기후변화 적응정책 10년: 현주소 진단과 개선방안 모색을 중심으로 (Ⅲ) 발행 연도: 2021 저자: 송영일 | 신지영 | 박진한 | 박송미 | 김미래 단체 저자: 한국환경연구원 IPCC 제5차 평가보고서(2013년) 발간 이후 8년만인 올해 발간된 제6차 평가보고서에서는 전 세계 평균기온이 산업혁명 이전보다 1.09℃ 증가한 것으로 발표하였는데, 이는 제5차 보고서 발간 당시 발표한 0.78℃에 비하여 0.31℃가 증가한 것입니다. 전 세계적으로 온실가스 발생을 감축하기 위해 꾸준히 노력해 왔음에도 불구하고 지난 8년 정도의 시간 동안 이와 같은 기온상승이 있었습니다. 이는 기후변화가 우리의 생각보다 빨리 진행되고 있으며 이미 배출된 온실가스만으로도 기후변화가 지속적으로 발생할 수 있다는 사실을 뒷받침합니다. 신 기후체제의 근간이 되는 파리협정에서는 감축과 함께 적응을 중요한 기후변화 대응방안으로 평가하고 있습니다.우리나라에서는 기후변화의 부정적 영향에 대비하고 기후탄력성을 키워 기후 안전 사회를 이루기 위하여 2010년부터 적응정책을 이행하고 있습니다. 지난 10년간 적응정책 이행 과정에서 발생한 성과와 한계를 진단하고 이를 토대로 개선방안을 제시하기 위하여 총 3년에 걸쳐 본 과제가 수행되었습니다. 3년 차인 2021년에는 제도적 측면의 평가와 기후변화 리스크 저감 효과 측면에서 적응정책을 살펴보았습니다. 본 연구에서 도출한 해외주요 국가들과의 적응정책 비교·분석 결과 및 적응목표와 이행 정도에 대한 갭(gap) 분석 결과는 적응정책을 개선하고 실효성을 높이는 데 이바지할 것으로 기대합니다. * 본 저작물은 한국환경연구원에서 '2021'년에 작성하여 공공누리 제'4'유형으로 개방한 ‘기후변화 적응정책 10년: 현주소 진단과 개선방안 모색을 중심으로 (Ⅲ)(작성자: 송영일 외)’를 이용하였으며 해당 저작물은 한국환경연구원 홈페이지(http://www.kei.re.kr)’에서 무료로 다운받으실 수 있습니다.

It is recommended that each country build its own implementation mechanism, which sets its own policy goals and targets, tailored to its respective national context. South Korea established the ‘National Sustainable Development Goals (K-SDGs)’ in 2018, consisting of 17 policy goals and 122 targets. In 2020, the country prepared the Fourth Basic Plan for Sustainable Development (2021-2040). The K-SDGs were revised and supplemented in consideration of recent changes in conditions.This study aims to develop a national K-SDGs strategy by examining factors that threaten sustainable development, with a focus on the COVID-19 pandemic.

The announced learning goals are often associated with the notion of digital citizenship. At the same time, educational institutions are defining the digital learning environments that teachers and students must adopt. Positioning themselves in the digital humanities, the authors question the posted definitions of digital citizenship, confront them with the sui generis nature of the digital and its industry, and finally question the connection between these and the public school. Issues of citizen empowerment, autonomy, and governance serve the analysis and allow us to conclude that it is necessary to debate the pedagogical-digital contradictions. Si les États ont toujours eu à faire face à des tentatives d’évitement de l’impôt par les contribuables, la mondialisation a introduit une dynamique inédite d’évasion fiscale. Face aux « citoyens du monde », les États peuvent déplorer le manque de civisme par rapport à l’impôt ou entrer dans le jeu de la compétition fiscale. En s’appuyant sur une connaissance intime du sujet par l’auteur qui a mené une première carrière de fiscaliste international, sur des apports théoriques sur la citoyenneté et sur une enquête sociologique auprès de trente-cinq individus appartenant à l’élite économique mondiale, cet article analyse le cercle vicieux qui mine l’un Les dispositifs numériques ont colonisé de nombreuses facettes de notre quotidien et l’école obligatoire s’approprie maintenant cette évolution. Les finalités annoncées sont souvent associées à la notion de citoyenneté numérique. Parallèlement, les institutions scolaires définissent les environnements numériques d’apprentissage que les enseignants et élèves doivent adopter. Se positionnant dans les humanités numériques, les auteurs interrogent les définitions affichées de la citoyenneté numérique, les confrontent à la nature sui generis du numérique et de son industrie, pour enfin questionner le rapprochement entre ceux-ci et l’école publique. Des enjeux d’émancipation citoyenne, d’autonomie et de gouvernance servent l’analyse et permettent de conclure à la nécessité de débattre les contradictions pédago-numériques. 
The Genesis of the Category of “LGBT Refugee” Within the United Nations High Commissioner for Refugees 발행 연도: 2021 저자: Ahmed Hamila 단체 저자: Alterstice The international protection system is governed by the Geneva Convention of 1951, supplemented by the New York Protocol of 1967. These international conventions list five grounds for granting refugee status: persecution based on race, religion, nationality, membership of a certain social group, and political opinions. These international instruments do not explicitly recognize persecution based on sexual orientation and gender identity as grounds for granting refugee status. However, over the past three decades, the Office of the United Nations High Commissioner for Refugees (UNHCR) has come to recognize such persecution as grounds for granting international protection. In this article, I focus on the genesis of the "LGBT refugee" category within the UNHCR in the early 2000s. The essay argue that the emergence of this new category of refugees is part of two parallel dynamics, which both led to the development of the UNHCR Guidelines, which explicitly recognize persecution based on sexual orientation as a ground for granting refugee status. On the one hand, it is in the context of greater attention paid to refugee women, and in particular to gender-related persecutions, that persecutions related to sexual orientation are for the first time discussed. On the other hand, the category of “LGBT refugee” also appears in the context of the interpretation of the notion of “belonging to a certain social group”. Ces conventions internationales énumèrent cinq motifs d’octroi du statut de réfugié : les persécutions du fait de la race, de la religion, de la nationalité, de l’appartenance à un certain groupe social et des opinions politiques. Ces instruments internationaux ne reconnaissent pas explicitement les persécutions du fait de l’orientation sexuelle et de l’identité de genre en tant que motifs d’octroi du statut de réfugié. Cependant, au cours des trois dernières décennies, le Haut-Commissariat des Nations Unies pour les réfugiés (HCR) a été amené à reconnaître ces persécutions en tant que motifs d’octroi de la protection internationale. Dans cet article, je m’intéresse à la genèse de la catégorie de « réfugié LGBT » au sein du HCR au début des années 2000. Je soutiens que l’émergence de cette nouvelle catégorie de réfugiés s’inscrit dans deux dynamiques parallèles, qui ont toutes les deux débouché sur l’élaboration des Principes directeurs du HCR, qui reconnaissent explicitement les persécutions du fait de l’orientation sexuelle en tant que motif d’octroi du statut de réfugié. D’une part, c’est dans le contexte d’une plus grande attention portée aux femmes réfugiées, et notamment aux persécutions liées au genre, qu’il est pour la première fois question des persécutions liées à l’orientation sexuelle. D’autre part, la catégorie de « réfugié LGBT » apparaît aussi dans le contexte de l’interprétation de la notion d’« appartenance à un certain groupe social ».

Science, Technology and Innovation Policy Instruments for the Sustainable Development Goals: A Global Outlook 발행 연도: 2024 저자: Galindo Moreno | Manuel Ricardo 단체 저자: UNESCO This publication explores the design, implementation and impact of science, technology and innovation (STI) policy instruments across regions, revealing diverse policy priorities and support strategies. Data from the UNESCO Global Observatory of Science, Technology and Innovation Policy Instruments (GO-SPIN) platform shows that STI policy instruments are closely linked to the SDGs, particularly with SDG 9 (industry, innovation and infrastructure), SDG 8 (decent work and economic growth) and SDG 4 (quality education). Over three-quarters of these policy instruments target these goals. This publication advocates for the use of evidence in designing policies and policy instruments and underscores the importance of continuous monitoring of their implementation. Additionally, it recommends diversifying funding sources, enhancing program management, fostering communication with stakeholders, and applying policy instruments to promote transformative learning.
