LSCE Measurement Instrument: Measuring Life Skills in the Context of Life Skills and Citizenship Education in the Middle East and North Africal; Advocacy Brief Год публикации: 2021 Организация-автор: UNICEF Middle East and North Africa Teaching and learning life skills is incredibly important for empowering children and young people to achieve success in education, employment, and personal goals. Nevertheless, few education systems have integrated life skills into their education systems. One of the reasons for this is challenges concerning the lack of knowledge as to how life skills can be measured, assessed, and evaluated. Building on the regional Life Skills and Citizenship Education (LSCE) framework in the Middle East and North Africa (MENA), UNICEF and The World Bank have developed this LSCE Measurement Instrument, to measure the national level of grade 7 students’ scores in eight life skills as national large-scale assessment.
إدماج وضمان حقوق النساء والفتيات: دليل المدن العربية Год публикации: 2023 Организация-автор: UNESCO Cairo | European Training and Research Centre for Human Rights and Democracy (Austria) إدماج النساء والفتيات في المدن العربية، تح ٍد أم فرصة؟يشكل إدماج النساء والفتيات عنصرا محوريا في مسألة الإدماج الحضري. فعلى الرغم من أن النساء والفتياتي مثلن ما يقرب من أو يزيد عن نصف السكان في أغلب المدن العربية، فإنهن من أكثرالفئات المستبعدة تاريخيا وهيكلًيا من عملية صنع القرار والتخطيط الإنمائي في المدن العربية. ويواجهن العديد من العوائقل لاستفادة من خدمات المدن ويعانين من عدم المساواة فيفرص المشاركة في أنشطتها.كان إعداد هذا الدليل على أساس ورشة عمل استشارية إقليمية افتراضية، بالإضافة إلى مقابلات متعمقة مع مسؤولي المدن وممثلي تحالف المدن العربية ضد العنصرية والتمييز وكراهية الأجانب والتعصب. ويوفر الدليل أدوات ونصائح عملية لتمكين المدن العربية من تحقيق إدماج النساء والفتيات بشكل أفضل، وضمان حقهن الكامل في الاستفادة من برامج التنمية المحلية.يستهدف هذا الدليل بشكل أساسي السلطات المحلية في المدن العربية بما في ذلك رؤساء البلديات وأعضاء المجالس البلدية والمديرين التنفيذيين في البلديات والهيئات المعنية بتصميم المشاريع والبرامج المحلية وتنفيذها ومتابعتها وتقييمها.يأتي هذا المنشور نتيجة جهد مشترك ساهم فيه كل من المركز الأوروبي للتدريب والبحوث لحقوق الإنسان والديمقراطية في جراتس، وتحالف اليونسكو للمدن العربية ضد العنصرية والتمييز وكراهية الأجانب والتعصب، ومكتب اليونسكو بالقاهرة.
Inclusion of Women and Girls and Ensuring Their Rights: A Toolkit for Arab Cities Год публикации: 2023 Организация-автор: UNESCO Cairo | European Training and Research Centre for Human Rights and Democracy (Austria) Even though women and girls represent close to or more than half of the population of most Arab cities, they are one of the groups that are historically and structurally excluded from decision-making and development planning in the cities. They face many barriers in accessing cities services, and inequality participating in cities activities. Developed on the basis of a virtual regional consultation workshop, as well as in-depth interviews with cities officials and representatives from the Coalition of Arab Cities against Racism, Discrimination, Xenophobia and Intolerance, this Toolkit provides tools and practical advice to enable Arab cities achieve a better inclusion of women and girls, and ensure their full right to benefit from local development programs. The toolkit mainly targets local authorities in Arab cities including Mayors, Members of Municipality Councils, Municipal executives, and Entities concerned with the design, implementation, follow-up, and evaluation of local projects and programs. “Since wars begin in the minds of men andwomen it is in the minds of men and womenthat the defences of peace must be constructed”Inclusion of women and girls in Arab cities: challenge or opportunity?This publication is the result of a joint effort involving the European Training and Research Centre for Human Rights and Democracy in Graz, UNESCO Coalition of Arab Cities against Racism, Discrimination, Xenophobia and Intolerance, and UNESCO Cairo Office.

It outlines a common language on how quality climate change and sustainability can be reflected in the curriculum by setting expected learning outcomes per age group (from 5-year olds and up to 18+ age group, including a lifelong learning approach).This is crucial for accelerating country-level action and ensuring joint monitoring of progress. The objective is to have 90 per cent of all countries include climate change in their curricula by 2030, as established by the Greening Education Partnership.This Guidance aims to support countries, schools or individual practitioners in reassessing their ongoing practices to adopt a more action-oriented, holistic, scientifically accurate, justice-driven and lifelong learning approach to climate change.

Alors que ces avancées scientifiques et technologiques se succèdent à un rythme soutenu, il est essentiel de poursuivre et accélérer la conversation mondiale et inclusive sur leur développement et leur gouvernance.C’est dans ce contexte que Mila et l’UNESCO unissent leurs forces pour mener un travail collectif pour cerner des questions importantes et novatrices quant à la gouvernance de l’IA. La présente publication est une compilation de 18 chapitres sélectionnés à la suite d’un appel à contributions lancé mondiale-ment en 2021. Les articles présentés traversent les frontières disciplinaires et géographiques en plus d’inclure différentes perspectives, incluant celles d’universitaires, de membres de la société civile et d’innovateurs et innovatrices. Cette publication vise à influencer la conversation sur l’IA pour que celle-ci porte moins sur ce que nous savons déjà que sur ce qui échappe à notre regard : les angles morts de l’IA. Disability Discrimination in the Digital Realm: How the ICRPD Applies to Artificial Intelligence Decision-Making Processes and Helps in Determining the State of International Human Rights Law (Human Rights Law Reivew; Volume. 23, Issue. 3) Год публикации: 2023 Автор: Tetyana Krupiy | Martin Scheinin Scholars have identified challenges to protecting individuals from discrimination in contexts where organisations deploy artificial intelligence decision-making processes. While scholarship on ‘digital discrimination’ is growing, scholars have paid less attention to the impact of the use of artificial intelligence decision-making processes on persons with disabilities. This article posits that while the use of artificial intelligence technology can be beneficial for some purposes, its deployment can also construct a disability. The article demonstrates that the Convention on the Rights of Persons with Disabilities can be interpreted in a manner that confers a wide variety of human rights on persons with disabilities in the context when entities deploy artificial intelligence decision-making processes. The article proposes a test for digital discrimination based on disability and shows how it can be incorporated into the treaty through legal interpretation. Thereafter, it moves to developing an analogous general test for digital discrimination under international human rights law, applicable beyond a catalogue of protected characteristics.

Around the globe, women in the labour force earn less than men, spend more time undertaking unpaid child- and elder-care jobs, hold fewer senior positions, participate less in science, technology, engineering and mathematics (STEM) fields, and tend to hold more precarious jobs overall. In harnessing AI, governments, institutions and companies must narrow gender gaps rather than perpetuate or exacerbate them. This report, by the IDB, OECD and UNESCO, outlines current knowledge of the impact that AI systems have on women’s opportunities for work, and their position, treatment and status in the workforce. It does so by exploring how AI is used within and outside the workplace, and how it could be used in the future. It looks at the potential impact of new and emerging AI technologies on the skills that employers will require, on how women look for and are hired for jobs, and on how jobs are structured through automated monitoring and oversight. The report maps the opportunities and challenges that AI presents for the working lives of women and highlights the complexities that varying national and regional contexts present for understanding the impact of AI on the work of women. The report also notes that current research does not offer a complete or definite picture of how AI impacts the working lives of women and calls for further research and analysis in this area.

Alrededor del mundo, en la fuerza laboral las mujeres ganan menos que los varones, dedican más tiempo a trabajo no remunerado cuidando a niños y ancianos, tienen menos puestos sénior, participan menos en los campos de ciencia, tecnología, ingeniería y matemáticas (STEM por sus siglas en inglés) y tienden, en general, a tener trabajos más precarios. Al utilizar la IA, los gobiernos, las instituciones y las empresas deberán achicar las brechas de género y no perpetuarlas o exacerbarlas. Este informe del BID, la OCDE y UNESCO resume el conocimiento actual respecto del impacto que tienen los sistemas de IA sobre las oportunidades laborales de las mujeres, y sobre su posición, tratamiento y estatus en la fuerza laboral. En esta línea, el informe explora cómo se usa la IA dentro y fuera del ámbito laboral y cómo podría ser usada en el futuro. Mira el impacto potencial de las tecnologías de IA nuevas y emergentes sobre las habilidades que requerirán los empleadores, la manera en que las mujeres buscan empleo y son contratadas y cómo se estructuran los empleos a través del monitoreo y la supervisión automatizados. Across multiple studies, the brief reveals how biases emerge in the text generated by LLMs, through gendered word associations, positive or negative regard for gendered subjects, or diversity in text generated by gender and culture. The research uncovers persistent social biases within these state-of-the-art language models, despite ongoing efforts to mitigate such issues. The findings underscore the critical need for continuous research and policy intervention to address the biases that exacerbate as these technologies are integrated across diverse societal and cultural landscapes. The emphasis on GPT-2 and Llama 2 being open-source foundational models is particularly noteworthy, as their widespread adoption underlines the urgent need for scalable, objective methods to assess and correct biases, ensuring fairness in AI systems globally.
Responsible AI in Africa: Challenges and Opportunities Год публикации: 2023 Организация-автор: Palgrave Macmillan This open access book contributes to the discourse of Responsible Artificial Intelligence (AI) from an African perspective. It is a unique collection that brings together prominent AI scholars to discuss AI ethics from theoretical and practical African perspectives and makes a case for African values, interests, expectations and principles to underpin the design, development and deployment (DDD) of AI in Africa. The book is a first in that it pays attention to the socio-cultural contexts of Responsible AI that is sensitive to African cultures and societies. It makes an important contribution to the global AI ethics discourse that often neglects AI narratives from Africa despite growing evidence of DDD in many domains. Nine original contributions provide useful insights to advance the understanding and implementation of Responsible AI in Africa, including discussions on epistemic injustice of global AI ethics, opportunities and challenges, an examination of AI co-bots and chatbots in anAfrican work space, gender and AI, a consideration of African philosophies such as Ubuntu in the application of AI, African AI policy, and a look towards a future of Responsible AI in Africa.
