Cabe mencionar que, a pesar de la existencia de principios básicos, tales como: universalidad, interdependencia, indivisibilidad y progresividad, las demandas fundamentales de las colectividades sociales excluidas, reconocidas tanto en la Constitución federal, como en los tratados internacionales, en la praxis no han sido atendidas.
