attitudes. Therefore, these results provide some guidelines for improving the official curricular documents and developing more empirical research on less-covered civic topics. Finally we encourage further research on classroom practices, especially on the topics highlighted in this research, such as authoritarianism, peaceful coexistence, national and regional identity, and accountability. Inside classroom research is very important to have a complete view of civic/citizenship curricular guidelines and practices, considering the limitations implied by looking at the intended curriculum (official documents) rather than the one implemented.

It focuses on the education strategies put forth by the European Union to promote internal cohesion and responsible citizenship. The second part deals with education for development. It briefly describes the evolution of the concept and how in its last stage is a key element in the promotion of global citizenship. The third part presents an analysis on the specific requirements for Education for Global Citizenship, examples of experiences and implementation methods of pedagogical material on the subject. The last part proposes a regional study on formal, non formal and informal education in the Basque region.

Nepal: lessons from integrating peace, human rights, and civic education into social studies curricula and textbooks 발행 연도: 2015 저자: Melinda Smith 단체 저자: UNESCO International Institute for Educational Planning (IIEP) | United Nations Children's Fund (UNICEF) | Education Above All (Qatar) This case study examines the process undertaken by the Ministry of Education (MoE) in collaboration with development partners to revise the social studies curriculum in Nepal. The aim was to promote education for peace, human rights, and civic education (PHRCE) in the wake of a 10-year Maoist insurgency and the transition to a democratic republic. It provides a critical analysis of the process, synthesizing information from two assessments of the initiative, and makes recommendations for the future based on challenges and gaps identified by stakeholders. The study also provides recommendations to countries in post-conflict transition which are interested in undertaking similar curriculum reform initiatives.Information is drawn from a number of reports and programme documents developed by the implementing partners, as well as 12 interviews with individuals involved in the process of curriculum reform. Interviewees included representatives of the major agencies involved in the revision process: the MoE’s Curriculum Development Centre, the National Centre for Education Development, Save the Children, UNESCO, and UNICEF. In addition, interviews were conducted with representatives of civil society and non-governmental agencies supporting peace education and representing marginalized groups, and the external international consultant who provided technical assistance.

L'objectif était de promouvoir l'éducation pour la paix, les droits humains et l'éducation civique (PDHEC) à la suite d'une insurrection maoïste de 10 ans et la transition vers une république démocratique. Il fournit une analyse critique du processus, synthétise l'information à partir de deux évaluations de l'initiative et formule des recommandations pour l'avenir en fonction des défis et des lacunes identifiés par les intervenants. L'étude fournit également des recommandations aux pays en transition post-conflit qui sont intéressés à entreprendre des initiatives de réforme du curriculum similaires. L'information provient d'un certain nombre de rapports et de documents de programme élaborés par les partenaires d'exécution, ainsi que de 12 entrevues avec des personnes impliquées dans le processus de réforme du curriculum. Les personnes interrogées comprenaient des représentants des principaux organismes impliqués dans le processus de révision: Centre de développement, le Centre national pour le développement Education Curriculum MdE, Save the Children, l'UNESCO et l'UNICEF. With the support of the Inter-American Development Bank, SREDECC developed the Latin American module of the International Civic and Citizenship Study (ICCS- 2009) undertaken by the International Association for the Evaluation of Educational Achievement (IEA), in addition to encouraging the participation of the countries in that study (Cox 2010; Schulz, Ainley, Friedman and Lietz 2011).This document comprises four parts. The first section takes stock of the state of democratic belief in the region, drawing upon the most significant opinion studies of the past decade, so as to offer broader meaning bases for curriculum analysis and, more generally, for educational work in the field of citizenship. The second section describes the organizational (or structural) characteristics of the curricula of the six countries and presents a framework of categories for their comparative analysis. The subsequent section describes and analyses the contents of the six curricula examined and how they deal with the values, institutions and citizenship relations in their civic (political) and civil (coexistence) dimensions. On the basis of the most significant findings, the closing section includes some reflections regarding curriculum development with regard to citizenship.
