Unpacking Sustainable Development Goal 4 Education 2030: Guide 발행 연도: 2017 단체 저자: UNESCO This guide, organized around a set of questions and answers to “unpack” SDG4, provides overall guidance for a deeper understanding of SDG4 within the 2030 Agenda for Sustainable Development, in order to support its effective implementation. The guide outlines the key features of SDG4-Education 2030 and the global commitments expressed in the SDG4 targets as articulated in the Incheon Declaration and the Education 2030 Framework for Action. The guide also examines the implications of translating these global commitments within, and through, national education development efforts. This guide supplements the UNESCO technical guidelines (2016) for Mainstreaming SDG4-Education 2030 into sector-wide policy and planning. It was developed by Sobhi Tawil, Margarete Sachs-Israel, Huong Le Thu, and Matthias Eck of the UNESCO Section of Partnerships, Cooperation and Research (PCR) within the Division for Education 2030 Support and Coordination. Il se compose de 17 Objectifs de développement durable (ODD) « intégrés et indissociables qui concilient les trois dimensions du développement durable : économique, sociale et environnementale », démontrant par ailleurs l’ampleur et l’ambition de ce nouveau Programme universel. Ils ressortent de ce qui a été sans nul doute le processus de consultation le plus inclusif de toute l’histoire des Nations Unies, le fruit de la contribution substantielle de tous les secteurs de la société, de tous les acteurs de la communauté internationale et de toutes les régions du monde. Tous les États membres, l’ensemble du système des Nations Unies, les experts et les représentants de la société civile, du monde des entreprises et, le plus important, des millions de personnes du monde entier, ont pris l’engagement de concrétiser ce large programme qui s’attaque aux préoccupations communes de la planète toute entière et de promouvoir le bien public.

Social Justice and Public Expenditure Policies in the Arab Revolutions 발행 연도: 2014 저자: Ali Abdul Qadir Ali 단체 저자: Arab Center for Research and Policy Studies This paper examines the challenges faced by Arab spring states when formulating public expenditure policies that meet the revolutions’ demands. In an attempt to establish democratic regimes, the Arab revolutions dictated the creation of pluralist political institutions with concomitant implications for economic institutions. The paper suggests that the challenge of formulating a public expenditure policy in line with the revolutions’ aspirations for social justice lies in the inability of international development agencies, such as the IMF, to propose new and innovative ideas for formulating development policy. However, there are successful applied examples of distributive public expenditure policies for creating social justice. The paper reviews these examples in addition to the results of a survey identifying the size of the middle class in samples of Arab spring states. The survey demonstrates that the middle class represents a majority of population in these countries, suggesting that the transition to electoral democracy requires adopting distributional public expenditure policies in which the middle class voter occupies a central role.

But there is one common denominator that cuts across this agenda: data. Without timely, relevant, and disaggregated data, policymakers and their development partners will be unprepared to turn their promises into reality for communities worldwide. With only eleven years left to meet the goals, it is imperative that we focus on building robust, inclusive, and relevant national data systems to support the curation and promotion of better data for sustainable development. In Counting on the World to Act, TReNDS details an action plan for governments and their development partners that will enable them to help deliver the SDGs globally by 2030. Our recommendations specifically aim to empower government actors – whether they be national statisticians, chief data scientists, chief data officers, ministers of planning, or others concerned with evidence in support of sustainable development – to advocate for, build, and lead a new data ecosystem.
