Он был принят 196 Сторонами на 21-й сессии Конференции Сторон Рамочной конвенции ООН об изменении климата (КС-21 РКИК ООН) 12 декабря 2015 года в Париже. Вступление Соглашения в силу состоялось 4 ноября 2016 года. Задача Парижского соглашения – удержание прироста глобальной средней температуры намного ниже 2 градусов Цельсия сверх доиндустриальных уровней при приложении усилий в целях ограничения роста температуры до 1,5 градусов Цельсия.

Office for Democratic Institutions and Human Rights | Council of Europe Intolerance and discrimination against Muslims are not new phenomena. However, they have evolved and gained momentum in recent years, particularly under conditions of the “war on terror”, the global economic crisis, anxieties about national identity and difficulties in coping with the increased diversity in many societies. Such developments have contributed to a growth in resentment and fear of Muslims and Islam that often been fuelled by sections of the media and by some political discourse. Muslims are often portrayed as extremists who threaten the security and well-being of others.These stereotypes have impact not only on young people but also on their parents, as well as on teachers and other education professionals. This presents a new challenge for educators. While teachers cannot be expected to resolve the political and social tensions among communities, they can play a central role in shaping the attitudes and behaviours of young people. The actions and approaches adopted by teachers and school administrators can be crucial in promoting respect for diversity and mutual understanding, both in schools and in society.Developed by OSCE/ODIHR, the Council of Europe and UNESCO, these Guidelines aim to support educators in countering intolerance and discrimination against Muslims. They are intended for a wide audience, including teachers, principals and head teachers, education policymakers and officials, teacher trainers, teacher unions and professional associations, and NGOs. The Guidelines are relevant for both primary and secondary education and can also be used in non-formal education settings.

Резолюция 2178 (2014) принятая Советом Безопасности на его 7272-м заседании 24 сентября 2014 года Год публикации: 2014 Организация-автор: United Nations Security Council This resolution expanded the counter-terrorism framework by imposing obligations on member states to respond to the threat of foreign terrorist fighters. Through the resolution, the Council condemned violent extremism and decided that Member States shall, consistent with international law, prevent the "recruiting, organizing, transporting or equipping of individuals who travel to a State other than their States of residence or nationality for the purpose of the preperation, planning of, of participation in terrorist acts." Expressing concern over the establishment of international terrorist networks, the Council underscored the "particular and urgent need" to prevent the travel and support for foreign terrorist fighters associated with the Islamic State and the Levant (ISIL), Al-Nusra Front (ANL) and other affiliates or splinter groups of Al-Qaida. In that context, the Council, through the resolution, decided that all States shall ensure that their legal systems provide for the prosecution, as serious criminal offences, of travel for terrorism or related training, as well as the financing or facilitation of such activities. Member States, it also decided, shall prevent entry or transit through their territories of any individual about whom that state had credible information of their terrorist-related intentions, without prejudice to transit necessary for the furtherance of judicial processes. It called on States to require airlines to provide passenger lists for that purpose. Outlining further measures for international cooperation to counter international terrorism and prevent the growth of violent extremism, it expressed readiness to designate additional individuals for sanctions listings, and directed the United Nations counter-terrorism subsidiary bodies to devote special focus to foreign terrorist fighters, assessing the threat they posed and reporting on principal gaps in Member States' abilities to suppress their travel.

We want it to capture the attention of the world’s intellectual and artistic communities, as well as the general public. We aim to have shown them how culture shapes all our thinking, imagining and behaviour. It is the transmission of behaviour as well as a dynamic source for change, creativity, freedom and the awakening of innovative opportunities. For groups and societies, culture is energy, inspiration and empowerment, as well as the knowledge and acknowledgment of diversity: if cultural diversity is ‘behind us, around us and before us”, as Claude L&i-Strauss put it, we must learn how to let it lead not to the clash of cultures, but to their fruitful coexistence and to intercultural harmony. Just as in the tasks of building peace and consolidating democratic values, an indivisible set of goals, so too economic and political rights cannot be realized separately from social and cultural rights. The challenge to humanity is to adopt new ways of thinking, new ways of acting, new ways of organizing itself in society, in short, new ways of living. The challenge is also to promote different paths of development, informed by a recognition of how cultural factors shape the way in which societies conceive their own futures and choose the means to attain these futures. I have for some time been concerned with the “culture of peace”. There is now considerable evidence that neglect of human development has been one of the principal causes of wars and internal armed conflicts, and that these, in turn, retard human development. With government complicity and with the intention of raising export receipts, private businesses continue to sell advanced military technology, nuclear materials and equipment for the production of bacteriological and chemical warfare. The concept of state sovereignty which still prevails today has increasingly come under scrutiny. In the area of peace-keeping, the distinction between external aggression and internal oppression is often unrealistic. The predominant threat to stability are violent conflicts within countries and not between them. There is an urgent need to strengthen international human rights law. Many of the most serious troubles come from within states – either because of ethnic strife or repressive measures by governments. Conditions that lead to tyranny and large-scale violations of human rights at home sooner or later are likely to spill over into a search for enemies abroad. The temptation of repressive states to export internal difficulties is great. Consider the Soviet Union’s invasion of Hungary and Czechoslovakia after it had used domestic oppression and the persistent refusal - for many years - of the previous South African governments to grant independence to Namibia. An ounce of prevention is better than a ton of punishment.
INSPIRE: семь стратегий по ликвидации насилия в отношении детей Год публикации: 2016 Организация-автор: World Health Organization (WHO) Cборник информационных материалов, основанных на фактических данных и предназначенных для всех, кто заинтересован в профилактике насилия в отношении детей и подростков и принятии ответных мер — от государственных деятелей до обычных граждан и от организаций гражданского общества до представителей частного сектора. В этом документе представлен комплекс избранных стратегий, основанных на самых убедительных из имеющихся на сегодняшний день фактических данных и призванных помочь странам и сообществам сосредоточить усилия на профилактических программах и услугах, обладающих наибольшим потенциалом для снижения уровня насилия в отношении детей. В комплекс входят семь следующих стратегий: Implementation and enforcement of laws (Принятие и обеспечение соблюдения нормативных актов); Norms and values (Нормы и ценности); Safe environments (Создание безопасной среды); Parent and caregiver support (Поддержка родителей и воспитателей); Income and economic strengthening (Повышение доходов и улучшение экономического положения); Response and support services (Ответные меры и оказание поддержки); Education and life skills (Обучение и формирование жизненных навыков). Кроме того, в комплекс INSPIRE входят два типа сквозных мероприятий, сочетание которых позволяет связывать между собой и усиливать эти семь стратегий и одновременно оценивать ход их реализации.
