Defending Creative Voices: Artists in Emergencies, Learning from the Safety of Journalists Год публикации: 2023 Автор: Rosario Soraide Организация-автор: UNESCO Artists and cultural professionals often come across significant challenges to their freedom of expression, including violence and harassment – online and offline – legal persecution, detention, imprisonment and, in the worst of cases, murder. Emergency situations can result in additional risks for them, as many become increasingly targeted in connection to the visibility of their work and see their livelihoods impacted upon by income loss and unemployment in the cultural sector. While the attacks and threats that artists and cultural professionals face during emergencies are similar to those affecting journalists, they do not receive the same level of attention nor access to protection mechanisms and opportunities for assistance. Over the past decades, a strong framework has emerged to advance journalists’ safety at international, regional and national levels, including through legal and regulatory instruments, protection mechanisms, support networks and consistent collective mobilization for their rights. Despite growing awareness of the vulnerability of artists and cultural professionals in emergency contexts and increased efforts to safeguard their rights and ensure their safety, progress in this regard remains comparatively much more incipient. With the support of UNESCO’s Culture and Communication and Information Sector, and based on a comparative analysis, this study therefore aims to strengthen the protection of artists and cultural professionals during emergencies by drawing lessons from the experience, challenges, and achievements in the field of journalists’ safety. It presents actionable recommendations and identifies areas in which synergies between key stakeholders promoting, respectively, artistic and media freedom could serve to reinforce the protection of both at-risk artists and journalists.

Le document faisait de l’éducation et de la formation des filles et des femmes l’un des 12 domaines clés dans lesquels il était urgent d’agir pour assurer une plus grande égalité.Depuis Beijing, la communauté internationale a mis l’accent sur le pouvoir transformateur de l’éducation des filles et des femmes, et sur ses avantages – non seulement pour les filles et les femmes, mais aussi pour des sociétés entières et même pour les générations futures. Dans le Programme de développement durable à l’horizon 2030, l’objectif de développement durable (ODD) 4, relatif à l’accès de tous à une éducation de qualité sur un pied d’égalité et à l’apprentissage tout au long de la vie, définit des cibles ambitieuses pour garantir l’égalité des chances – notamment une cible visant à faire en sorte, d’ici à 2030, que toutes les filles et tous les garçons suivent un cyclede 12 années d’enseignement.Ce bref document étudie l’évolution des taux d’achèvement des études primaires et secondaires des filles et des garçons depuis 1995, et appelle à agir pour que nous tenions notre engagement de ne laisser personne de côté.

This document aims to raise awareness of the problem and encourage action to ensure that children and young people with disabilities have access to a safe learning environment. 
2021 아동·청소년 권리에 관한 국제협약 이행 연구 - 한국 아동·청소년 인권실태: 총괄보고서 Год публикации: 2021 Автор: 김영지 | 유설희 | 최홍일 | 이민희 | 김진호 Организация-автор: 한국청소년정책연구원 이 연구는 유엔아동권리협약이행 모니터링과 아동·청소년 인권실태 분석을 통해 아동·청소년의 인권 현황을 파악하고 인권정책 개발 시사점을 도출하기 위한 제3기 아동·청소년 인권 연구의 5차년도 과제이다. 이 연구는 아동·청소년 인권실태를 파악하고 진전 상황을 지속적으로 모니터링할 수 있도록 체계적인 데이터 수집체계를 마련하라는 유엔아동권리위원회의 권고에 따라 시작되어 2017년 제3기 연구부터 아동권리협약이행 모니터링을 강화하여 추진하고 있다. 국가승인통계인 ‘아동·청소년 인권실태조사’는 초등학교 4학년부터 고등학교 3학년을 대상으로 매년 실시하여, 아동권리협약에 기반한 ‘아동·청소년 인권지표체계’ 115개 지표 항목 중 42개 지표 항목의 결과를 생산하는 데 활용된다. 조사결과는 아동·청소년의 인권실태와 인권상황 진전 정도를 파악할 수 있도록 시계열 자료로 축적되고 있으며 국가통계포털(KOSIS)과 마이크로데이터 통합서비스(MDIS)에 원자료와 통계표를 탑재하고 있다. 유엔아동권리협약이행 모니터링을 위해서는 전문가협의회, 워크숍, 의견조사 등을 실시하여 제5？6차 아동권리협약 권고사항 이행 성과와 한계를 점검하고 향후 과제를 도출하였다. 최종적으로 유엔아동권리협약이행 모니터링과 인권실태 분석 등을 통해 17개의 주요 정책과제를 제안하였다. 최종 산출물은 총괄보고서, 심화분석보고서, 기초분석보고서 등 총 3종이며, 인권데이터의 이론적 활용도 제고를 위한 소논문인 심화분석보고서의 2021년도 주제는 ‘인권인식과 학교문화’이다.

La liberté d'expression, d'information et de communication, ainsi que la possibilité pour les individus de choisir les expressions culturelles sont des conditions préalables à la protection et à la promotion de la diversité des expressions culturelles.S'appuyant sur les recommandations formulées dans le Rapport mondial de 2018, cette édition spéciale offre un aperçu des avancées et des défis actuels en matière de protection juridique de la liberté artistique, de protection des droits sociaux et économiques des artistes et des professionnels de la culture et de suivi de la liberté artistique aux niveaux national, régional et international.En produisant de nouvelles données et des analyses approfondies, la série des Rapports mondiaux de la Convention 2005 se veut un outil de référence pour l'élaboration des politiques culturelles et la promotion de la créativité en faveur du développement. 
ОТЧЕТ по результатам проведенного исследования на тему «Мониторинг ситуации с профилактикой буллинга в средних образовательных школах Республики Казахстан» Год публикации: 2023 Организация-автор: Қадір-қасиет (Казахстан) Общественное объединение «КадірКасиет» организовало и провело исследование, посвященное мониторингу ситуации с профилактикой буллинга в средних образовательных школах Казахстана. Целью исследования выступало изучение шести школ, в которых планируется внедрить пилотную программу «Ынсап» по противодействию буллингу в школах. Настоящий доклад подготовлен в рамках проекта «Фокус прав человека: женщины и дети», реализуемого ОО «Қадір-қасиет» и Агентством США по международному развитию (USAID).

Hemos querido hacer este proceso reconociendo la agencia de las personas jóvenes y por ello buscamos generar reflexiones colectivas y movilizadoras que aumenten su compromiso como agentes de cambio en nuestra sociedad. Para tal fin, nos ubicamos en el marco de la Investigación Activista Feminista (IAF) haciendo uso del photovoice como estrategia de investigación. 
온라인 허위정보와 뉴스 미디어 Год публикации: 2020 Автор: 박아란, 이나연, 오현경 Организация-автор: 한국언론진흥재단 본 연구에서는 코로나19 사태 등 최근 국내외에서 발생한 주요 사안들과 관련하여 유포되고 있는 허위정보와 가짜뉴스의 사례와 개념 등을 정리하고 각국의 대응방안에 대해 조사하는 것을 목표로 한다. 특히 현재 진행 중인 코로나19 사태는 전 세계적으로 관심이 집중되고 있는 사안이니만큼 코로나19와 관련된 허위정보의 확산 및 피해 사례들을 중점적으로 살펴보고, 최근 선거를 치르거나 앞두고 있는 국가들의 사례를 통해 선거 관련 허위조작정보 문제에 대해서도 살펴봄으로써 사회적 혼란을 가져오고 불신을 양산하는 허위정보 문제에 효과적으로 대응할 수 있는 방안을 모색하고자 한다. 
Draft Text of the Revised 1974 Recommendation Concerning Education for International Understanding, Co-Operation and Peace and Education Relating to Human Rights and Fundamental Freedoms Год публикации: 2023 Организация-автор: UNESCO In accordance with the UNESCO Constitution and the Rules of Procedure concerning Recommendations to Member States and international conventions covered by the terms of Article IV, paragraph 4, of the Constitution, the draft text of the revised Recommendation concerning education for international understanding, co-operation and peace and education relating to human rights and fundamental freedoms, and the related preliminary report, were sent to UNESCO Member States through the circular letter CL/4401 (September 2022) for their written commentsand observations. On the basis of their comments, a second draft of the text was prepared. In circular letter CL/4433 (April 2023), the second draft together with the Definitive Report were submitted to Member States. The Special Committee meeting of experts designated by Member States took place from 30 May to 2 June 2023, as per the circular letter CL/4417 (November 2022), and from 10 to 12 July 2023, as per circular letter CL/4442 (June 2023).
