Youth of Central Asia, Challenges for Peacebuilding: A Comprehensive Research Review 발행 연도: 2021 저자: Laura Yerekesheva 단체 저자: UNESCO The estimations are that by 2030, the world will be home to 1.3 billion young people. This speaks about the importance of the youth for development in various parts of the globe, particularly in developing countries which constitute 90% of the global youth population. From comprehensive holistic perspective peace, peacebuilding and dialogue embrace all aspects and dimensions of life – inter-generational, social, economic, political, ethnic, religious, civic, ideological, cultural, and natural. The youth related issues are directly linked with the SDGs agenda. Central Asian states are also on the list of developing countries, with an increasing demographic share of the youth in the general population, meaning that the countries of the region are “young.” As of 2020, the total population of the four countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan) was 68.46 million, of which youth comprised 16.55 million or 24,1%. What Challenges for Peacebuilding the Youth of Central Asia Face? This highlights the urgency required for elaborating and implementing special policies on youth development. For Central Asia, the peace and peacebuilding agenda is the development agenda, and vice versa, as neither is possible without the other, and these in turn are intrinsically linked with youth-related issues. This report provides a detailed overview of the existing challenges to the youth of the 4 countries of the region – Kazakhstan, Kyrgyzstan Tajikistan, Uzbekistan – structured around three main themes of peacebuilding: (1) an education and learning environment; (2) economic and social participation; and (3) civic engagement. Governments, international organizations, professionals and policymakers in the youth, peacebuilding and development sectors, academia and NGOs are invited to join forces to accelerate the achievement of youth development for a more just, sustainable and peaceful future. Défendre les voix créatives: artistes en situation d'urgence, apprendre de la sécurité des journalistes 발행 연도: 2023 저자: Rosario Soraide 단체 저자: UNESCO Les artistes et les professionnels de la culture se heurtent souvent à des obstacles importants à leur liberté d'expression, comme la violence et le harcèlement, en ligne et hors ligne, la persécution juridique, la détention, l'emprisonnement et, dans le pire des cas, l'assassinat. Les situations d'urgence peuvent engendrer des risques supplémentaires pour ces groupes, car nombre d'entre eux sont de plus en plus ciblés en raison de la visibilité de leur travail et voient leurs moyens de subsistance affectés par la perte de revenus et la hausse du chômage dans le secteur culturel. Alors que les attaques et les menaces auxquelles sont confrontés les artistes et les professionnels de la culture dans les situations d'urgence sont similaires à celles qui touchent les journalistes, ils ne bénéficient pas du même niveau d'attention ni du même accès aux mécanismes de protection et aux aides disponibles. Au cours des dernières décennies, un cadre solide a été mis en place pour promouvoir la sécurité des journalistes aux niveaux international, régional et national, notamment via des instruments juridiques et réglementaires, des mécanismes de protection, des réseaux de soutien et une mobilisation collective constante en faveur de leurs droits. Malgré une prise de conscience croissante de la vulnérabilité des artistes et des professionnels de la culture dans les situations d'urgence et un développement des initiatives visant à sauvegarder leurs droits et garantir leur sécurité, les progrès à cet égard restent comparativement beaucoup plus embryonnaires. Avec le soutien des Secteurs de la Culture, et de la Communication et de l’Information de l'UNESCO, et sur la base d'une analyse comparative, cette étude vise à renforcer la protection des artistes et des professionnels de la culture dans les situations d'urgence en tirant les leçons de l'expérience, des défis et des résultats obtenus dans le domaine de la sécurité des journalistes. Elle élabore des recommandations réalisables et définit les domaines dans lesquels la collaboration entre les principaux acteurs promouvant, respectivement, la liberté artistique et la liberté des médias pourrait servir à renforcer la protection des artistes et des journalistes en danger.

Asia-Pacific Regional Synthesis: Climate Change, Displacement and the Right to Education 발행 연도: 2023 단체 저자: UNESCO | United Nations University Institute for the Advanced Study of Sustainability (UNU-IAS) | UNESCO Bangkok In 2020, 30.7 million people were displaced by natural disasters – disasters which the scientific community acknowledges are more frequent and more intense as a result of climate change. In Asia and the Pacific alone, 21.3 million people were displaced, making it the region the most impacted by national disasters and climate change in the world. Therefore, country case studies were carried out in Bangladesh, India, Indonesia, Tuvalu, and Viet Nam to examine not only specific vulnerabilities to climate change and related mobility, but also the impacts of climate change on the right to education in Asia and the Pacific. These case studies show that climate change directly threatens education – through the destruction of schools and property – but also indirectly puts education in peril by forcing people to cross borders, ensuring neither legal residency nor the right to education. This regional synthesis report aims to guide policy-makers through providing operational policy recommendations on how to ensure education is protected in Asia and the Pacific in the face of climate change and displacement from a human rights-based approach. This platform is hosted and managed by UNESCO which ensures that the data presented correspond exactly to the boundaries of the World Heritage properties and their buffer zones as inscribed in the World Heritage List, including any changes adopted by the World Heritage Committee after the initial inscription of a property. Recommendation on the Ethics of Artificial Intelligence 발행 연도: 2022 단체 저자: UNESCO This Recommendation addresses ethical issues related to the domain of Artificial Intelligence to the extent that they are within UNESCO’s mandate. The protection of human rights and dignity is the cornerstone of this Recommendation. It is based on the advancement of fundamental principles such as transparency and fairness, and remembers the importance of human oversight of AI systems. However, what makes the Recommendation exceptionally applicable are its extensive Policy Action Areas, which allow policymakers to translate the core values and principles into action with respect to data governance, environment and ecosystems, gender, education and research, and health and social wellbeing, among many other spheres.

Elle aborde l’éthique de l’IA en tant que réflexion normative systématique, basée sur un cadre global, détaillé, multiculturel et évolutif de valeurs, de principes et d’actions interdépendants de nature à orienter les sociétés pour qu’elles apportent des réponses responsables aux conséquences connues et inconnues des impacts des technologies de l’IA sur les êtres humains, les sociétés, l’environnement et les écosystèmes, et leur offre une base pour accepter ou rejeter les technologies de l’IA. Elle considère l’éthique comme une base dynamique pour l’évaluation et l’orientation normatives des technologies de l’IA, en faisant de la dignité humaine, du bien-être et de la prévention des dommages des repères et en s’appuyant sur l’éthique des sciences et des technologies.
