It can be used as a self-study tool. Readers can select topics that they have identified as priority learning areas to help them improve their own understanding and practical capacity. The toolkit can also be used by trainers to facilitate training sessions. Trainers can choose tools from the kit that best match the needs of their trainees.  Pursuing quality in early learning, vol. 1: Early childhood care and education (ECCE) teacher competency framework for Southeast Asia (SEA) Southeast Asian Ministers of Education Organization (SEAMEO) | UNESCO Bangkok With the United Nation’s (UN) Sustainable Development Goals (SDGs) as a platform for achieving quality early childhood care and education outcomes by 2030, ECCE policy-makers, practitioners, and academicians from Asia-Pacific countries gathered at the second Asia-Pacific Regional Policy Forum on Early Childhood Care and Education in Putrajaya, Malaysia in 2016 to share experiences, innovations, and lessons learned in developing and implementing ECCE policies and initiatives. This document first provides a brief background, and discusses the purposes and intended audience for which the framework was developed (Section I). A succeeding section reflects on the regional ECCE landscape (Section II), before proceeding to a discussion of the ECCE teacher competency framework for Southeast Asia (Section III). Section IV suggests possible uses of the ECCE teacher competency framework; a final section concludes with areas for future action.  Early Childhood Development and Early Learning for Children in Crisis and Conflict Global Education Monitoring Report Team There is an urgent need for a comprehensive response, including early learning and family support programs, to the rapidly growing population of young children worldwide living in crisis and conflict. Substantial evidence from neuroscience to economics indicates that the early years of a child’s life lay the foundation for long-term health, learning and behavior. The first months and years are not only a critical period in an individual child’s lifelong capacity for learning, but weak learning foundations of children can compromise the long-term development of nations. Yet a review of Refugee and Humanitarian Response Plans conducted for this paper revealed that only 9 percent of plans included the essential elements of early learning. Relative to health and nutrition programming, early education and parenting interventions were more likely to be omitted from the Response Plans. The rationale for focusing new attention on the educational needs of young children living in fragile conditions is strong: there is a broad body of scientific evidence; the international legal framework of the United Nations Convention of the Rights of the Child asserts that all children have the right to health, education, legal registration, and protection from violence and separation from parents, beginning at birth; and the Sustainable Development Goals for all will be not reached without a focus on the earliest years of life in crisis and conflict situations. This background paper presents the case for increased attention and investment in early childhood in conflict and crisis contexts, with focused attention on early learning and family support. The scale of the problem, current science and evidence, current global standards and principles, and case studies are all discussed and priority recommendations are offered. Education and Migration Policy Paper: Language, Education and Migration in the Context of Forced Displacement (Policy Brief Series, no 1) Год публикации: 2018 Автор: Francine Sara Menashy | Zeena Zhakaria A surge in global migration, spurred in part by conflict, emergency, and fragility, has elicited increased attention to the specific needs of migrant and refugee learners. The international community faces an urgent global challenge: more people are now displaced than since the end of the Second World War. Half of those displaced are under the age of 18. Further, while two-thirds of international migrants are in high-income countries, 85% of those displaced by conflict and natural disaster now live in low-income countries. Forced displacement creates particular vulnerabilities, including access to education free from discrimination. Meeting Sustainable Development Goal 4 by 2030 demands that all children, youth, and adults receive an inclusive and equitable quality education. Education is a right that plays a critical role in advancing both sustainable development and peace. Yet refugees, migrants, and asylum seekers encounter numerous barriers to an inclusive andequitable quality education in host countries worldwide. UNESCO, Climate Change Education and COP22 Год публикации: 2016 Организация-автор: UNESCO Education is a key vector to prepare societies for global changes. It plays a critical role in achieving sustainable development goals and putting into practice a global agreement on climate change.
