UNESCO in action: preventing violent extremism worldwide

UNESCO supports countries in crafting education programmes that build young people’s resilience to violent extremist messaging and foster a positive sense of identity and belonging. From this angle, the role of education is not to intercept violent extremists or identify individuals who may potentially become violent extremists, but to create conditions to build the defences of peace within learners through values, skills and behaviours that reject violent extremism, and by strengthening their commitment to non-violence and peace. This work is undertaken within the broader framework of Global Citizenship Education, where UNESCO leads implementation of Target 4.7 of the Sustainable Development Goal 4 on Education. The work undertaken in the field of Global Citizenship Education also embraces activities pertaining to human rights and peace education, Holocaust and genocide education, and activities to combat all forms of intolerance, racism and anti-Semitism.

This guidance note offers comprehensive background information and resources, along with guidelines and guidance for the UN system, in supporting Member States in their efforts to prevent and counter violent extremism and terrorism (P/CVE)—with a primary focus on preventing violent extremism (PVE). It proposes a model for gender mainstreaming across PVE efforts that is human rights–compliant.The objective of this document is not to provide a single template or one-size-fits-all approach for PVE—in part because a wide range of activities potentially falls under PVE—but more significantly because, to be successful, each context requires a human rights–compliant, gender-responsive, bespoke, and locally derived set of practices and policies.

Violence against women and girls remains pervasive across the world, despite significant efforts being made to recognize, eliminate, and prevent it in all its forms. Eliminating violence against women and girls is pivotal to achieving gender equality, women’s empowerment, and the Sustainable Development Goals. Elimination can only be done through prevention. Successful prevention requires: political commitment and leadership,implementing laws and policies that promote gender equality,investing in women’s organizations,allocating resources to prevention, andaddressing the multiple forms of discrimination women face daily. Based on the principles of respect and equality, and lessons learned from evidence-based results on what works in preventing violence from occurring and recurring, the World Health Organization (WHO) and UN Women, in collaboration with ten other UN, bilateral, and multilateral agencies, have developed “RESPECT Women: Preventing violence against women”. This publication provides a comprehensive framework to inform policy makers and implementers about designing, planning, implementing, monitoring, and evaluating interventions and programmes on preventing and responding to violence against women.
