Guidelines for the governance of digital platforms: safeguarding freedom of expression and access to information through a multi-stakeholder approach 발행 연도: 2023 단체 저자: UNESCO Guidelines for an Internet for TrustSafeguarding freedom of expression and the right to information while dealing with dis- and misinformation, hate speech, and conspiracy theories requires a multistakeholder approach. This is the reason why UNESCO, the leading UN agency for the promotion and protection of freedom of expression and to information, is launching Guidelines for the Governance of Digital Platforms. The Guidelines outline a set of duties, responsibilities and roles for States, digital platforms, intergovernmental organizations, civil society, media, academia, the technical community and other stakeholders to enable the environment where freedom of expression and information are in the core of digital platforms governance processes. The Guidelines were produced through a multi-stakeholder consultation that gathered more than 10,000 comments from 134 countries. These global-scale consultations fostered inclusive participation, ensuring a diversity of voices to be heard, including those from groups in situation of marginalization and vulnerability. Cultivating an Internet of Trust is a shared responsibility among all stakeholders. It calls upon us all to sustain an enabling environment for freedom of expression and the right to information.

In this guide we aim to offer some keys to working against hate speech in and through the educational field, understanding that prevention is essential to ending it. En esta guía pretendemos ofrecer algunas claves para trabajar contra los discursos de odio en y a través del ámbito educativo, entendiendo que la prevención es fundamental para acabar con ellos. Para ello es necesario abordarlos directamente, como hacemos en el primer bloque; pero también a través de una educación intercultural que vaya eliminando los estereotipos y prejuicios, tal y como explicamos en el segundo bloque; y a través de actividades prácticas que exponemos en el último bloque.

Its objective is to provide teachers with very practical and useful strategies to effectively manage coexistence in the classroom. It is a proposal to address coexistence from a preventive, participatory and people-centered dimension, which conceives coexistence not only as an objective but as an object of intentional learning, which perceives conflict as an opportunity and with an inclusive and restorative perspective, betting on a restorative approach. In the guide you can find practical activities, the purpose of which is to guide educational centers to know and implement the restorative model, through a series of resources that range from the analysis of coexistence to restorative conversations to resolve daily conflicts. Cuyo objetivo es dotar al profesorado de estrategias muy prácticas y útiles para gestionar de forma eficaz la convivencia en las aulas. Es una propuesta para abordar la convivencia desde una dimensión preventiva, participativa y centrada en las personas, que concibe la convivencia no solo como un objetivo sino como un objeto de aprendizaje intencional, que percibe el conflicto como oportunidad y con una perspectiva inclusiva y reparadora, apostando por un enfoque restaurativo. En la guía se pueden encontrar actividades prácticas, cuya finalidad es orientar a los centros educativos a conocer e implementar el modelo restaurativo, a través de una serie de recursos que van desde el análisis de la convivencia hasta las conversaciones restaurativas para resolver conflictos cotidianos.

It also aims to become a practical tool for action, training and awareness-raising work, aimed at both young people themselves and trainers, to establish in a simple way the essential concepts related to online hate speech and provide mechanisms to combat it. También nace con el objetivo de convertirse en una herramienta práctica para la acción, el trabajo formativo y de sensibilización, dirigida tanto a los propios jóvenes como a los formadores, para fijar de manera sencilla los conceptos esenciales relacionados con el discurso de odio online y aportar mecanismos para combatirlo.
