It is worth mentioning that, despite the existence of basic principles, such as: universality, interdependence, indivisibility and progressiveness, the fundamental demands of excluded social collectivities, recognized both in the Federal Constitution and in international treaties, in praxis have not been served. El centro del asunto radica en lo siguiente: a pesar de los múltiples compromisos establecidos por los actores jurídicos de diversa índole, los tratados internacionales y declaraciones, a la fecha no se han podido satisfacer las demandas de las comunidades originarias. Cabe mencionar que, a pesar de la existencia de principios básicos, tales como: universalidad, interdependencia, indivisibilidad y progresividad, las demandas fundamentales de las colectividades sociales excluidas, reconocidas tanto en la Constitución federal, como en los tratados internacionales, en la praxis no han sido atendidas.
