The Impact of the COVID-19 Pandemic on Student Voice: Findings and Recommendations Год публикации: 2021 Организация-автор: UNESCO | Council of Europe The COVID-19 pandemic has had serious consequences on the education of young people and their ability to engage and participate meaningfully. In 2020, UNESCO and the Council of Europe decided to collaborate on a research project with a view to examining the impact of the COVID-19 pandemic on student voice and particularly the consequences of the subsequent school closures on student voice opportunities in Europe and in the Middle East and North Africa (MENA). This publication details the findings of this study and provides recommendations for school directors and personnel, teachers, educators, policy-makers and young people to build on the lessons learned from the pandemic and help the education community work collectively towards promoting societies that are guided by human rights, with student voice and participation at the centre. It is primarily intended for policy-makers, educators, teachers working in formal school systems. It may also be of interest to professionals working in non-formal education settings or other sectors – namely the justice, social and health sectors – working with student.  Competences for Democratic Culture: Living together as equals in culturally diverse democratic societies Год публикации: 2016 Организация-автор: Council of Europe This document is a product of a Council of Europe project which is taking place in four phases during 2014-17. The first phase has been devoted to the development of a conceptual model of the competences which citizens require to participate effectively in a culture of democracy. This document describes the model and the methods that were used to develop it. The document is aimed at readers who wish to understand the underlying assumptions and technical details of the model. Phase two of the project will be devoted to the development of descriptors (i.e. statements or descriptions of what a person is able to do if they have mastered the various competences that are specified by the model), phase three to ascertaining whether it is possible to assign the descriptors to levels of proficiency, and phase four to the production of supporting documentation. This documentation will be addressed to educational practitioners and policy makers, and will provide a less technical description of the current competence model. It will also explain how the model and the descriptors can be used to assist curriculum design, pedagogical design and the development of new forms of assessment (for use in either selfassessment or assessment by others). All of the materials that are produced by the project will eventually be incorporated into a Council of Europe reference framework of competences for democratic culture. The impact of the COVID-19 pandemic not only amplified the difficulties and revealed existing weaknesses, but also brought the unpreparedness and lack of resilience of national education systems to the fore.The tenth consultation on the 1960 Convention against Discrimination in Education was conducted in precisely this context.Providing a valuable opportunity for States to take stock of the progress made in implementing Convention and sharing interesting national practices, the Consultation revealed continuous and new challenges the education sector faces. The unique timing of the consultation also created an opportunity to report on actions taken to faceadverse effects of the pandemic. This report analyzes and presents the Consultation findings, draws trends, and provides guidance for action. It shows how, by implementing the provisions of the Consultation, States can accelerate progress towards achieving Sustainable Development Goal 4, while invites a reflection on possibly reviewing the framework of the right to education to further respond to new challenges and put an end to increased inequalities worldwide.  The Impact of the COVID-19 Pandemic on Education: International Evidence From the Responses to Educational Disruption Survey (REDS) Год публикации: 2022 Автор: Sabine Meinck | Julian Fraillon | Rolf Strietholt Организация-автор: UNESCO | International Association for the Evaluation of Educational Achievement (IEA) The COVID-19 pandemic disrupted education provision at an unprecedented scale, with education systems around the world being impacted by extended school closures and abrupt changes to normal school operations. The Responses to Educational Disruption Survey (REDS) investigated how teaching and learning were affected by the health crisis, and how education stakeholders responded to the educational disruption across and within countries. The study aimed to provide a systemic, multi-perspective, and comparative picture of the situation at the secondary education level (grade eight) in 11 countries spanning Africa, Asia, Arab region, Europe, and Latin America. While many other efforts exist that collect and provide similar information, they are mostly derived from non-representative rapid surveys and lack internationally comparable information from schools, collected in a systematic and scientific manner. The REDS International Report presents unique data, collected from countries, schools, teachers, and students for the first time, in chapters that cover several themes on which data were collected which include student and teacher well-being, students’ academic progress during the school closures, and the measures countries have implemented to keep all children learning. Initial findings provide evidence for better orienting and tailoring policy responses to crisis and provide invaluable information on what may be required to accelerate education, recover from crisis, and to strengthen the resilience of education systems in the future.  De l’accès à l’autonomisation: Outils opérationnels pour promouvoir l’égalité des genres dans et par l’éducation Год публикации: 2021 Организация-автор: UNESCO Ce guide a été conçu pour renforcer la capacité individuelle et institutionnelle à intégrer de manière efficace l’égalité des genres aux programmes éducatifs. Ce guide a été préparé pour l’ensemble du personnel du Secteur de l’éducation de l’UNESCO, notamment pour celles et ceux travaillant au Siège, dans les bureaux hors Siège/régionaux/multipays et dans les instituts, ainsi que pour les partenaires d’exécution. Ce guide fournit des outils d’orientation et opérationnels pour intégrer efficacement le genre à tous les programmes relatifs à l’éducation. La première partie est une présentation succincte des concepts clés de l’égalité des genres dans et par l’éducation, et un aperçu de la manière dont l’égalité des genres dans l’éducation s’inscrit dans la vision de l’UNESCO et dans les objectifs fixés au niveau international.
