Improving early-grade performance for 2030: measurement and estimation options for innovative policy dialogue Год публикации: 2019 Автор: Helen Abadzi Организация-автор: UNESCO International Bureau of Education (IBE) Governments and donors are faced with the challenge of attaining the 2030 Sustainable Development Goals (SDGs). One of the challenges for education is to measure and set benchmarks that indicate whether people have developed sufficient core literacy and numeracy skills to function in the complex literate environments of the 21st century. Benchmark setting has proved difficult in education because stakeholders find it hard to define which variables really matter and how they can be measured. Measurement of skills particularly in grades 1‐3 is highly relevant for policy dialogue, because this is when many students fall behind. Donors use existing national, regional, and international assessments, for which longitudinal data are available. However, assessments require reading fluency and do not focus on the lowest literacy and numeracy levels, so they may overestimate or underestimate learners’ skills in grades 1‐3. Governments need specific feedback as soon as possible of likely student performance by 2030 so that they can take measures to improve performance by then. This monograph aims to publicize options for measuring early literacy and numeracy skills, using neuroscientific insights. These may help develop interventions that could accelerate early learning, facilitate monitoring and promote policy interventions to accelerate the achievement of the SDG 4.1 goals in various countries by 2030. The research evidence presented indicates that: Performance benchmarks can be set using reading and math fluency research;The performance of lower grades worldwide could be monitored through brief tests, measuring concepts that have high predictive validity, derived from cognitive science;If these test results were linked to international and national assessments, statistical models could be developing to estimate roughly how populations of various countries are likely to score in 2030;Clear feedback, along with recommendations for appropriate interventions, would allow countries and donors to engage in targeted policy dialogue to close the gap;Improved performance in grade 1 would improve performance in subsequent grades;With sufficient emphasis, funding, and space logistics, illiteracy among low‐income students could be eliminated in about 7 years and near‐universal and sustainable literacy could be attained by 2030.    Gender-responsive education sector planning: A pathway to gender equality in education Год публикации: 2019 Организация-автор: Global Partnership for Education (GPE) | United Nations Girls' Education Initiative (UNGEI) Education transforms lives. Yet, despite the world’s commitment to ensure every child completes 12 years of quality education, in low-income countries only 4% of the poorest finish upper secondary school, falling to 2% among marginalized girls.Sustainable Development Goal 4, inclusive and equitable quality education for all, is about much more than education access. It calls for education policies to look beyond gender parity in school enrollment in order to put gender equality at the heart of education through gender-sensitive plans and policies. Nous fetons les 10 ans d’un partenariat solide avec l’Union Nationale des Mutualites Libres, autour des mutuelles de sante au Benin et au Togo. Chaque annee la collaboration se renforce. Les echanges d’expertise se multiplient. Tout cela dans un contexte ou la protection sociale et la couverture maladie universelle sont en bonne place dans les agendas politiques africains. Au-dela des communes et districts, l’enjeu est national. Le programme MASMUT, alliant les differentes Unions mutualistes belges et leurs ONG partenaires , soutient ce plaidoyer. Differents modeles s’opposent. La mutuelle de sante est le seul qui repartit les responsabilites entre l’Etat, les prestataires de soins et les patients d’une maniere fonctionnelle et democratique. Mais 2016, c’est aussi l’annee de reflexions et decisions en vue de notre prochain plan strategique et notre programme 2017-2021. Une evaluation pointue de nos actions passees nous pousse a encore elargir notre comprehension des mecanismes sociaux ou culturels qui operent partout. Quels codes regissent les choix des micro-entrepreneurs, les reticences a adherer a une cooperative ou a une mutuelle, le type d’alimentation, la conception du bien-etre ? Nos equipes et partenaires, avec l’appui transdisciplinaire de l’UCL vont consacrer leur energie a ces analyses qui nourriront nos projets et actions. Enfin, 2016, ce sont aussi des nouveaux projets, de nouvelles zones d’intervention.  Devlop’ Le journal de Louvain Coopération 3 - Octobre 2016 Год публикации: 2016 Организация-автор: Louvain Coopération “Renforcer la collaboration entre ONG“ Quatre ONG universitaires belges, actives dans les pays du Sud et en Belgique, qui se rejoignent dans leurs domaines et lieux d’intervention, mais aussi dans leur specificite universitaire… Les points qui unissent Louvain Cooperation (ONG de l’UCL), ULB Cooperation (ONG de l’ULB), ADG (ONG de l’ULg-Gembloux) et la FUCID (ONG de l’UNamur) sont nombreux. Ces ONG ont en commun la realisation d’etudes ou de recherches-actions, la capitalisation des acquis, l’appel a des experts academiques universitaires, la diffusion la plus judicieuse possible des savoirs, la sensibilisation des etudiants a travers l’organisation de Campus Plein Sud… Ces collaborations existantes et points communs forment la base de l’idee d’une cooperation plus large, qui correspond a la dynamique du secteur de l’aide au developpement : rechercher des synergies, des apprentissages communs, des reseaux actifs. Les ONG, il faut bien l’admettre, ont souvent eu tendance a travailler de maniere trop isolee. A l’ere de la mondialisation, des nouvelles technologies de l’information et de la communication et des reseaux sociaux, il n’est plus possible, ni souhaitable de travailler dans son coin… Profitons au mieux de chacune des experiences, positive ou negative, des autres ! Juin 2016 fut donc une grande premiere dans l’histoire de ces quatre ONG : celles-ci ont decide de s’associer et de definir ensemble un programme quinquennal (2017-2021) qui vient d’etre soumis a la DGD pour une demande de financement commune. Ce programme comprend des actions au Sud dans les domaines de la Securite alimentaire et economique et de la Sante, et des actions en Belgique, d’Education a la Citoyennete Mondiale et Solidaire.  Accountability from a Human Rights Perspective: The Incorporation and Enforcement of the Right to Education in the Domestic Legal Order Год публикации: 2017 Организация-автор: ActionAid International | Right to Education Initiative (UK) The aim of this paper is to reframe States’ political commitment to education under Education 2030 as a legal commitment the vast majority of States have already made under international human rights law. By recasting the content of SDG Four as part of the right to education, the legal obligations owed to that content can be invoked. Finalement, nous reviendrons à Louvain-la-Neuve où les Ingénieux-Sud réfléchissent avec leurs contreparties locales à mettre en place des solutions intelligentes et adaptées aux problèmes agricoles rencontrés. Nous espérons qu’à la lecture de notre journal vous serez convaincus, comme nous, que tous ensemble, producteurs, consommateurs, gouvernements, entreprises privées, associations, face aux défis agricoles, nous sommes capables de transformer des risques en opportunités.
