En sus consideraciones iniciales alude a sus posibles efectos en diversos ámbitos y, concretamente, en la de- mocracia. El presente informe pretende ampliar y concretar esos análisis y recomendaciones, desde los valores y principios de la Recomendación, poniendo foco en el impacto que la inteligencia artificial tie- ne y puede tener en la democracia, así como en las virtualidades que tanto la IA como la digitalización en general pueden tener en la mejora de los procedimientos de toma de decisión colectiva. Para abordar esta temática se plantean cuatro grandes asuntos:1. Las expectativas y las decepciones democráticas de la digitalización A modo de introducción se presentarán las principales demandas y expectativas sociales respecto al impacto de la digitalización en la democracia que se han ido configurando en los últimos años, tanto por personas expertas como por la opinión pública en general.2. El nuevo espacio público digital: la conversación democrática La democracia requiere de una conversación social de calidad y un espacio público que reúna deter- minadas propiedades, sin las cuales la democracia no puede sobrevivir o se verá debilitada. En este documento se abordarán las características de esta necesaria conversación en el entorno digital, se identificarán los problemas subyacentes y se propondrán posibles medidas para mejorarla.3. La democracia de los datos: la política del big data Los tres elementos que modificarán la política de este siglo son los sistemas cada vez más inteligentes y automatizados, una tecnología más integrada e interoperable y una sociedad más cuantificada. Si bien los datos son fundamentales para el gobierno de la sociedad, el documento se preguntará críticamente por la dimensión política y democrática de la big data.4. La democracia como forma de decisión política: gobernanza algorítmica La democracia es una forma de decisión colectiva. El documento examinará la compatibilidad de la proliferación de sistemas automáticos de decisión con los principios normativos del autogobierno de- mocrático. El incremento de la gobernanza algorítmica plantea diversos problemas y desafíos para la democracia, principalmente la identificación de las tareas que pueden ser resueltas por un algoritmo sin dañar los valores democráticos y el conjunto de condiciones que asegurarían esa compatibilidad. Por último, se efectuarán algunas recomendaciones para la gobernanza democrática de la inteli- gencia artificial para evitar o mitigar los impactos negativos y hacer que la gobernanza de la inteligen- cia artificial sea más democrática.

DESA) | United Nations Development Programme (UNDP) SDG localization is the process of adapting and customizing the SDGs and translating them into local development plans and strategies that fit the needs, context, and priorities of a particular region or locality, in coherence with national frameworks. It means placing local communities at the center of sustainable development and anchoring development action on the principles of inclusion, partnership, and multilevel governance, with adequate data and financing availability at the local level. This inter-agency policy brief examines the critical role of local and regional governments in accelerating achievement of the 2030 Agenda and provides policy recommendations to help advance the essential work of localizing SDG action. This policy brief was prepared by UNDESA, UN Habitat and UNDP in close collaboration with the Global Taskforce of Local and Regional Governments and United Cities and Local Governments, with input from the United Nations Regional Commissions: UNECA, UNECE, UNECLAC, UNESCAP, and UNESCWA.
Developing Global Guidance for Child Rights Impact Assessments in Relation to the Digital Environment: Summary of Initial Project Findings Год публикации: 2024 Организация-автор: United Nations Development Programme (UNDP) | German Institute of Development and Sustainability (IDOS) The age of technology and the Internet have brought tremendous benefits, including for children. However, the spread of digital technologies also comes with a broad spectrum of risks and harms to which children can be particularly vulnerable. Under the UN Guiding Principles on Business and Human Rights and the Children’s Rights and Business Principles, businesses have a responsibility to identify, assess, and address relevant human rights risks, including risks to children’s rights. With respect to the digital environment, a rapidly evolving landscape and the emergence of new technologies has changed the nature and severity of actual and potential child rights risks relating to business activities. In response, UNICEF has initiated a project to assess the current child rights impact assessment (CRIA) landscape in relation to digital business activities and develop new guidance to support robust implementation going forward. A summary of initial project findings is now available here. Further project outputs including the updated guidance (currently under development) are anticipated in late 2024.
Institutional practices of implementing lifelong learning in higher education: research report Год публикации: 2023 Организация-автор: UNESCO Institute for Lifelong Learning (UIL) | Shanghai Open University In many countries, higher education is gaining prominence as a means for the general population to engage in lifelong learning (LLL), whether for personal or professional development, or to participate in broader societal change. In some cases, national governments have introduced policies or funding instruments that create incentives for higher education institutions (HEIs) to align their offerings more closely with changing labour market demands and societal needs, and to expand access for groups previously underrepresented in higher education. Key trends in the higher education sector and the associated global socio-economic transformations were discussed in detail in the international survey report, which was published as part of the research project on the contribution of higher education institutions to LLL (UIL and SOU, 2023). This case study report moves from an international overview of the policies, structures and mechanisms that support LLL in higher education to the close study of institutional practices. It explores the interrelations between national policy environments and institutional strategies. It examines different approaches taken by universities to develop, implement and monitor LLL activities, and further provides practical examples of how universities engage with diverse groups of learners through their LLL mission. As such, this report’s value lies in offering both general insights into the implementation of LLL in HEIs, and case-specific descriptions and analyses of institutional policies and practices.

It serves as a platform for people to express their concerns and needs on climate change to world leaders. This initiative, carried out by UNDP and the University of Oxford, was launched in 2021 with a first poll that surveyed people across 50 countries through adverts in popular mobile gaming apps. The 2024 survey is bigger in terms of scope: 77 countries, representing 87 percent of the world’s population, were asked their views on climate change. The 15 questions in the 2024 edition have never been put to people in any survey before. They asked how people’s day-to-day lives are impacted by climate change, how they feel it is being addressed in their countries and what they would like the world to do about it. The results give the most comprehensive public account yet of how people feel and respond to climate change. The Peoples’ Climate Vote 2024 results come at a crucial time. Leading scientific bodies warn that climate change is accelerating faster than expected. Meanwhile, global GHG emission levels continue to rise, and international tensions and conflicts are similarly on the increase. With more than half of the world’s population potentially voting in 2024, understanding how citizens are thinking about climate change is more important than ever. Global Report on Early Childhood Care and Education: The Right to a Strong Foundation Год публикации: 2024 Организация-автор: UNESCO | United Nations Children's Fund (UNICEF) Inclusive and quality early childhood care and education (ECCE) are vital for promoting school readiness, foundational learning, and lifelong well-being. Yet almost 60% of children in low-income countries do not have access to early care and learning opportunities. To meet national targets of providing at least one year of organized learning before primary school, low-income and lower-middle-income countries must fill an annual financial gap of USD 21 billion and recruit at least six million more educators before 2030. The first global report, jointly published by UNESCO and UNICEF, offers insights into global and regional ECCE trends. The report, which is a key response to the commitments outlined in the Tashkent Declaration, synthesizes scientific evidence on ECCE’s importance, and exposes persistence gaps in policy and investment. It illustrates how countries have responded to providing equitable and quality ECCE opportunities. The report invites all stakeholders, from governments and policy-makers, to educators, parents and organizations, to ensure that the commitments made in the Tashkent Declaration are fully realized by building a strong foundation for every child.
