Ministry of Education This research analyses government documents addressing the prevention of radicalisation in 16 European countries, differentiated according to the presence or absence of fatalities in attacks. The aim to identify the presence of the attitudes which PISA 2018 identifies as key to define a democratic and interculturally competent citizenry and guide integration-friendly policies: openness, respect, civic awareness, responsibility, self-efficacy and tolerance. A comparative methodology is employed, using a lexicographical content analysis through Iramuteq software together with a critical-interpretative analysis of the texts. Ministry of Education Esta investigación analiza si las actitudes de la competencia global (OECD, 2018) -apertura, respeto, conciencia cívica, responsabilidad, autoeficacia y tolerancia- se recogen en los documentos gubernamentales sobre prevención del radicalismo de 16 países europeos, aglutinados en dos grupos control, en función de la presencia o ausencia de víctimas mortales en los atentados. Estas actitudes, evaluadas por PISA en 2018, definen a una ciudadanía democrática e interculturalmente competente. Se emplea una metodología comparativa con un análisis de contenido lexicográfico mediante el software Iramuteq junto al análisis crítico-interpretativo que contextualiza los documentos.

Although hate speech is not something exclusive to the Internet, but is part of the reality beyond the networks, it is true that the potential of the networks facilitates the movement of communication flows, because it facilitates both the production and the creation of messages. Hate speech has also benefited from this and, in addition, has found in the networks other characteristics such as anonymity, brevity, free messaging services or legitimacy granted by the number of followers. With this guide we want to provide digital tools for the creation of this counter-discourse that allows for the creation of messages that offer a positive alternative to extremist propaganda. Si bien el discurso de odio no es algo exclusivo de Internet, sino que es parte de la realidad más allá de las redes, es cierto que el potencial de las redes facilita el movimiento de los flujos comunicativos, porque facilita tanto la producción como la creación de mensajes. Los discursos de odio también se han visto beneficiados por esto y, además, han encontrado en las redes otras características como el anonimato, la brevedad, los servicios gratuitos de mensajería o la legitimidad otorgada por número de seguidores. Con esta guía queremos aportar herramientas digitales para la creación de ese contradiscurso que permita realizar mensajes que ofrecen una alternativa positiva a la propaganda extremista.

This two-part paper draws lessons from the projects. The first part of the paper briefly explains the transformative pedagogy approach that guided project implementation and provides examples of changes that were implemented at the country level under the projects. The analysis is qualitative, with the aim being to outline, through country examples, what can be achieved through such projects. Lessons on factors contributing to impact are also outlined.

In this guide we aim to offer some keys to working against hate speech in and through the educational field, understanding that prevention is essential to ending it. En esta guía pretendemos ofrecer algunas claves para trabajar contra los discursos de odio en y a través del ámbito educativo, entendiendo que la prevención es fundamental para acabar con ellos. Para ello es necesario abordarlos directamente, como hacemos en el primer bloque; pero también a través de una educación intercultural que vaya eliminando los estereotipos y prejuicios, tal y como explicamos en el segundo bloque; y a través de actividades prácticas que exponemos en el último bloque.

It also aims to become a practical tool for action, training and awareness-raising work, aimed at both young people themselves and trainers, to establish in a simple way the essential concepts related to online hate speech and provide mechanisms to combat it. También nace con el objetivo de convertirse en una herramienta práctica para la acción, el trabajo formativo y de sensibilización, dirigida tanto a los propios jóvenes como a los formadores, para fijar de manera sencilla los conceptos esenciales relacionados con el discurso de odio online y aportar mecanismos para combatirlo.
