“Just Don’t Moralize!” Emotional Processes in the Pedagogical Engagement with National Socialism 발행 연도: 2008 저자: Gudrun Brockhaus The original title: “Bloß nicht moralisieren!” Emotionale Prozesse in der pädagogischen Auseinandersetzung mit dem Nationalsozialismus(Einsichten und Perspektiven, Bayerische Zeitschrift für Politik und Geschichte, 1(8), pp. 28–33.) The article is a critical reflection on the outcomes of an empirical study (Kühner 2008; Kühner et al. 2008), based on a psychological/psychoanalytical perspective: how should we deal with emotions when dealing with the Holocaust? The author highlights the teachers’ very high expectations regarding the emotional Betroffenheit, the pressure on consensus, and the tabooisation of “political incorrectness” in the classroom, tendencies that can lead to a problematic teacher-student relationship. Thus, teachers encounter specific didactical difficulties and show a certain lack of self-assertion. Brockhaus assumes that this is based on how the teacher relates, as a person and as a pedagogue, to the heritage of National Socialism. Brockhaus concludes by insisting on the necessity to reflect openly, as students and as teachers, on the emotional processes and the reluctance caused by the topic of the Holocaust in this society. The above abstract is taken from the International Holocaust Remembrance Alliance Education Research Project. En este sentido se propone lo lúdico como un posible recurso didáctico que permita ofrecer espacios de inclusión educativa de las distintas facetas del ser humano que demanda el buen vivir tanto en cuanto se conceptualiza constitucionalmente el derecho a la educación en su formación holística, de la conciencia, identificación del ego como barrera para el diálogo y las posibilidades de la interculturalidad, o la humildad mediante la autocrítica, entre otras. En este trabajo se persigue plantear una sucinta reflexión y propuesta concerniente al juego como estrategia lúdica favorecedora de prácticas inclusivas, así como justificar su promoción como medio formativo de una cultura educativa del sumak kawsay. Their educational and cultural needs and demands are increasingly being framed in the language of human rights, based on the expanding international legal and institutional human rights system. The United Nations World Conference on Human Rights, held in Vienna in 1993, endorsed a rights-based approach to development, human rights education is a growing field in educational practice, respect for cultural diversity is now enshrined in international and domestic laws, and the right of every person to education and to culture has become a mainstay of international human rights principles to which a majority of the world's states has subscribed. The publication is a new opportunity for the voices of different interlocutors to give an account, in their countries and contexts, both of the construction of identity processes, and of their recognition and respect. This also implies raising the obstacles, the contributions and the advances, to face the challenges still pending. In each work presented here, the authors-whose participation and effort we deeply appreciate-offer sharp insights on various tasks and contexts. We wish, to conclude, that this text also contributes to the reflection on the possible courses that have been adopted or that require a deepening of the educational policies, specifically in the agendas related to the themes of this publication. Enhancing learning of children from diverse language backgrounds: mother tongue-based bilingual or multilingual education in the early years 발행 연도: 2011 저자: Jessica Ball 단체 저자: UNESCO This literature review discusses mother tongue based bilingual or multilingual education for children starting in early childhood. The report: (1) informs policy-makers of existing research and practices in mother-tongue instruction in early childhood and early primary school years; and (2) raises awareness of the value of maintaining the world’s languages and cultures by promoting and resourcing mother tongue-based education for young children. This analysis of current literature is framed within UNESCO’s mandate and strong commitment to quality education for all and to cultural and linguistic diversity in education (UNESCO, 2003a). This discussion is especially timely, given the slow and uneven progress (UNESCO, 2000) in meeting international targets for universal education articulated in the Education for All Goals 1 (ECCE), Goal 2 (Primary Education), and Goal 6 (Quality of Education) (World Declaration on Education for All, 1990).1 Impetus for the current report is provided by the UNESCO (2008a) ‘Global Monitoring Report on Education for All: Will we make it?’ The 2008 GMR report calls for unwavering political will to ensure that education from early childhood onwards is a priority of national governments, civil society and the private sector in order to ensure educational inclusion for the 72 million children out of school and to reduce the numbers of young learners who leave school without acquiring essential skills and knowledge. The report calls for increased investments in the provision of pre-primary education for children aged 3 and above, and for policy measures to provide care and education to children below age 3. UNESCO (2007a) emphasizes the role of early childhood care and development in laying the foundation for learning and setting the stage for successful engagement in formal education. UNESCO has encouraged mother tongue instruction in early childhood and primary education since 1953 (UNESCO, 1953). Yet, monolingualism in official or dominant languages is still the norm around the world (Arnold, Bartlett, Gowani, & Merali, 2006; Wolff & Ekkehard, 2000). In its report, ‘Strong Foundations: Early Childhood Care and Education’, UNESCO (2007a) points out the overlooked advantages of multilingual education in the early years. When children are offered opportunities to learn in their mother tongue, they are more likely to enrol and succeed in school (Kosonen, 2005) and their parents are more likely to communicate with teachers and participate in their children’s learning (Benson, 2002). Mother tongue based education especially benefits disadvantaged groups, including children from rural communities (Hovens, 2002), and girls, who tend to have less exposure to an official language and tend to stay in school longer, achieve better, and repeat grades less oft en when they are taught in their mother tongue (UNESCO Bangkok, 2005). IBE-UNESCO preparatory report for the 48th ICE on inclusive education 발행 연도: 2007 단체 저자: UNESCO International Bureau of Education (IBE) The International Conference on Education (ICE) is a major international forum for educational policy dialogue among Ministers of Education and other stakeholders (researchers, practitioners, representatives of intergovernmental organizations and NGOs). The ICE is organized by the International Bureau of Education (IBE), the UNESCO institute specialized in assisting Member States in curriculum development to achieve quality Education For All. The IBE Council, composed of 28 UNESCO Member States, has proposed in January 2007 that the 48th ICE session, to be held in Geneva in November 2008, should focus on the theme “Inclusive Education: the Way of the Future”. The 48th ICE will focus on broadening the understanding of the theory and practice of inclusive education while discussing how governments can develop and implement policies on inclusive education. The IBE is hosting a series of regional preparatory workshops dedicated to exploring and advancing inclusive education in preparation for the ICE 2008. The Regional Preparatory Workshop "International Workshop on Inclusive Education, Andean and Southern Cone Regions” was held in Buenos Aires, Argentina on the 11-14 September 2007. This event was organized by the International Bureau of Education (IBE/UNESCO), the Division for the Promotion of Basic Education (ED/BAS, UNESCO Paris), the Regional Bureau of Education for Latin America and the Caribbean (OREALC/UNESCO); University of de San Andrés, Ministry of Science, Technology and Education, in collaboration with the Community of Practice - Southern Cone and Andean Regions; it had the participation of ten countries from the Southern Cone and Andean Regions. This report is based on the workshop’s country reports and presentations on the conception and status of inclusive education in participating countries, and on the ideas proposed by participants on what the next steps should be on how to advance inclusive education policy and implementation in the region.
