El tercer Informe mundial sobre el aprendizaje y la educación de adultos (GRALE III) se funda en los estudios de monitoreo completados por 139 Estados Miembros de la UNESCO a fin de producir una visión diferenciada sobre el estado global del aprendizaje y la educación de adultos (AEA). Evalúa el progreso de los países en lo que respecta al cumplimiento de los compromisos que hicieron en el Marco de acción de Bélem, aprobado en la VI Conferencia Internacional de Educación de Adultos (CONFINTEA VI) en 2009.Además, el informe examina el impacto del AEA en tres áreas importantes: salud y bienestar; empleo y mercado de trabajo, así como vida cívica y comunitaria. El GRALE III brinda a los responsables de la formulación de política, investigadores y practicantes pruebas convincentes de los más amplios beneficio del AEA en todas estas áreas. The Global Report series has been designed to monitor the implementation of the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions (2005). It also provides evidence of how this implementation process contributes to attaining the United Nations 2030 Sustainable Development Goals and targets.The 2018 Global Report analyses progress achieved in implementing the 2005 Convention since the first Global Report was published in 2015.Grounded in the analysis of the Quadrennial Periodic Reports submitted by Parties to the Convention and relevant new findings, this report examines how the 2005 Convention has inspired policy change at the global and country level in ten areas of monitoring. It puts forward a set of policy recommendations for the future, addressing the adaptation of cultural policies to rapid change in the digital environment, based on human rights and fundamental freedoms.When deployed together, the two editions of the Global Report are beginning to produce new and valuable evidence to inform cultural policy making and advance creativity for development.

Concebida para efectuar el seguimiento de la aplicación de la Convención de la UNESCO sobre la Protección y la Promoción de la Diversidad de las Expresiones Culturales (2005), esta serie de Informes Mundiales también proporciona pruebas de cómo el proceso de aplicación de esta Convención contribuye a la consecución de las metas fijadas en los Objetivos de Desarrollo Sostenible de la Agenda para 2030 de las Naciones Unidas.En el Informe Mundial 2018 se examinan los progresos realizados en la aplicación de la Convención de 2005 desde la publicación del primer Informe en 2015.Basándose en un análisis de los informes periódicos cuadrienales presentados por las Partes en la Convención, así como en los resultados pertinentes de recientes investigaciones, el presente Informe muestra cómo la Convención de 2005 ha contribuido a hacer evolucionar las políticas culturales a nivel nacional y mundial en diez ámbitos. Le troisième Rapport mondial sur l’apprentissage et l’éducation des adultes (GRALE III) s’appuie sur les réponses de 139 Etats membres de l’UNESCO à l’enquête de suivi GRALE III et brosse un tableau nuancé de la situation de l’apprentissage et de l’éducation des adultes dans le monde. Le rapport évalue les progrès accomplis par les pays dans la mise en oeuvre des engagements qu’ils ont pris dans le Cadre d’action de Belém, document adopté lors de la sixième Conférence internationale sur l’éducation des adultes (CONFINTEA VI) en 2009.En outre, le rapport examine l’impact de l’apprentissage et de l’éducation des adultes sur trois domaines majeurs : la santé et le bien-être ; l’emploi et le marché du travail ; et la vie sociale, civique et communautaire. The Global Reports on Adult Learning and Education (GRALE) play a key role in meeting UNESCO’s commitment to monitor and report on countries’ implementation of the Belém Framework for Action. This Framework was adopted by 144 UNESCO Member States at the Sixth International Conference on Adult Learning and Education (CONFINTEAVI), which was held in Belém, Brazil, in 2009. In the Belém Framework for Action, countries agreed to improve ALE across five areas of action: policy; governance; financing; participation, inclusion and equity; and quality (UNESCO Institute for Lifelong Learning, 2010b).GRALE III appears as the ALE community prepares for an important global conference: the 2017 Mid-Term Review of CONFINTEA VI. GRALE III will help high-level decision makers take stock of progress in delivering their Belém promises since 2009. It will also help them look ahead to 2030. Policymakers are now considering how to put into practice the ALE promises made in the 2030 Agenda for Sustainable Development (United Nations, 2015) and the Recommendation on Adult Learning and Education (2015) (UNESCO, 2015). GRALE III will support their deliberations by showing how ALE can help achieve broader health, economic and social outcomes. It will identify major challenges for ALE and examine the implications for ALE of major global trends like migration and demographic shifts.GRALE III brings together the latest data, policy analysis and case studies on ALE. Government leaders will find high quality evidence to inform their policies, strategies and budgets. Proponents of change will find compelling arguments showing how ALE promotes sustainable development, healthier societies, better jobs and more active citizenship. Policy analysts will find entry points and ideas for future research and policy.

The global inventory 2017 further strengthens the knowledge base on developments in national and regional qualifications frameworks, as implemented by countries and regions, by end of 2016. It acts as an observatory of progress in establishing NQFs, as well as the challenges and success factors in implementation. The thematic chapters (Volume I) discuss key trends and policy issues emerging from qualifications frameworks and learning outcomes reforms and developments. Volume II consists of NQF case studies of 100 countries from all continents and seven regional qualifications frameworks (RQF). The case studies look at the educational, social, economic and political context in which an NQF is embedded, main policy objectives, implementation of learning outcomes, stakeholder involvement and institutional arrangements. They also show how NQFs open for and link to validation arrangements, support recognition and learning pathways. They conclude with important lessons and future plans.The global inventory draws on inventories from four agencies: the European Centre for the Development of Vocational Training (Cedefop), the European Training Foundation (ETF), the United Nations Educational, Scientific and Cultural Organisation (UNESCO) and the UNESCO Institute for Lifelong Learning (UIL), working and communicating with country officials and experts. It also draws on extensive international research in qualifications reforms, comparability of qualifications, and use of learning outcomes.

The Sustainable Development Goal (SDG) 4 is an ambitious and specific goal to drive the education development agenda from 2016 – 2030 and a means through which all the seventeen (17) SDGs will be achieved. The SDGs aim among others, to end poverty, hunger and inequality, take action on climate change and the environment, improve access to health and education, and build strong institutions and partnerships.To ensure adequate attention to the different thematic areas of education, SDG 4 has been broken down into seven targets and three means of implementation. The targets and the means of implementation are crafted in such a way that all the critical areas of education, both emerging and the unfinished Education for All (EFA) business could be addressed in some way through the global education agenda.This publication presents Botswana’s National Strategy for the Implementation of SDG 4 – Education 2030, which was developed with guidance from the Incheon Declaration on Education 2030. The Incheon Declaration on Education 2030 is a guide to Member States on the implementation of SDG 4. It provides an outline on how to translate the agenda into national priorities and further proposes some strategies and thematic indicators for measuring success on the different SDG 4 targets.
