Le programme d’éducation à la citoyenneté mondiale (ECM) de l’UNESCO est inspiré de ces savoirs, en inculquant aux apprenants les compétences, les valeurs et les attitudes pour vivre ensemble et construire un monde plus durable et pacifique. L’ECM n’est pas un nouveau concept, mais une aspiration de longue date à travers les continents.

Guidelines for education sector plan preparation Год публикации: 2015 Организация-автор: UNESCO International Institute for Educational Planning (IIEP) | Global Partnership for Education (GPE) At the World Education Forum, in Dakar in 2000, the international community pledged that no country with a credible plan to achieve the Education for All goals would be thwarted by a lack of resources. Since then, the development of an education sector plan (ESP) has become a priority in many countries. ESPs present the policies and strategies for national education reform, and are a powerful tool for coordinating partners and for mobilizing additional domestic and external resources. They have become a critical instrument for governments to signal to all potential investors that their education policies are credible, sustainable, and worthy of investment. The consensus on the need for credible ESPs is strong. However, what does a credible plan require in terms of government leadership, knowledge and data, institutional and human capacities, and dialogue among the education stakeholders? What are the criteria that establish the credibility of a plan?The purpose of these guidelines is to assist countries in preparing credible education sector plans. A second document, Guidelines for Education Sector Plan Appraisal, can be utilized to check whether the plan responds to the expected requirements. In certain contexts of vulnerability, confl ict, or crisis, countries may also consider the development of a transitional education plan, more short-term and action-oriented, and adjusted to the context and available capacities for situation analysis and data requirements. Specifi c guidelines are being prepared. However references to fragile contexts or vulnerability situations are streamlined in these guidelines. These guidelines are not exhaustive. They should be adapted to country contexts and needs. They present an overview of sector analysis, consultative processes, policy reform, strategy development, plan implementation, and monitoring. They do not replace technical manuals on specific tools and methodologies that are used at the various steps of the development of a plan.

The report explains why the necessary social isolation measures will disrupt school-based education for several months in most countries around the world. Absent an intentional and effective strategy to protect opportunity to learn during this period, this disruption will cause severe learning losses for students.The report proposes that leaders of education systems and organizations develop plans for the continuation of education through alternate modalities, during the period of necessary social isolation. It offers a framework of areas to be covered by such plans. COVID-19 Crisis and Curriculum: Sustaining Quality Outcomes in the Context of Remote Learning (Issue Note no. 4.2 – April 2020) Год публикации: 2020 Организация-автор: UNESCO The COVID-19 pandemic has changed the lives of large numbers of learners, teachers and parents around the world, with millions now teaching and learning from home. While this is first and foremost a health crisis, it will likely have significant long-term effects on education, including on curriculum and learning. The situation, however, could become an opportunity to rethink curriculum, teaching-learning-assessment processes and the development of learners’ competencies with a view to strengthening their learning skills and sustaining their motivation.This crisis will likely provide an opportunity for schools to strengthen their ties with families, and for teachers to communicate and cooperate better with parents in the interest of learners. In the same vein, the crisis means teachers and parents may become more involved in decisions regarding curriculum appropriateness. This can support the development of a learner-centred, participative and inclusive learning paradigm that takes into account the interests of learners, as well as their environments and aspirations. Aunque se trata principalmente de una crisis sanitaria, es probable que tenga importantes secuelas a largo plazo en la educación, incluso en el currículo y el aprendizaje. No obstante, la situación puede transformarse en una oportunidad para reexaminar el currículo, los procesos de evaluación de la enseñanza y del aprendizaje y el desarrollo de las competencias de las y los estudiantes, en vista de fortalecer sus habilidades de aprendizaje y mantener su motivación.Es probable que la crisis ofrezca una oportunidad para que las escuelas fortalezcan sus vínculos con las familias y para que las y los docentes se comuniquen y cooperen mejor con los padres y las madres en beneficio de las y los estudiantes. En la misma línea, la crisis significa que docentes, madres y padres podrían participar más en las decisiones respecto de la idoneidad del currículo. The overall goal of this series is to facilitate the rapid design process and implementation of adaptive responses to the emerging education challenges, and to protect young people’s educational opportunities during and following the pandemic. This second module presents a first set of online educational resources to support the continuity of teaching and learning during the 2019-20 COVID-19 Pandemic with education leaders around the world. The resources were compiled from responses to the same survey used to produce the first module: A framework to guide an education response to the COVID-19 Pandemic, and additional online sources were included to enhance the list in order to support the continuity of learning for students who have access to the internet and digital devices.
