Sexual Violence and the News Media: Issues, Challenges and Guidelines for Journalists in India Год публикации: 2021 Автор: Chindu Sreedharan | Einar Thorsen Организация-автор: UNESCO New Delhi This report presents the findings of a multilingual national study on the news reporting of sexual violence in India. Drawing on a content analysis of 10 newspapers covering six languages, and semi-structured interviews with 257 journalists working across 14 languages, it provides comparative insights into the routines journalists follow and the challenges they face when they cover sexual violence.The report evidences how news outlets tend to disproportionately publish unusual cases, such as those involving extreme brutality; focus on rape in urban areas; and rely heavily on police sources. Journalists rarely undertake in-depth inquiries into the cases they cover. The challenges they face include safety issues while newsgathering, difficulties in accessing key sources, and distress from the requirements of their assignments. Overall, nearly 20% of our respondents experienced psychological challenges while reporting on sexual violence, and 55% of women journalists reported workplace sexual harassment or violence.Based on the evidence, the report presents seven national and 10 organisational recommendations. It concludes by offering guidelines that individual journalists and media houses can adapt to suit their news routines. 
Curbing Domestic Violence in Kyrgyzstan: Are Victims Protected? On the contrary, domestic violence was criminalized as part of the legislative amendments - it was included in the Misdemeanor Code, which is part of the criminal law. However, according to the author, it has become more difficult to prosecute the perpetrators de facto. 
Technical and Vocational Education and Training for Disadvantaged Youth Год публикации: 2021 Организация-автор: UNESCO International Centre for Technical and Vocational Education and Training (UNEVOC) Due to its close links to the labour market, technical and vocational education and training (TVET) can play an important role to improve job opportunities and livelihoods for young people, and in particular for disadvantaged youth. However, this potential is not always fully realized, and relatively little research and evidence has been collected about the barriers disadvantaged youth face when accessing to and progressing through TVET.This paper maps some of the main barriers disadvantaged youth face in TVET and examines available evidence on strategies and approaches that are being used or can be used to meet the needs of disadvantaged youth. The paper discusses these barriers using a framework that looks at ‘4As’: availability, accessibility, acceptability, and adaptability. The report is the outcome of a study conducted in collaboration with the University of Nottingham and other members of the UNEVOC Network.

Uzbekistan: Why Should the State Weaken Control Over the Institute of Makhalla? In Uzbekistan, such social responsibility is assumed by “mahalla” – the Uzbek citizens’ self-governing institution. Since the beginning of 2017 Uzbekistan has been carrying out large-scale reforms. Important laws and regulations are being adopted, which should create favorable conditions for quality life and ensure freedom for the Uzbek people. With mahallas, however, such positive change in the long-run seems to be just a lip-service. The main challenges mahallas are facing today are, inter alia, obscured freedom they have in ruling themselves and controlling their own affairs and incapability to effectively tackle citizens’ problems, thus leaving people’s trust unjustified. В Узбекистане такую социальную ответственность берет на себя «махалля» – узбекский институт гражданского самоуправления. С начала 2017 года Узбекистан проводит крупномасштабные реформы. Принимаются важные нормативно-правовые акты, которые должны создать благоприятные условия для качественной жизни и обеспечить свободу узбекскому народу. Однако с махаллей такое положительное изменение в долгосрочной перспективе кажется неоднозначным. Основные проблемы, с которыми сегодня сталкиваются махалли – это ограниченная свобода и контроль собственных дел и неспособноть эффективно решать проблемы граждан, что не оправдывает доверия людей.
