The links between certain violations of fundamental rights, climate change, the dangers of digital technology and so many other contemporary issues are often misunderstood or even ignored. The NCCHR is convinced of the urgent need to reaffirm that human rights are the foundation of a democratic society. To this end, the members of the NCCHR set out to deconstruct 13 of the most common misconceptions heard or disseminated in the media and on social networks. Through 13 illustrated chapters, each corresponding to a preconceived idea, human rights appear at the heart of our civilization as a current and indispensable reference. Readers are invited to become actively involved in their promotion. This book is a reminder that fundamental rights are not a construct of the past, but a necessary tool for the present. Aujourd’hui, les droits humains sont remis en cause par différents mouvements qui contestent leur utilité, leur efficacité ou encore leur universalité. Les liens entre certaines violations des droits fondamentaux, le changement climatique, les dangers du numérique, et tant d’autres aspects contemporains restent d’ailleurs bien souvent incompris voire méconnus. La CNCDH est convaincue de l’urgence de réaffirmer que les droits humains constituent le fondement d’une société démocratique. Human rights also have a significant impact on the formation and functioning of modern regimes of international governance, as well as on the political, social and economic relations between the States that make up the international community. The manual is divided into two chapters: The first conceptualizes participatory multiscale planning, while also briefly introducing three topics of great importance to be incorporated into any participatory planning process and construction of public management instruments: the perspective of gender, the use of Convention 169 and Principle 10. The second chapter systematizes a set of methodological instruments that describe the stages of a citizen participation strategy to incorporate the multiscale public management instruments. The manual closes with two annexes, the last of which incorporates a set of tools that can be used in the stages of the construction of a citizen participation strategy. El manual se estructura en dos capítulos: El primero de ellos conceptualiza la planificación multiescalar participativa, a la vez que realiza una breve introducción a tres temas de suma relevancia a incorporar en todo proceso de planificación participativa y construcción de instrumentos de gestión pública: la perspectiva de género, el uso del Convenio 169 y del Principio 10. El segundo capítulo sistematiza un conjunto de instrumentos metodológicos que describen las etapas de una estrategia de participación ciudadana para incorporar a los instrumentos de gestión pública multiescalar. The meeting, with national and international guests, made it possible to reflect on and discuss the main issues -although not the only ones- that are currently in the hands of issues related to the promotion of pluralism and diversity; the challenges for journalism and the media in a context of high technological renewal and economic crisis; the lines of work in the matter for the design and execution of public policies, and research in communication. This publication collects the presentations of the speakers during the Seminar, as well as leaves testimony of the commitments assumed by the presidential candidates that we hope will become an agenda not only for the 2010-2014 administration, but also for the political sectors that represent each one of those who signed the document.
