Manual on Citizenship Competencies: Citizenship Academy Project Год публикации: 2020 Организация-автор: Organization of Ibero-American States for Education, Science and Culture (OEI) | Panamanian Debate Association (ASPADE) | Eduardo Morgan Foundation (FUNDAMORGAN) The Citizen Competencies Manual is a tool for facilitators of the Ibero-American Education Program in human rights, democracy and citizenship. Citizen Academy is an initiative led by the Organization of Ibero-American States (OEI) with the Panamanian Debate Association (ASPADE) and the Eduardo Morgan Foundation (FUNDAMORGAN). Within the Citizen Academy Program, various initiatives have been developed, all focused on the importance of citizen participation and the development of skills that contribute to the personal and professional growth of the participants. In this manual, teachers and trainers will be able to find a roadmap to learn and teach their students about: i) citizenship skills, ii) debate and democracy, iii) culture of legality, iv) good governance, v) human rights , vi) equity and diversity and vii) peaceful conflict resolution and the ImPacta methodology. Academia Ciudadana es una iniciativa liderada por la Organización de Estados Iberoamericanos (OEI) con la Asociación Panameña de Debate (ASPADE) y Fundación Eduardo Morgan (FUNDAMORGAN). Dentro del Programa de Academia Ciudadana, se han desarrollado diversas iniciativas todas enfocadas en la importancia de la participación ciudadana y el desarrollo de habilidades que contribuyan al crecimiento personal y profesional de los participantes. En el presente manual, los docentes y formadores podrán encontrar una hoja de ruta para aprender y enseñar a sus estudiantes sobre: i) competencias ciudadanas, ii) debate y democracia, iii) cultura de legalidad, iv) buen gobierno, v) derechos humanos, vi) equidad y diversidad y vii) resolución pacífica de conflictos y la metodología ImPacta.

Tirana Hassan, Directrice exécutive de l'organisation a tenu quelques mots sur la situation actuelle: « La reprise du conflit armé entre Israël et le Hamas, d’une part, et au Soudan d’autre part, ont causé des souffrances considérables, tout comme les guerres qui se poursuivent en Ukraine, au Myanmar, en Éthiopie et au Sahel. Les gouvernements ont dû faire face à l’année la plus chaude jamais enregistrée : une vague d’incendies de forêts, de sécheresses et de tempêtes a semé la dévastation pour des millions d’habitants au Bangladesh, en Libye et au Canada. Des décisions politiques ont, par ailleurs, creusé les inégalités partout dans le monde, suscitant la colère de millions de gens contraints à lutter pour leur survie. Les droits des femmes et des filles et des personnes lesbiennes, gays, bisexuelles et transgenres (LGBT) ont connu de durs revers en de nombreux pays, à l’exemple de la persécution basée sur le genre des talibans en Afghanistan.». The NGO Human Rights Watch has compiled a global report on human rights around the world, based on its observations in the field, to shed light on the abuses perpetrated throughout 2023 and the challenges it poses for the years to come. Tirana Hassan, the organization's Executive Director, expressed a few words to say about the current situation: "The resumption of armed conflict between Israel and Hamas, on the one hand, and in Sudan on the other, have caused considerable suffering, as have the ongoing wars in Ukraine, Myanmar, Ethiopia and the Sahel. Governments had to cope with the hottest year on record: a wave of forest fires, droughts and storms brought devastation to millions of people in Bangladesh, Libya and Canada. At the same time, political decisions have deepened inequalities around the world, angering millions of people forced to fight for survival. The rights of women and girls and of lesbian, gay, bisexual and transgender (LGBT) people have suffered severe setbacks in many countries, such as the gender-based persecution of the Taliban in Afghanistan".

In a world characterized by the complexity and speed of changes, it is very important to overcome the the compartmentalization of knowledge in areas such as mathematics, social, language, etc and look for global approaches. Education as a transformative practice cannot be outside of the major challenges facing humanity at the national and multilateral. The 2030 Agenda and the Sustainable Development Goals gives opportunities for the consolidation of the Education for Global Citizenship. En un mundo caracterizado por la complejidad y la rapidez de cambios es muy importante superar la compartimentalización del conocimiento en áreas estanco (matemáticas, sociales, lengua, etc.) para abordarlo de manera global. La educación como práctica transformadora no puede estar al margen de los grandes retos que enfrenta la humanidad en el ámbito nacional y multilateral.
