Office for Democratic Institutions and Human Rights (ODIHR) “L'Éducation aux Droits de l'Homme dans les systèmes scolaires de l'Europe, l'Asie centrale et en Amérique du Nord: Un Recueil de Bonnes Pratiques" est une compilation de 101 exemples de bonnes pratiques dans l'éducation aux droits de l'homme dans les écoles primaires, les écoles secondaires et les établissements de formation des enseignants de l'Organisation pour Sécurité et la Coopération dans la zone Europe (OSCE), qui est également couvert par l'Organisation des Nations Unies pour l'éducation, la science et la culture (UNESCO), le Bureau du Haut Commissariat des Nations Unies aux Droits de l'Homme (HCDH) et, en partie, la situation géographique mandat du Conseil de l'Europe (CoE). Le terme «éducation aux droits de l'homme» est souvent utilisé dans cette ressource dans un sens plus large, pour inclure également l'éducation à la citoyenneté démocratique et l'éducation pour le respect et la compréhension mutuelle, qui sont toutes basées sur les normes des droits humains internationalement convenus. Ces trois domaines sont considérés comme interconnectés et essentiel dans les systèmes éducatifs afin de préparer les jeunes à être des participants actifs, responsables et dans leur communautés, ainsi qu'aux niveaux national et mondial. L'éducation aux droits de l'homme a été défini comme l'éducation, la formation et de l'information visant à la construction d'une culture universelle des droits de l'homme. Une formation approfondie dans les droits de l'homme fournit non seulement des connaissances sur les droits humains et les mécanismes qui les protègent, mais confère également les compétences nécessaires pour promouvoir, défendre et appliquer les droits de l'homme dans la vie quotidienne. L'éducation à la citoyenneté démocratique met l'aCECnt sur les pratiques et les activités visant à aider les jeunes et les adultes à jouer un rôle actif dans la vie démocratique et à exercer leurs droits et responsabilités dans la société de l'éducation. L'éducation pour le respect et la compréhension mutuelle met en évidence le respect de soi, respect des autres, et l'amélioration des relations entre les gens de différentes traditions culturelles. Ce livre vise à soutenir l'enseignement de qualité dans ces domaines et d'inspirer les décideurs éducatifs (ceux qui travaillent dans les ministères de l'éducation et les conseils scolaires locaux) et les administrateurs, les enseignants, les formateurs d'enseignants, les éducateurs non formels et tous les autres acteurs intéressés, ainsi que pour faciliter la mise en réseau et l'échange d'expériences entre les professionnels de l'éducation. Воспитание в духе взаимного уважения и понимания подчеркивает важность самоуважения, уважения других людей и улучшения отношений между людьми, представляющими различные культурные традиции.Настоящая книга задумана как средство поддержки качества обучения в этих областях, как стимул для лиц, ответственных за формирование политики в области образования (сотрудников министерств образования и местных школьных советов), директоров, учителей, преподавателей педагогических учебных заведений, преподавателей, специалистов неформальной сферы образования и всех других заинтересованных лиц, а также как инструмент, содействующий формированию сетей и обмену опытом между специалистами в сфере образования.

감염병 보도 규제의 현황 및 개선 방안 (이슈와 논점 제1665호) Год публикации: 2020 Автор: 김여라 Организация-автор: 국회입법조사처 최근 코로나바이러스감염증-19의 확산으로 언론의 관련 보도가 증가하면서 부정확하고 자극적인 보도, 불필요한 피해자 신원 노출, 특정 집단에 대한 혐오 확산 등에 대한 우려가 높아지고 있다. 하지만 우리의 일상생활과 밀접하게 관련이 있으면서도 알려진 정보가 없는 신종 감염병과 관련하여 국민들은 정부의 발표와 더불어 추가적인 언론보도에 의존할 수밖에 없는 상황이다. 특히 코로나19의 급격한 확산으로 인해 불안감이 심해지는 상황에서 언론의 역할은 매우 중요하다. 이 글에서는 감염병 보도 관련 규제 현황과 감염병 보도의 문제점을 살펴본 후, 감염병 보도에 대한 규제를 법률적 규제와 자율적 규제로 나누어 개선방안을 제시하고자 한다.

UNESCO COVID-19 Education Response: Open and Distance Learning to Support Youth and Adult Learning (Education Sector Issue Note; No. 2.5 – June 2020) Год публикации: 2020 Организация-автор: UNESCO Institute for Lifelong Learning (UIL) A new UNESCO issue note, produced by the UNESCO Institute for Lifelong Learning (UIL), aims to support education policy-makers and planners in ensuring open and distance learning to support youth and adult learning in the context of the current pandemic, now and in its aftermath.Since the COVID-19 outbreak and the worldwide school closures that followed, ministries of education have endeavoured to ensure continuity of learning and encourage schools and educational institutions to explore and utilize online and distance modes of learning. Unfortunately, learners outside of the formal school system who are already in need of urgent learning support, such as low-skilled adults, women, out-of-school youth, migrants and refugees, and persons with disabilities, have suffered disproportionally from the suspension of face-to-face learning at the majority of adult learning centres and non-formal educational institutions.The current pandemic calls for people from people from all socio-economic backgrounds, wherever they live in the world, to develop new knowledge and skills in order to cope with the uncertainty that this crisis imposes. These learning needs include basic health literacy, media literacy, parenting for home-schooling children and professional development to counteract job losses brought on by the pandemic. Correspondingly, enrolment in massive open online courses (MOOCs) is soaring. As such, there have been positive and demand-driven trends in exploring alternative options, such as open and distance learning (ODL), to ensure the continuity and expansion of non-formal education and adult learning.This issue note takes stock of opportunities and challenges in using ODL, both online and offline as defined in the UNESCO Issue Note on Distance Learning Strategies, for youth and adult learners outside the formal education system. After examining key issues and illustrating promising cases from public and private sectors, it provides key messages for policy interventions to support inclusive lifelong learning for youth and adults during and after the current pandemic.UNESCO Education Sector’s issue notes cover key topics related to the COVID-19 education response.
