ESCWA) هدف الدليل إلى تعزيز قدرات المسؤولين عن صياغة السياسات والخطط في الدول الأعضاء في إدماج مفاهيم ومبادئ العدالة الاجتماعية في السياسات والخطط والبرامج الإنمائية الوطنية، وإلى تحسين المعرفة حول العلاقة المركزية بين العدالة الاجتماعية وتنفيذ خطة التنمية المستدامة لعام 2030 والاتفاقيات العالمية الحديثة ذات الصلة.كما يرمي الدليل إلى توفير أداة لمناقشة أمثلة من السياسات العامة تُعتبر أساسية في تحقيق التنمية المستدامة والحوار حول كيفية صياغتها ضمن مقاربة تراعي مفاهيم العدالة الاجتماعية. ولخدمة هذه الأهداف، يقدم الدليل ملخصاً حول المقاربات والعوامل المعيارية والتقنية التي يجب أن تؤخذ في الاعتبار لضمان تطوير سياسات قائمة على مبادئ العدالة الاجتماعية في مختلف البلدان العربية، على اختلاف قدرات هذه البلدان واحتياجاتها وهياكلها المؤسسية والاقتصادية والاجتماعية والسياسية والثقافية.وينطلق الدليل من المقاربة المفاهيمية للعدالة الاجتماعية التي اعتمدتها الإسكوا والقائمة على مبادئ المساواة والإنصاف وحقوق الإنسان والمشاركة. ويستعرض التدخلات وآليات العمل المؤسسي والعناصر المختلفة التي تعزز الحيّز الذي يراعي مبادئ العدالة الاجتماعية في السياسات العامة. وفي هذا السياق، تعمل الإسكوا على تنظيم دورات تدريبية على المستويين الوطني والإقليمي لبناء قدرات الجهات المعنية على الدليل واستخدامه في عمليات التخطيط. ESCWA) The guide aims to enhance the capacities of policy-makers in member states in integrating the concepts and principles of social justice into national development policies, plans and programs, and to improve the knowledge about the direct relationship between social justice and the implementation of the 2030 Agenda for Sustainable Development, as well as relevant recent global agreements.The guide also provides a tool to address policy areas that are key for achieving sustainable development and to promote dialogue on how to design these policies using an approach that takes into account the concepts of social justice. To serve these goals, the guide provides a summary of the various approaches and factors that should be considered by Arab countries to ensure that public policies are sensitive to social justice concepts, irrespective of the countries’ capacities, needs, structures, and their economic, social, political and cultural contexts.The guide builds on the conceptual approach to social justice adopted by ESCWA, which is based on the principles of equality, equity, human rights and participation. It reviews the interventions, institutional work mechanisms and the various elements that promote the mainstreaming of social justice in public policies. Going forward, ESCWA will organize national and regional workshops to build government capacities on the guide and use it in their planning processes.

This is what drives the MENA Life Skills and Citizenship Education (LSCE) Initiative, kicked off in 2015 with the aim of supporting the countries of the region – conceptually, programmatically and technically – to improve learning and to better invest such learning in individual, social and economic development.A set of twelve core life skills for MENA has been identified using the four-dimensional learning model: ‘Learning to Know’ (Cognitive Dimension), ‘Learning to Do’ (Instrumental Dimension), ‘Learning to Be’ (Individual Dimension), and ‘Learning to Live Together’ (Social Dimension). The twelve core life skills are life-long and build on evidence that underlines the importance of skills acquisition from an early age. Furthermore, the twelve core life skills are acquired and sustained through all forms of learning in a systems approach that recognizes multiple pathways of learning, formal, non-formal and informal.
